MASH nis studimin për kompetencën digjitale të mësimdhënësve në Republikën e Kosovës
Ministria e Arsimit dhe Shkencës (MASH), në partneritet me Fondacionin Evropian për Trajnime (ETF) dhe Drejtorinë e Përgjithshme për Arsim, Rini, Sport dhe Kulturë të Komisionit Evropian (DG EAC), mbajti sot takimin inaugurues të Studimit mbi Kompetencën Digjitale të Mësimdhënësve në Republikën e Kosovës.
Studimi do të realizohet përmes SELFIE for TEACHERS, instrument shumëgjuhësh online i Komisionit Evropian, i bazuar në Kornizën Evropiane për Kompetencën Digjitale të Edukatorëve (DigCompEdu). SELFIE for TEACHERS nuk është instrument për vlerësimin e performancës së mësimdhënësve, por instrument për vetëreflektim, zhvillim profesional dhe përmirësim të vazhdueshëm të praktikës mësimore.
Në nivelin qeveritar, Ministria e Arsimit dhe Shkencës u përfaqësua nga zëvendësministri Përparim Kryeziu. Në fjalën e tij të hapjes, zëvendësministri Kryeziu theksoi rëndësinë e zhvillimit të kompetencave digjitale të mësimdhënësve dhe të përdorimit të të dhënave të besueshme për orientimin e politikave arsimore dhe mbështetjen e zhvillimit të tyre profesional.
Zëvendësministri Kryeziu vlerësoi se ky bashkëpunim përfaqëson një shembull konkret të orientimit të Republikës së Kosovës drejt standardeve dhe praktikave evropiane në arsim. Ai theksoi se transformimi digjital i arsimit nuk lidhet vetëm me teknologjinë, por, para së gjithash, me fuqizimin e mësimdhënësve, të cilët e bëjnë të mundur zhvillimin e arsimit çdo ditë.
Me fjalë mirëseardhjeje pjesëmarrësve iu drejtuan edhe Deirdre Hodson, zyrtare për politika në Komisionin Evropian, DG EAC, dhe Dr. Olena Bekh, eksperte e lartë për zhvillimin e kapitalit njerëzor dhe udhëheqëse e ekipit në ETF.
Studimi synon përfshirjen e një grupi të gjerë dhe përfaqësues të mësimdhënësve nga arsimi fillor, arsimi i mesëm i ulët dhe arsimi i mesëm i lartë, përfshirë arsimin dhe aftësimin profesional. Përmes procesit të vetëreflektimit do të mblidhen të dhëna për kompetencat digjitale të vetëvlerësuara nga mësimdhënësit, me qëllim të identifikimit të nevojave dhe orientimit të mbështetjes së mëtejshme për zhvillimin e tyre profesional.
Alessandro Brolpito, ekspert i lartë për zhvillimin e kapitalit njerëzor në ETF, prezantoi qëllimin, metodologjinë dhe rëndësinë e studimit. Ai theksoi rolin thelbësor të mësimdhënësve si bartës të ndryshimit në transformimin digjital të arsimit, si dhe nevojën për njohjen më të mirë të kompetencave të tyre digjitale, në mënyrë që mbështetja dhe zhvillimi profesional të orientohen mbi bazën e të dhënave.
Shqipe Bruqi, ushtruese e detyrës së drejtoreshës së Departamentit për Digjitalizimin e Arsimit në MASH, prezantoi ekosistemin digjital në shkolla dhe rolin e SELFIE for TEACHERS.
Duke folur për rëndësinë e procesit të vetëreflektimit, Shqipe Bruqi theksoi se ky proces nuk përfundon vetëm te mësimdhënësi, por krijon një ndërlidhje ndërmjet mësimdhënësit, shkollës, komunës dhe Ministrisë. Sipas saj, secili nivel ka rol të rëndësishëm në krijimin e një sistemi funksional për mbështetjen dhe zhvillimin profesional të mësimdhënësve.
Prof. Dr. Krenare Pireva Nuçi, nga Universiteti i Prishtinës, prezantoi zhvillimet e reja në fushën e pedagogjisë digjitale në Republikën e Kosovës, përfshirë programin e ri EdTech në kuadër të Fakultetit të Edukimit të Universitetit të Prishtinës.
Përdorimi praktik i instrumentit SELFIE for TEACHERS u demonstrua nga Prof. Dr. Besnik Krasniqi, ekspert kombëtar, së bashku me Prof. Dr. Krenare Pireva Nuçi. Në kuadër të takimit u zhvillua edhe një diskutim me pjesëmarrësit, ndërsa bashkëbisedimi përmes platformës online u monitorua nga Leon Shabani.
