Baguio City, through the ๐—ฆ๐—œ๐—š๐—Ÿ๐—”๐—ง - Baguio Youth Innovation Hub of the CPDSO is officially bridging the "missing link" between brilliant ideas and practical solutions!

We recently conducted the ๐—œ๐—ป๐—ฐ๐˜‚๐—ฏ๐—ฎ๐˜๐—ผ๐—ฟ ๐—•๐—ฎ๐—ด๐˜‚๐—ถ๐—ผ ๐—”๐—น๐—ถ๐—ด๐—ป๐—บ๐—ฒ๐—ป๐˜ ๐— ๐—ฒ๐—ฒ๐˜๐—ถ๐—ป๐—ด on June 11, 2026, at the Baguio City Multipurpose Hall. This gathering of the Baguio City Research and Innovation Alliance (established under Ordinance No. 063-2023) focused on identifying fresh perspectives and re-aligning our collective initiatives to better serve our community.

By bringing together leaders from the Quadruple Helix- academe (including UC, SLU, UB, ans UP Baguio), industry, government (DTTI, DOST, DICT, TESDA, DEpED) and civil society- we are exploring new collaborations to transform research into market-ready products and evidence-based policies. Our mission is to ensure that innovative solutions to our city's most pressing urban challenges are not just imagined, but implemented for sustainable public value.

We are showcasing local innovation and building a more livable, inclusive, and creative Baguio!

DIGITAL LIBRARIES AND LIVELIHOOD KITS

The Department of Science and Technology-Cordillera Administrative Region (DOST-CAR) and the BPI Foundation turned over STARBOOKS digital libraries to 27 schools and learning institutions across the region at the Department of Education - Cordillera Administrative Region (DepEd-CAR) Regional Office on Wednesday, June 10.

Livelihood kits were also distributed to selected schools and community learning centers to support skills training and income-generating projects. The beneficiaries included schools and learning institutions in each of the six provinces in CAR.

The event featured discussions regarding the different youth-led projects for Safe and Sound Cities which included:

The ๐—›๐—ฎ๐—ฝ๐—ฝ๐˜† ๐—ฃ๐—ฎ๐˜„๐˜€ ๐—ฃ๐—ฒ๐˜ ๐—ฃ๐—ฎ๐—ฟ๐—ธ, an initiative addressing the lack of a safe, inclusive, and community-oriented public spaces in Baguio City where people, pets, and the wider community can interact meaningfully.

The ๐—•๐—ฎ๐—ด๐˜‚๐—ถ๐—ผ ๐—–๐—ผ๐—บ๐—บ๐˜‚๐—ป๐—ถ๐˜๐˜† ๐—ช๐—ฒ๐—น๐—น๐—ป๐—ฒ๐˜€๐˜€ ๐—›๐˜‚๐—ฏ, a project which addresses the growing mental health challenges experienced by young people in Baguio City.

The ๐—ฃ๐—ฎ๐—ด๐˜€๐—ฎ๐˜€๐—ฎ๐—ฏ๐—ฎ๐˜๐—ฎ๐—ป: ๐—œ๐—ป๐—ฑ๐—ถ๐—ด๐—ฒ๐—ป๐—ผ๐˜‚๐˜€ ๐—ฃ๐—ฒ๐—ผ๐—ฝ๐—น๐—ฒ๐˜€ ๐—–๐—ฒ๐—ป๐˜๐—ฒ๐—ฟ ๐—›๐˜‚๐—ฏ ๐—ฅ๐—ฒ๐—ป๐—ฒ๐˜„๐—ฎ๐—น an initiative which aims to addresses the lack of accessible, inclusive, and adaptable public space for youth and indigenous communities in Baguio City.

The ๐—ฃ๐—ผ๐—ฝ-๐—จ๐—ฝ ๐—ง๐—ต๐—ฒ๐—ฎ๐˜๐—ฟ๐—ฒ Initiative which aims to address the lack of accessible means for the youth to cope with both personal and personal issues which can lead to unhealthy vices and coping mechanisms.

The ๐—ฆ๐—ฎ๐—น๐—ถ๐—ป๐˜๐—ฎ๐—ป๐—ด๐—น๐—ฎ๐˜„: ๐—ฅ๐—ฒ๐—ฑ๐—ฒ๐˜€๐—ถ๐—ด๐—ป๐—ถ๐—ป๐—ด ๐—ฎ ๐—–๐—ผ๐—บ๐—บ๐˜‚๐—ป๐—ถ๐˜๐˜† ๐—ฃ๐—ฎ๐—ฟ๐—ธ at Engineerโ€™s Hill which aims to transform the public park into a more inclusive and safe space.

Lastly, the ๐—ฉ๐—ฒ๐—ฟ๐—ฑ๐—ฎ๐—ป๐˜ ๐—ฆ๐—ฝ๐—ถ๐—ฟ๐—ฒ๐˜€ which aims to establish Baguioโ€™s First Vertical Garden in order to address problems such as having a limited safe and productive spaces for youth, low community engagement, food supply destabilization, few opportunities for skill development, limited environmental learning, and lack of exposure to sustainable agricultural practices.

SABLAN, Benguetโ€“ The Regional Rehabilitation Center for Youthโ€“Cordillera Administrative Region (RRCY-CAR) in Sablan, Benguet is among the beneficiaries of the STARBOOKS deployment supported through the โ‚ฑ3.7-million grant of BPI Foundation Inc., providing youth residents with access to thousands of science, technology, and educational resources even without internet connectivity.

To ensure the effective utilization of the digital library, the DOST-CAR, through its Provincial Science and Technology Office (PSTO) Baguio-Benguet together with the BPI Foundation Inc., conducted a STARBOOKS orientation and demonstration for RRCY personnel and youth residents on June 10, 2026.

