In honor of City Commissioner Craig Sjoberg and his dedicated service to our community, Mandan City offices will be closed from 10 a.m. to 2 p.m. on Friday, September 4, to allow employees to attend funeral services.

Essential public safety services will continue to operate during this time. City offices will reopen at 2 p.m.

We thank residents for their understanding as we gather to remember and celebrate Commissioner Sjoberg's lasting contributions to our city.

CITY OF MANDAN FLAGS TO FLY AT HALF-STAFF IN HONOR OF COMMISSIONER CRAIG SJOBERG 🖤

During the Sept. 1 City Commission meeting, Mayor James Froelich issued a directive that the United States and North Dakota flags at all City of Mandan facilities be flown at half-staff from sunrise to sunset on Friday, Sept. 4, 2026, in honor of Commissioner Craig Sjoberg.

Commissioner Sjoberg passed away while serving the citizens of Mandan as a member of the Mandan Board of City Commissioners. His funeral service will be held on Friday, Sept. 4, 2026, at 11 a.m.

Commissioner Sjoberg served the City of Mandan with dedication, integrity, and a deep commitment to public service. Throughout his tenure, he worked diligently on behalf of the community and contributed to the continued growth and success of Mandan.

"Commissioner Sjoberg devoted his time, energy, and talents to serving our community," said Mayor Froelich. "His leadership, friendship, and commitment to the people of Mandan will be remembered with gratitude and respect."

The City of Mandan extends its heartfelt condolences to the Sjoberg family, friends, and all who had the privilege of knowing and serving alongside him.

Residents and businesses wishing to honor Commissioner Sjoberg are encouraged to join the City of Mandan in this observance by flying their flags at half-staff on Friday, Sept. 4.

Sjoberg took office July 1, 2024, and was a passionate, caring, diligent, and veracious leader.

Please note, this agenda does not include anything on the proposed data center ordinance. At this time, there has not been a date set for that meeting as staff is working to find a date/time that will accomodate the audience and work with the Mandan High School Auditorium and Dakota Media Access schedules. 🚲Mandan City Commission held the first reading of a proposed ordinance on Aug. 18 that would establish rules for e-bikes, electric scooters and other small electric rideable devices. The Mandan Police Department worked closely with Mandan Park District on the new ordinance.

Where can e-bikes and electric scooters be ridden?
• City streets where bicycles are allowed.
• Bike lanes and Bike trails.
• Sidewalks, unless signs say they are not allowed.

What is the speed limit?
• 15 mph on sidewalks, shared-use paths and bike trails (unless a lower speed is posted).

What about pedestrians?
• Pedestrians always have the right of way.
• Riders must slow down when approaching people and near intersections, driveways, and building entrances.

Age limits
• Riders must be at least 12 years old to operate an e-bike or electric scooter in public areas, unless directly supervised by an adult in a designated area.
• Riders must be at least 16 years old to operate a Class 3 bike, which can travel faster than other e-bike classes.

Helmets
• Anyone under 18 years old must wear a helmet when riding an e-bike or electric micromobility device.

Additional regulations
• Riders must operate safely and responsibly.
• Reckless or dangerous riding is prohibited.
• Riders cannot carry more people than the device is designed to carry.
• There are light and brake requirements for anyone operating an electric bike or micromobility device 30 minutes before sunrise and 30 minutes after sunset.
• Devices capable of traveling more than 30 mph under motor power are not allowed on sidewalks, trails or shared-use paths.
• Minibikes and similar vehicles are prohibited on streets, sidewalks, bike trails, and shared-use paths unless otherwise allowed by law.
• Riding an e-bike or electric scooter while under the influence of alcohol or drugs is not allowed.
• A parent, guardian or legal custodian of a minor will be responsible for any violation cited for a minor.

The City may create no-ride zones, school safety zones, lower-speed areas, trail restrictions and temporary event restrictions for e-bikes, electric scooters and other small electric rideable devices as well.

The proposed fine for a first offense is $50. Increasing to $100 for a second offense happening within 12 months; and doubling for a third or subsequent offense happening within 12 months. The fine for operating an electric device under the influence is $300.

The ordinance will go before City Commission again on Sept. 1. There will be an extensive community education piece from the City of Mandan, Mandan Police Department and Mandan Park District if the ordinance is approved. 📣About five weeks ago, the intersection of 14th Street NW and Collins Ave was temporarily changed from a 4-way stop to a 2-way stop. After reviewing traffic conditions and feedback received from residents, staff will be returning the intersection to a 4-way stop by the end of the day on Thursday, August 20.

Sometimes we try something with the best intentions and learn it's not the right fit. That's okay. Listening to the community and making adjustments is part of our process.