Në pjesën përmbyllëse, Veton Alihajdari, udhëheqës i Divizionit për Administrimin e Platformave Digjitale në MASH, dhe Matthias Themel, ekspert për zhvillimin e kapitalit njerëzor në ETF, prezantuan hapat e ardhshëm dhe orientimet praktike për zbatimin e studimit.
Secili mësimdhënës i përfshirë në studim do të pranojë një ftesë të personalizuar për pjesëmarrje. Dritarja për plotësimin e instrumentit të vetëreflektimit do të mbetet e hapur për 21 ditë nga dita e pranimit të ftesës së personalizuar.
Të dhënat do të mblidhen dhe do të trajtohen në mënyrë anonime. Procesi i mbledhjes dhe përpunimit të tyre do të zhvillohet duke respektuar parimet dhe kërkesat për privatësi dhe mbrojtjen e të dhënave, përfshirë Rregulloren e Përgjithshme të Bashkimit Evropian për Mbrojtjen e të Dhënave, GDPR, si dhe Ligjin nr. 06/L-082 për Mbrojtjen e të Dhënave Personale në Republikën e Kosovës.
Rezultatet e studimit pritet të ofrojnë një bazë të rëndësishme për identifikimin e nevojave të mësimdhënësve, zhvillimin e politikave të mbështetura në të dhëna dhe planifikimin e masave të mëtejshme për zhvillimin e kompetencave digjitale në sistemin arsimor të Republikës së Kosovës.

MES launches a study on teachers’ digital competence in the Republic of Kosovo
The Ministry of Education and Science (MES), in partnership with the European Training Foundation (ETF) and the European Commission’s Directorate-General for Education, Youth, Sport and Culture (DG EAC), today held the inaugural meeting of the Study on Teachers’ Digital Competence in the Republic of Kosovo.
The study will be conducted using SELFIE for TEACHERS, the European Commission’s multilingual online tool based on the European Framework for the Digital Competence of Educators (DigCompEdu). SELFIE for TEACHERS is not a teacher performance assessment tool. It is designed to support self-reflection, professional development and the continuous improvement of teaching practice.
At government level, the Ministry of Education and Science was represented by Deputy Minister Përparim Kryeziu. In his opening remarks, Deputy Minister Kryeziu emphasised the importance of developing teachers’ digital competence and using reliable data to guide education policies and support their professional development.
Deputy Minister Kryeziu noted that this partnership represents a concrete example of the Republic of Kosovo’s commitment to European standards and practices in education. He stressed that the digital transformation of education is not only about technology, but, first and foremost, about empowering the teachers who make education possible every day.
The participants were also welcomed by Deirdre Hodson, Policy Officer at the European Commission’s DG EAC, and Dr Olena Bekh, Senior Human Capital Development Expert and Team Leader at the ETF.
The study aims to involve a broad and representative group of teachers from primary, lower secondary and upper secondary education, including vocational education and training. Through the self-reflection process, data will be collected on teachers’ self-assessed digital competence, with the aim of identifying their needs and guiding further support for their professional development.
Alessandro Brolpito, Senior Human Capital Development Expert at the ETF, presented the purpose, methodology and importance of the study. He highlighted the essential role of teachers as agents of change in the digital transformation of education, as well as the need to gain a better understanding of their digital competence so that support and professional development can be guided by evidence.
Shqipe Bruqi, Acting Director of the Department for Digitalisation of Education at MES, presented the digital ecosystem in schools and the role of SELFIE for TEACHERS.
Speaking about the importance of the self-reflection process, Shqipe Bruqi emphasised that this process does not end with the individual teacher, but establishes a connection between the teacher, the school, the municipality and the Ministry. According to her, each level has an important role in establishing a functional system for supporting teachers and their professional development.
Prof. Dr Krenare Pireva Nuçi, from the University of Prishtina, presented recent developments in digital pedagogy in the Republic of Kosovo, including the new EdTech programme offered by the Faculty of Education of the University of Prishtina.
The practical use of the SELFIE for TEACHERS tool was demonstrated by Prof. Dr Besnik Krasniqi, National Expert, together with Prof. Dr Krenare Pireva Nuçi. The meeting also included a discussion with participants, while communication through the online platform was monitored by Leon Shabani.
In the closing session, Veton Alihajdari, Head of the Division for Administration of Digital Platforms at MES, and Matthias Themel, Human Capital Development Expert at the ETF, presented the next steps and practical guidance for implementing the study.
Each teacher involved in the study will receive a personalised invitation to participate. The self-reflection tool will remain open for 21 days from the date on which each teacher receives their personalised invitation.
