PHLCouncil The City Council of Philadelphia is comprised of 17 elected representatives and is the legislative arm of Philadelphia City government. in Room 400, City Hall.

The 1951 Home Rule Charter established City Council as the legislative arm of Philadelphia municipal government, consisting of 17 members. Ten Council members are elected by district and seven from the city at large. Under the rules of the City of Philadelphia, regular public sessions are held weekly, usually on Thursda
