During the deliberations of the 1987 Constitutional Commission, Commissioner Blas Ople captured the core reason why regional autonomy is guaranteed under Article X, Section 15 of our Constitution:

"Autonomy will be given to certain regions with unique cultural, historic, social and even religious bonds where they have been placed in a position of inferiority relative to the dominant groups in society... they have the right to demand autonomy, a measure of self-determination within the larger political framework of the nation-state."

Pursuing Cordillera autonomy under House Bill No. 6981 is not about separation—it is about fulfilling a constitutional promise of equity, self-determination, and genuine regional development within a united Philippines! 🌲🌾

A common concern about regional progress is whether businesses operating in the Cordillera actually contribute to local revenue—or if their taxes all head to main offices elsewhere.

Under Section 99 of HB 6981, local revenue stays where local resources are used! 🏔️✨

Here is what the proposed regional autonomy law ensures:
📍𝗧𝗔𝗫𝗘𝗦 𝗣𝗔𝗜𝗗 𝗪𝗛𝗘𝗥𝗘 𝗕𝗨𝗦𝗜𝗡𝗘𝗦𝗦 𝗜𝗦 𝗗𝗢𝗡𝗘: Corporations, partnerships, and firms operating within CAR must pay corresponding taxes, fees, and charges directly to the host province or city.
🏙️𝗕𝗥𝗔𝗡𝗖𝗛 𝗢𝗙𝗙𝗜𝗖𝗘 𝗥𝗘𝗩𝗘𝗡𝗨𝗘 𝗣𝗥𝗢𝗧𝗘𝗖𝗧𝗜𝗢𝗡: If a company’s head office is outside the region, income taxes generated from its local Cordillera operations are still required to be paid where the branch office or business site operates.

This guarantees that local governments get their fair share of revenue to fund local infrastructure, social services, and community programs! 🌲🌾

Under Article XIV of House Bill No. 6981, the Regional Government works hand-in-hand with national law enforcement and traditional community institutions to promote public safety.

Here is how peace and order will be maintained under HB 6981:

🚫 PROHIBITION ON PRIVATE ARMIES: Strictly prohibits the establishment and maintenance of private armies across the region [Sec. 137].
🇵🇭 NATIONAL DEFENSE & SECURITY: Defense and security remain the responsibility of the National Government, with due consideration for regional recommendations [Sec. 138].
🤝 CO-MANAGED PEACEKEEPING: Co-manages peacekeeping programs in close coordination with the PNP, AFP, and national law enforcement [Sec. 139].
🚨 REGIONAL EMERGENCY RESPONSE: Authorizes the Regional Governor to request AFP assistance from the President during emergencies to prevent lawlessness, violence, or threats to public safety [Sec. 140].
⚖️ TRADITIONAL CONFLICT RESOLUTION: Enhances and incorporates effective indigenous conflict resolution systems into regional peace initiatives [Sec. 141].

In his 2008 paper, "Cordillera Autonomy: Looking Around and Farther Back," public administrator Fernando Bahatan Jr. outlined the primary factors that led to the rejection of the first organic act:

📢 IEC DEFICIT: A severe lack of widespread education, information, and communication left voters uninformed.
⏳ RUSHED TIMELINE: The official campaign period lasted for only two months, giving little time for meaningful community discussions.
❌ MISINFORMATION & UNCERTAINTY: Misleading claims bred hesitation, leading many voters to "play safe" by voting "NO" on provisions they did not fully understand.
⚠️ NON-READINESS FOR CHANGE: Public hesitancy toward shifting administrative systems compounded the resistance.
💰 MISALLOCATED RESOURCES: Essential campaign funds were channeled directly to COMELEC rather than dedicated educational initiatives.

By learning from these past challenges, today's advocacy focuses on transparent consultations, grassroots education, and empowering every Cordilleran with the facts! 🌲🌾

Four decades after the historic Sipat between President Corazon Aquino and the CBA‑CPLA led to 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐎𝐫𝐝𝐞𝐫 𝟐𝟐𝟎, which created the Cordillera Administrative Region (CAR), we continue to push for true self‑governance.
