Following the June Board meeting at Latrobe Council Chambers, Cradle Coast Authority Board members visited Mill Park Wesley Vale to learn more about one of North West Tasmaniaโ€™s largest industrial development sites.

Hosted by owner and local businessperson Tony Seymour, the tour showcased the former Wesley Vale Pulp Mill site, which has been transformed into a thriving industrial and commercial hub. Spanning more than 55 hectares, the site currently accommodates a diverse range of tenants, including Costa, Simplot and Visy, alongside a number of local businesses and service providers.

Board members heard about future plans for the site, including proposed industrial expansion and data centre development, supported by significant existing infrastructure including abundant power and water supply. Mill Park also benefits from its strategic location, with excellent access to the Bass Highway, the Port of Devonport and Devonport Airport.

The visit provided valuable insight into the regionโ€™s industrial growth opportunities and the important role sites like Mill Park play in supporting investment, employment and economic development across the Cradle Coast.

The Cradle Coast is currently home to a $15 billion renewable energy pipeline, yet most turbine components, including the massive blades, are expected to be imported with minimal local content. This represents a significant economic opportunity loss, as billions of dollars in equipment procurement currently leave the state.

Our latest report, ๐˜“๐˜ฐ๐˜ค๐˜ข๐˜ญ ๐˜—๐˜ฐ๐˜ธ๐˜ฆ๐˜ณ, ๐˜“๐˜ฐ๐˜ค๐˜ข๐˜ญ ๐˜—๐˜ณ๐˜ฐ๐˜ด๐˜ฑ๐˜ฆ๐˜ณ๐˜ช๐˜ต๐˜บ, outlines how we can pivot from being consumers of technology to regional producers:

Local firms like Harbro Engineering and Penguin Composites are demonstrating advanced capabilities in composites, precision engineering and industrial 3D printing to support turbine maintenance and bespoke parts as technology evolves.

Success depends on sophisticated and effective collaboration between the private sector and all three levels of government. Direct involvement from global turbine builders such as Vestas or Goldwind, supported by formal licensing and intellectual property agreements, will be essential.

๐—œ๐—ป๐—ฑ๐˜‚๐˜€๐˜๐—ฟ๐—ถ๐—ฎ๐—น-๐—Ÿ๐—ฎ๐—ป๐—ฑ ๐—ฅ๐—ฒ๐—ฎ๐—ฑ๐—ถ๐—ป๐—ฒ๐˜€๐˜€: The Merseyโ€“Leven Industrial Land Study confirms that industrial land supply is tightening across the region and identifies a clear need for additional, wellโ€‘located industrial land to support manufacturing and other industrial activities. The Study recommends future industrial land supply options capable of accommodating largeโ€‘scale, industrial uses. These outcomes are strengthened through a coordinated planning approach as part of the Mersey Leven Strategic Alliance between Central Coast, Devonport City, Latrobe and Kentish Councils.

The transition to renewable energy is the most significant economic transformation in our region's history, but realising its full potential requires investing in our youth. To ensure the $15 billion investment pipeline translates into local prosperity, we must prioritise education and skill-building today.

The unfortunate reality of current stats - According to the latest data for Tasmaniaโ€™s 2024 Year 9 students, there is a significant proficiency gap that we must address to prepare our future workforce:

๐Ÿ–‹๏ธ 52.1% did not meet the expected proficiency level in writing.
๐Ÿ“š 40.3% did not meet reading expectations
๐Ÿ”ข 42.8% did not meet the expected proficiency level in numeracy

The "Gap" Warning from Dr. Lisa Denny: Demographer Dr. Lisa Denny highlights a critical challenge: while state-wide literacy reforms are underway, their full benefits won't be visible in Year 12 completion rates until 2039. This leaves a decade-long "gap" of under-skilled youth who may miss out on high-paying career pathways if we don't act urgently.

๐„๐ง๐ญ๐ž๐ซ ๐†๐ซ๐ž๐ž๐ง๐’๐“๐„๐Œ

We need hands-on solutions that connect students to the real-world industries growing in their backyard. GreenSTEM is a high-impact initiative designed to do exactly thatโ€”building Science, Engineering, and Digital Technology skills to equip young people for the region's emerging energy sectors. Programs like GreenSTEM are positioning the Cradle Coast as a national leader in future-focused education and innovation.

Building the Foundation - Literacy and numeracy are the bedrock of STEM pathways. By strengthening these foundations and leveraging initiatives like the Clean Energy Centre of Excellence in Burnie, we can create clear, high-value pathways for young Tasmanians to stay, train, and build their futures locally.

The choices we make in education today will determine whether this investment leaves a legacy of enduring prosperity or a series of missed opportunities.

We need to invest in our youth, together.

The $15 billion renewable energy investment pipeline is not just about power generation; itโ€™s a practical lever to address the Cradle Coastโ€™s youth participation and workforce housing pressures. As outlined in our latest report, this scale of investment can shift the conditions that influence whether young people stay, study, train, and build their futures locally.

Hereโ€™s where government influence is strongest:

๐Ÿ“ The Strategic Window (Preโ€‘FID)

Government impact is greatest before a Final Investment Decision (FID). This is the period when project scopes are still flexible, making it possible to design housing solutions in partnership with developers and communities. Pre-FID is when our collective community voice is the loudest and the most influential.

๐Ÿ Planning Reform Potential

A recent example is the move to increase allowable granny flat sizes from 60mยฒ to 90mยฒ. This simple change expands the supply of oneโ€‘ and twoโ€‘bedroom homes across the state which is exactly the types of dwellings the region needs most.

๐Ÿ˜๏ธ Building a Housing Legacy

FIFO workers will need accommodation, and this fixed short-term income stream could be strategically utilised by the Tasmanian Government through Building Tasmania. This opportunity can also include flexible accommodation options where worker housing for renewable energy projects can be designed for later conversion into agedโ€‘care or social housing, ensuring longโ€‘term regional benefit rather than shortโ€‘term strain.

The aim is a coordinated approach where major investment strengthens, rather than unsettles, the way we live and work.

By aligning our efforts now, we can ensure these projects leave a lasting housing legacy for the Cradle Coast. Letโ€™s build the right housing solutions, together.
