📢 EBC calls for proportionate EU action on chains in public procurement

The European Builders Confederation welcomes the ongoing revision of the EU framework and calls for targeted action against abusive subcontracting in the construction sector.

In its new policy note, EBC sets out the following proposals to support :
🟦 Focus action on subcontracting chains in public procurement
🟨 Shape an EU limitation targeting abusive vertical subcontracting chains in construction that preservers national flexibility
🟦 Ban financial subcontracting and hashtag in cascading chains
🟨 Facilitate direct access through mandatory division into lots
🟦 Reaffirm the role and proportionate hashtag of actors across the chain

EBC President Jean Christophe Repon stated: “Subcontracting is common practice in the construction sector. However, cascade subcontracting and excessive vertical chains erode SME’s margins, weaken competition, create dependencies, and undermine transparency, quality and safety conditions- situations that are all the more unacceptable when public funds are at stake. A European approach to address abusive subcontracting practices in our sector is needed, taking into account systems already negotiated and performing at national and sectoral level.”

👷 Labour Mobility: EBC attends the 7th Forum on the Posting of Workers organised by the European Labour Authority in Bratislava, together with Member States’ authorities and European social partners.

The Forum enabled discussions, among others, on third-country nationals’ mobility, social ID cards in , liability frameworks, and the provisional agreement on the revision of Regulations 883/2004 and 987/2009 on coordination.

EBC will continue engaging with the to foster fair mobility in the construction sector and workable labour mobility rules for .

♻️ Circular Economy: Free Massive Open Online Courses ( ) on material banks, urban mining and circular developed within the Horizon Europe project .

A set of training materials has been created to support the transition towards a more circular and resource-efficient sector, with MOOCs targeting the general public, architects and engineers, and construction & demolition .

Participants will explore key topics such as basic principles, secondary materials, construction and demolition waste management, and upcycling practices, and Demolition Management Plans ( ).

By promoting knowledge sharing and practical , the EBC and SUM4Re partnership help advance more sustainable construction practices across Europe.

📢 Energy Efficiency: EBC at the Clean Energy Transition Investment Forum ( ), organised by the EU Covenant of Mayors, the European Commission and the Energy Efficiency Financing Coalition.

With the participation of CINEA and EU Energy among others, the forum highlighted the central role of renovating Europe’s stock in delivering the clean energy transition, stressing the need to mobilise the entire construction ecosystem, especially and micro enterprises.

A strong focus was placed on the development of One-Stop Shops ( ), supported by the , as practical tools to streamline processes and improve access for citizens and operators. The facility of the European Investment Bank was also discussed to bridge technical expertise and financing to scale up renovation projects.

EBC will continue to support the deployment of effective frameworks and financing tools to accelerate the of Europe’s building stock.

📢 Public procurement: Joint statement calling for stronger competition in procurement with SMEunited, FIEC EU, FEAD, BusinessEurope, and European DIGITAL SME Alliance

Together, these organisations call on the European Commission to strengthen competition safeguards in the revision of the Public Procurement Directives.

Open and transparent procurement procedures are essential to ensure fair market access, quality delivery, innovation and efficient use of public funds.

For the sector, the growing use of in-house procurement risks excluding specialised SMEs from the market and reducing incentives to invest in skills and sustainable solutions.

The signatories propose introducing a “competition test” to ensure that competitive procedures remain the rule whenever qualified private operators exist on the market.

🏠 Housing: EBC participates in the High-Level Event on the in the EU organised by the EP HOUS Committee and the European Commission.

In their keynote messages, Roberta Metsola , President of the European Parliament, and Teresa Ribera, Executive VP of the , stressed that and is a pressing priority for European citizens, calling for stronger and coordinated action at , national and local level.

The discussions focused on mobilising the needed to address housing shortages, notably through improving coordination of public and private funding, while addressing costs and permitting procedures as key bottlenecks and young people’s access to affordable housing.

Commissioner for Housing & Dan Jørgensen underlined that the housing crisis continues to evolve, particularly due to rising energy pressures, and stressed the need for and increased housing supply.

📢 High-Level Construction Forum 2026: EBC at plenary session dedicated to and strategy implementation hosted by in Brussels

Bringing together EU institutions, Member States and industry stakeholders to discuss the future of Europe’s ecosystem and the shift from strategy to implementation, the plenary highlighted the sector’s role in delivering climate and housing objectives through renovation, as underlined by Commissioner for and Dan Jørgensen.

Additionally, DG GROW Director-General Kerstin Jorna, alongside Director for Construction, Machinery & Market Surveillance Barbara Bonvissuto, stressed regulatory , faster permitting and improved access to materials as the way forward, alongside the introduction of Natalia Zebrowskaas Head of Unit for Construction at DG GROW.

Matthew Baldwin, Head of the European Commission Housing Task Force, presented ongoing initiatives under the EU agenda to strengthen delivery capacity.

EBC Secretary General Fernando Sigchos Jiménez underlined that industrialisation should not be seen in opposition but rather under a complementary approach to traditional construction methods, to be supportive of todays and future construction entrepreneurs and workers.

📢 883 Regulation revision: EBC, FIEC EU and European Federation of Building and Woodworkers (EFBWW) welcome the provisional agreement supporting mandatory prior for the posting of in construction.

After 10 years of negotiations on coordination, EU institutions have heard the concerns of social partners in construction. The agreement confirms that all postings in require prior notification.

With over 40% of postings in the EU taking place in the construction sector, clear and rules are essential to prevent abuse, fraud and unfair competition, while ensuring proper protection for workers.

Together, the construction social partners call for l the provisional agreement to be formally confirmed by the Council of the European Union and the European Parliament.
