๐ฑ NEW POLICY BRIEF: Precision-Based Dengue Control Through Smart Pattern-Spotting ๐ฆ๐ฅ
Baguio City is working toward becoming a resilient smart city by 2026, yet its current dengue response remains largely reactive, relying on manual data and traditional mobilization. But how can we bridge the gap between existing smart infrastructure and a more anticipatory, data-driven approach to public health?
We are pleased to announce the release of UP CIDS Policy Brief, "Precision-Based Dengue Control Through Smart Pattern-Spotting Forecast Tools and BMRS Integration: Strengthening Baguio City's Consolidated Anti-Mosquito Borne Disease Ordinance through Predictive Dashboarding and Republic Act No. 11332 Compliance." Authored by Rizavel C. Addawe, Ph.D., this study is published under our Local Regional Studies Network (LRSN) X Cordillera Studies Center UP Baguio. It takes a critical look into transforming Baguioโs dengue governance from reactive to proactive by integrating predictive analytics directly into the city's health and command center systems.

๐ฅ Optimizing BMRS Integration: Leveraging the existing Baguio Medical Records System (BMRS/BIAG) to generate barangay-specific alert thresholds, helping the city move away from reliance on city-wide aggregates.
โ๏ธ Automating Compliance & Action: Creating a system that simultaneously ensures compliance with R.A. No. 11332 while guiding precision vector control, such as targeted larviciding and clean-up drives, before outbreaks escalate.
๐ก Policy Directions for Resilient Public Health: Actionable recommendations on how the City Government of Baguio can institutionalize forecasting tools, establish a dedicated Dengue Analytics and Surveillance Unit, and integrate health metrics into broader resilience planning and budgeting.
By adopting predictive governance, Baguio City can optimize limited health resources, better protect vulnerable communities, and align its public health infrastructure with its goal of becoming a leading resilient smart city.