Data will be collected and processed anonymously. The collection and processing of data will be conducted in accordance with the applicable principles and requirements on privacy and data protection, including the European Union’s General Data Protection Regulation (GDPR) and Law No. 06/L-082 on the Protection of Personal Data in the Republic of Kosovo.
The results of the study are expected to provide an important basis for identifying teachers’ needs, developing evidence-informed policies and planning further measures to strengthen digital competence across the education system of the Republic of Kosovo.

MON pokreće studiju o digitalnoj kompetenciji nastavnika u Republici Kosovo
Ministarstvo obrazovanja i nauke (MON), u partnerstvu sa Evropskom fondacijom za obuku (ETF) i Generalnim direktoratom Evropske komisije za obrazovanje, omladinu, sport i kulturu (DG EAC), održalo je danas inauguralni sastanak Studije o digitalnoj kompetenciji nastavnika u Republici Kosovo.
Studija će biti sprovedena putem SELFIE for TEACHERS, višejezičnog onlajn instrumenta Evropske komisije zasnovanog na Evropskom okviru digitalnih kompetencija nastavnika (DigCompEdu). SELFIE for TEACHERS nije instrument za ocenjivanje radnog učinka nastavnika, već instrument namenjen samorefleksiji, profesionalnom razvoju i kontinuiranom unapređivanju nastavne prakse.
Na nivou Vlade, Ministarstvo obrazovanja i nauke predstavljao je zamenik ministra Përparim Kryeziu. U svom uvodnom obraćanju, zamenik ministra Kryeziu naglasio je značaj razvoja digitalnih kompetencija nastavnika i korišćenja pouzdanih podataka za usmeravanje obrazovnih politika i pružanje podrške njihovom profesionalnom razvoju.
Zamenik ministra Kryeziu ocenio je da ovo partnerstvo predstavlja konkretan primer opredeljenosti Republike Kosovo ka evropskim standardima i praksama u obrazovanju. Naglasio je da digitalna transformacija obrazovanja nije povezana samo sa tehnologijom, već, pre svega, sa osnaživanjem nastavnika, koji svakodnevno omogućavaju razvoj obrazovanja.
Učesnicima su se rečima dobrodošlice obratile i Deirdre Hodson, službenica za politike u Generalnom direktoratu Evropske komisije za obrazovanje, omladinu, sport i kulturu, i dr Olena Bekh, viša stručnjakinja za razvoj ljudskog kapitala i rukovoditeljka tima u ETF-u.
Studija ima za cilj da uključi široku i reprezentativnu grupu nastavnika iz osnovnog, nižeg srednjeg i višeg srednjeg obrazovanja, uključujući stručno obrazovanje i osposobljavanje. Kroz proces samorefleksije biće prikupljeni podaci o digitalnim kompetencijama koje su nastavnici sami procenili, sa ciljem identifikovanja njihovih potreba i usmeravanja dalje podrške njihovom profesionalnom razvoju.
Alessandro Brolpito, viši stručnjak za razvoj ljudskog kapitala u ETF-u, predstavio je cilj, metodologiju i značaj studije. Naglasio je ključnu ulogu nastavnika kao nosilaca promena u digitalnoj transformaciji obrazovanja, kao i potrebu za boljim razumevanjem njihovih digitalnih kompetencija, kako bi podrška i profesionalni razvoj bili usmeravani na osnovu podataka.
Shqipe Bruqi, vršiteljka dužnosti direktorke Odeljenja za digitalizaciju obrazovanja u MON-u, predstavila je digitalni ekosistem u školama i ulogu instrumenta SELFIE for TEACHERS.
Govoreći o značaju procesa samorefleksije, Shqipe Bruqi naglasila je da se ovaj proces ne završava samo kod nastavnika, već uspostavlja povezanost između nastavnika, škole, opštine i Ministarstva. Prema njenim rečima, svaki nivo ima važnu ulogu u uspostavljanju funkcionalnog sistema za podršku nastavnicima i njihovom profesionalnom razvoju.

Svaki nastavnik uključen u studiju dobiće personalizovani poziv za učešće. Instrument za samorefleksiju biće dostupan 21 dan od dana kada nastavnik primi personalizovani poziv.
Podaci će se prikupljati i obrađivati anonimno. Proces njihovog prikupljanja i obrade sprovodiće se uz poštovanje načela i zahteva u oblasti privatnosti i zaštite podataka, uključujući Opštu uredbu Evropske unije o zaštiti podataka (GDPR), kao i Zakon br. 06/L-082 o zaštiti ličnih podataka u Republici Kosovo.
Očekuje se da će rezultati studije pružiti važnu osnovu za identifikovanje potreba nastavnika, razvoj politika zasnovanih na podacima i planiranje daljih mera za razvoj digitalnih kompetencija u obrazovnom sistemu Republike Kosovo.
