Attention Wiscasset Motorists

The first day of school for Wiscasset Schools (Grades K–12) is Monday, August 31, 2026. Please use extra caution on our roads as students will be waiting at bus stops, walking to school, and crossing streets throughout town.

School buses will also be back on their regular routes. Remember to stop when buses display their red lights and extended stop arm. Passing a stopped school bus is both dangerous and illegal.

Please also obey posted school‑zone speed limits whenever school is in session.

The Wiscasset Police Department will be monitoring for violations.

Town Notice: Fireworks at Marianmade Farm – Saturday, August 22, 2026

The Town would like to inform residents that Marianmade Farm (28 Sherman Lane) will be holding a fireworks display on the evening of Saturday, August 22, 2026. The display is expected to occur after sunset.

Residents in nearby neighborhoods may hear loud noises during the event. Please plan accordingly for pets, livestock, and anyone sensitive to sudden sounds.

Second Community Energy Workshop for Strategic Energy

The Town of Wiscasset will host a second Community Energy Workshop on Tuesday, August 25, 2026, at 3:00 PM at Scout Hall.

Residents, business owners, and local stakeholders are encouraged to attend and help shape Wiscasset’s long term energy vision.
Wiscasset is participating in the U.S. Department of Energy’s Energy Technology Innovation Partnership Project (ETIPP), a national initiative that supports rural communities in strengthening energy resilience, reducing costs, and preparing for future infrastructure investments. Through ETIPP, Wiscasset is working with national laboratories and regional partners to analyze local energy use, identify vulnerabilities, and develop a Strategic Energy Plan grounded in community priorities.

The August workshop will build on the findings and feedback gathered during the March workshop. Participants will hear updates on municipal building energy use, review the draft community energy vision and goals, and provide input on next steps in the planning process.

Absentee Ballots Available for September 1, 2026, Special Town Meeting & School Budget Validation Vote

Absentee ballots are now available for the September 1, 2026, school budget validation and the authorization to enter into an agreement with the Maine Municipal Bond Bank & the Clean Water State Revolving Fund for the issuance of bonds to help finance the relocation of the wastewater (sewer) plant. WWTP (Sewer) Relocation Bond Information **Updated**

Background
At a meeting on August 26, 2026, representatives from the Maine Department of Environmental Protection (DEP) confirmed that the Department is not legally requiring the Town of Wiscasset to relocate its wastewater treatment plant. However, DEP clarified that it will not provide funding for a seawall or major upgrades at the current site.

Funding and Regulatory Context
Because relocation is not being ordered by the State, the statute that would require Maine to pay 90% of the cost of a state‑mandated relocation does not apply.
DEP has stated that Clean Water State Revolving Fund (CWSRF) assistance—including low‑interest loans and principal forgiveness—is available only for relocation.
If the Town chooses to remain at the current site, it would need to finance all seawall and facility improvements through conventional borrowing and any outside grants it can secure.
Other state and federal programs may be reluctant to invest in the existing site without DEP support.

Potential Consequences of Remaining at Current Site
Additional permit requirements and possible compliance challenges
Risk of penalties, consent agreements, or enforcement actions by DEP or the U.S. Environmental Protection Agency
Exposure to third‑party litigation under the Clean Water Act

Legal Counsel’s Recommendation
Town counsel advises against pursuing litigation to challenge DEP’s funding position, as success is unlikely and could increase costs and delays. Instead, counsel recommends that the Town:
Continue working cooperatively with DEP
Preserve available financing opportunities
Aggressively pursue additional state and federal funding for relocation

Summary
While the Town is not being legally ordered to relocate the wastewater treatment plant, the financial and regulatory conditions make relocation the only practical long‑term option. The Town will continue to work with DEP and other partners to secure funding and plan for a sustainable, compliant facility.
