$1.1M to aid Old North Dayton levee that protects hundreds of businesses from flooding

Upgrading Dayton’s levee system remains critical to our region’s safety and local economy. I’m appreciative of the EDA’s $1.1 million grant which will support key infrastructure improvements in the Miami Valley. These improvements are necessary to our region to help prevent future flood disasters, and will help retain jobs and generate further investment in Miami Valley businesses.

I enjoyed speaking with the Ohio Business Roundtable yesterday at their virtual meeting. We discussed how new cyber security initiatives under the Biden administration could mean greater investment at Wright-Patterson Air Force Base and across the state of Ohio.

Today is the start of #BlackHistoryMonth, an annual celebration of the history and contributions of African Americans in our country. This month reminds us to reflect and renew our commitment to furthering justice and equality.

As the representative for #OH10, it is a privilege to represent Historically Black Colleges and Universities like Central State University and Wilberforce University, which protect minority students and provide unique educational opportunities. These institutions are important not only to our community, but to Ohio and our entire nation.

I encourage you to read and reflect on the incredible history of Central State University, and all of our country's HBCU's.

Happy Black History Month! For the entire month of February, we will look back at some of CSU’s historical moments in time. First up, the history of Central State University.

Central State originally began as a department within Wilberforce University, an HBCU founded in 1856. The initial focus was on vocational and teacher education. For many years, Central State operated as part of Wilberforce, but with a separate board of trustees. In September of 1853, the Cincinnati Conference of the Methodist Episcopal Church appointed a committee on the “Elevation of Colored People.” This led to the endorsement to create a university. In 1856 The Ohio African University was opened at a site in Wilberforce, Ohio (Tawawa Woods). By 1862 the school closed, but in March 1862, Bishop Daniel Payne of the African Methodist Episcopal (AME) Church decided that the Wilberforce location was suitable for the AME Union Seminary. In 1863 the AME Church reopened the school as Wilberforce University, named in honor of William Wilberforce, one of the leading proponents in the United Kingdom for abolishing the trade in humans or the slave trade. Wilberforce was one of the first Black-administered universities in the country, and the only one in Ohio that had as its primary mission the education of Black Americans.

J. A. Brown and Benjamin Arnett, members of the Ohio General Assembly, were instrumental in 1887 in getting the Ohio General Assembly to agree that it was in the State’s interest to educate all Ohio citizens, not just those of a certain color, or income level. Thus, in 1887 the General Assembly issued a Charter that created the Combined Normal and Industrial Department at Wilberforce University. The new department’s primary purpose was to provide teacher training and vocational education to African Americans, but it was “open to all qualified applicants of good and moral character.” The separate, state-funded department grew in size and scope until it separated from Wilberforce University in 1947, becoming the College of Education and Industrial Arts at Wilberforce. In 1949, the College of Education and Industrial Arts at Wilberforce gained full accreditation by the North Central Association of Schools and Colleges and became the sixth member of the Ohio Inter-University Council. The name was changed in 1951 to Central State College, and in 1965, the institution achieved university status.

I was honored to join Montgomery County Children’s Services, Foster ACTION Ohio, Commissioner Debbie Lieberman and foster youth alumni today to celebrate that the Fostering Stable Housing Opportunities Act (FSHO) was signed into law.

The Fostering Stable Housing Opportunities will eliminate federally created homelessness. Thousands of children are put on the streets by the failure of government to act and protect them—this bill fixes that. Working with Doris Edelmann, Action OHIO, and many Ohio advocates, I’m honored to have championed this legislation and to continue to be a voice for children in our community and across our country.

Today I joined Materials Resources, LLC (MRL) to commemorate the release of new imaging capabilities that will both advance aerospace technology and support our local economy. In a time when small businesses have been hard hit by the pandemic, I’m grateful that coronavirus relief legislation that I supported allowed MRL to retain their workforce, and in doing so, helped secure their expansion and new jobs in our community.

I am deeply saddened to learn about the loss of former Dayton City Commisioner Bootsie Neal.

Bootsie Neal was one of my dearest friends. I had the privilege of working with Bootsie while I was Mayor of Dayton to turn the city around, and I know that without her leadership and partnership we would not have balanced the city’s budget and built the baseball stadium, Schuster Center, and RiverScape.

Bootsie’s legacy of service through her sorority Delta Sigma Theta as well as to the entire Dayton community will forever be cherished.

We are rapidly approaching a deadline for Washington to renew the U.S.-Russia New START Treaty. You can read my statement today on President Biden's decision to extend the U.S.-Russia New START Treaty here:

"As the last remaining nuclear weapons agreement between the U.S. and Russia, President Biden knows he can’t let the clock run out on New START. While I agree with Biden’s efforts to extend this treaty rather than letting it expire, I am concerned with the length of extension given Russia’s continued undertaking of massive modernization and its building of new capabilities that leaves out entire classes of nuclear weapons. Looking ahead, President Biden and his administration must engage in renewed negotiations, which should include China, to curtail an international arms race and enhance global security.”

Wilberforce University among HBCU's to receive loan forgiveness from Congress

I am pleased that Congress’s coronavirus relief legislation provided a means to alleviate colleges and universities facing financial uncertainty, such as Wilberforce University. I recently sent a letter urging the Department of Education to move swiftly to forgive the university’s federal loans.

As the first private historically black university, Wilberforce University is an iconic institution, not just for Ohio families but for the nation. I’ll continue making every effort possible to ensure that Wilberforce remains an inspiring pillar of equity and justice in our community.

Last week’s assault on the Capitol, the Constitution, and our democracy was reprehensible. A violent mob rioted and stormed the Capitol in a futile attempt to overturn the results of a free and fair election. They failed. In less than a week, President Trump is leaving office disgraced and discredited for his efforts to overturn the 2020 election. However, Speaker Pelosi’s snap impeachment is absent due process, hearings, witnesses and violates our responsibilities under the Constitution. For these reasons, I could not support it.

The omnibus passed last night extends the Health Coverage Tax Credit for another year. Many Delphi Salaried Retirees rely on HCTC to afford health care. This re-authorization of a key tax credit that makes health care more affordable for these retirees is a strong step forward, and I will continue to advocate for a long term reauthorization of this credit.

I have long advocated for the end of surprise medical billing for those that are rushed to medical care in out of network healthcare facilities. The language of the Omnibus package not only protects patients from such medical bills, but it also allows doctors and hospitals to have a fair negotiation process with insurers. I will continue to advocate for fair healthcare prices and practices.

This bill addresses coronavirus funding concerns, as well as provides important funds for our government through the remainder of this fiscal year.
