"We review every invoice before it's paid throughout city government, and this demonstrates what we do and highlights the money we've saved, the waste we've prevented, and really shows people the impact that our office can have," Fein said. "Every city department, every invoice, every time they spend money, generates an invoice. That invoice comes to us. There's an entire workflow process, people that it go through. But we're really the last stop before it gets to the Treasurer's office for payment."

Great to see the Times Union highlighting the work of our office in our 2026 Mid-Year Invoice Auditing Report! 📰

Whether it’s preventing a $2.25 million health insurance overpayment or saving nearly $88k on inaccurate employee health insurance buyouts, this demonstrates why our office's role of auditing every invoice before payment is essential.

As mandated by the City Charter, our office serves as an essential internal control, ensuring that when billing errors, overcharges, or duplicate invoices are submitted, they are corrected before any tax dollars leave city accounts.

A review of 7,000 invoices in the first half of the year also identified nearly $100,000 in insurance savings and thousands in recoverable credit card charges.

The Office of Audit & Control reviews all city invoices line-by-line before payments are disbursed, identifying savings and preventing waste to ensure your tax dollars are protected.

Here are some key highlights from the report:
🔍 Over 7,000 invoices audited
💰 $2.48 million in direct taxpayer savings from routine pre-payment invoice auditing
💳 Over $6K in the process of recovery from avoidable fees and taxes on city credit cards

Where do these savings come from? Here’s an example. During our routine audit of employee health insurance buyouts, we prevented nearly $88k in overpayments by ensuring accurate dates of employment and enrollment type.