During the orientation, participants were introduced to the features and functionalities of the STARBOOKS kiosk and were guided on how to navigate its extensive collection of digital resources. Mr. Reynaldo B. Teofilo of PSTO Baguio-Benguet, demonstrated how users can search for learning materials, access educational videos, browse science and technology publications, and explore various topics ranging from science, agriculture to mathematics and other fields of study. The hands-on session enabled both RRCY personnel and youth residents to become familiar with the system and effectively utilize the digital library as a valuable learning resource.

The STARBOOKS package received by RRCY-CAR is one of the 27 units deployed in the region through the support of BPI Foundation Inc. Through this initiative, DOST-CAR and BPI Foundation Inc. continue to expand access to science-based learning resources and educational opportunities, particularly in underserved and geographically isolated communities.

The activity was attended by DOST Assistant Secretary for Countryside Development Engr. Maria Teresa T. De Guzman, DOST-CAR Regional Director Dr. Nancy A. Bantog, Assistant Regional Directors Alicia A. Balacua and Dr. Pepita S. Picpican, along with DOST Provincial Science and Technology Directors. Representatives from BPI Foundation Inc., led by Associate Director Juvylyn โ€œJoyโ€ S. Reniva, Program Manager Melanie Magbuhos, and Program Coordinator Benrick Dulay, also joined the visit.

DOST-CAR and BPI Foundation Inc. recently visited the Cacao Growers and Processors Association of Sablan (CGPAS), the Sablan Organic Practitioners Association (SOPA), and Dulche Chocolates Inc. to see how DOST-assisted interventions are supporting livelihood development, product innovation, and value-adding initiatives in the local cacao industry.

Wangal, La Trinidad, Benguet | June 10โ€“ The Department of Education โ€“ Cordillera Administrative Region (DepEd-CAR), in partnership with the Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR), the Department of Science and Technology โ€“ Science and Technology Information Institute (DOST-STII), and BPI Foundation Inc., received 27 STARBOOKS Packages and six (6) Science, Technology, and Innovation (STI)-based Livelihood Intervention Packages aimed at enhancing access to quality learning resources and sustainable livelihood opportunities across the Cordillera.

Funded through a Php 3.7-million grant from BPI Foundation Inc., the initiative seeks to bridge knowledge gaps and empower communities by providing schools, learning centers, and beneficiary institutions with innovative educational tools and livelihood support. The project is expected to benefit more than 1,300 learners, teachers, Alternative Learning System (ALS) beneficiaries, and community members throughout the region.

The turnover ceremony was held at the DepEd-CAR Regional Office in Wangal, La Trinidad, Benguet on June 10, bringing together representatives from partner agencies, beneficiary institutions, and community stakeholders in a shared commitment to promoting science, technology, and innovation-driven development.

A key component of the project is the deployment of STARBOOKS (Science and Technology Academic and Research-Based Openly Operated KioskS), the country's first digital science library developed by DOST-STII. Designed to provide offline access to thousands of digitized science, technology, engineering, mathematics (STEM), health, agriculture, and livelihood resources, STARBOOKS serves as an invaluable learning platform, particularly for schools and communities with limited internet connectivity.

Complementing the digital learning resources are the STI-based Livelihood Intervention Packages, which aim to equip beneficiaries with practical skills and technology-based livelihood opportunities that can help improve productivity, generate income, and support community development.

Through this collaboration, DepEd-CAR continues to strengthen educational opportunities by integrating science and technology into learning environments while supporting programs that promote lifelong learning, skills development, and community empowerment.

Schools and learning institutions in the Cordillera region received digital libraries and livelihood packages from the Department of Science and Technology through the DOST โ€“ Cordillera and the BPI Foundation.

DOST Assistant Secretary Maria Teresa De Guzman, BPI Foundation Associate Director Juvylyn Joy Reniva, DOST-CAR Regional Director Nancy Bantog, DepEd-CAR Regional Director Nicolas Capulong and Assistant Regional Director Ronald Castillo led the turnover of the STARBOOKS digital library to 27 schools and other institutions in the region during a ceremony at the DepEd-CAR in La Trinidad, Benguet on Wednesday, June 10, 2026.

Recipients includes seven schools in Abra, three community learning centers in Apayao, four schools in Benguet including the Regional Rehabilitation Center For Youth in the Cordillera, five schools in Ifugao, three community learning centers and one school in Kalinga, and two community learning centers and one elementary school in Mountain Province.

STARBOOKS is a stand-alone digital library that provides thousands of curated science and technology resources without the need for internet connectivity. The STARBOOKS were given mostly to schools located in geographically isolated and disadvantaged areas or the โ€œlast mile public schools".

Livelihood kits were also turned over by the officials to the reps from the alternative learning system schools and other facilities, with one each from the six provinces in the region.

The livelihood projects include Gifts, Decors and Handicrafts Sewing for the Pilar Rural High School in Abra; Urban Weaving and Sewing for the Pudtol Community Learning Center in Apayao; the Urban Smart Agriculture project for the Benguet National High School in Benguet; the Smart Agriculture โ€“ Hydroponics livelihood project for the Tinoc Central School in Ifugao and the Macutay-Palao National High School in Kalinga; and the Bread and Pastry Making livelihood project for the Sac-angan Community Learning Center of the BJMP in Mountain Province.

The support for livelihood empowerment for communities in the region is for priority schools and institutions identified by the provincial science and technology offices to enhance the learnersโ€™ skills and provide economic opportunities.

The provincial science and technology officials from the different provinces and other key officers of the DepEd-CAR were also present during the turnover ceremony.

DOST Secretary Renato Solidum delivered a video message conveying gratitude to the BPI Foundation for the continued support to the DOST and the Filipino people through the turned-over science and technology interventions.
