The city government has deputized 21 barangay officials and tanods of St. Joseph Village as apprehending officers for stray dog control, strengthening the implementation of responsible pet ownership and rabies prevention measures in the community.

Under Executive Order No. 89, series of 2026, signed by Mayor Benjamin B. Magalong, the deputized barangay officials and tanods are authorized to enforce the provisions of Ordinance No. 19, series of 2021, or the Responsible Pet Ownership Ordinance, within their jurisdiction.

The order authorizes the deputized personnel to enforce the responsibilities of pet owners under the ordinance, apprehend violators and issue citation tickets, supervise and implement monthly rabies vaccination activities, and seize stray dogs found in public streets, highways, schools, parks, playgrounds, churches, hospitals, and plazas within St. Joseph Village. Apprehended animals shall be turned over to the City Animal Pound if no barangay animal pound is available.

They are likewise tasked to perform other duties and functions that may be assigned or delegated by the City Veterinary and Agriculture Office (CVAO) in relation to the implementation of the Responsible Pet Ownership Ordinance.

The deputization shall remain valid for the duration of each member's appointment or term of office.

The Responsible Pet Ownership Ordinance was enacted by the City Council on February 17, 2021. Under Section 18 of the ordinance, personnel from the CVAO, the Public Order and Safety Division, barangay officials and their authorized agents, police officers, and other individuals duly deputized by the City Mayor may apprehend violators and issue citation tickets for offenses under the ordinance.

The ordinance further requires all apprehending officers to undergo the necessary training or orientation to be conducted by the CVAO in coordination with the Department of Agriculture before they may discharge their duties.

According to the executive order, the deputized officials and tanods of St. Joseph Village completed the required orientation and training conducted by the CVAO on June 23, 2026, after which they were recommended for deputization as apprehending officers. By Dexter A. See
