New York State Office of General Services

New York State Office of General Services OGS provides services to state and local governments, state employees, visitors, and the public.

The Office of General Services (OGS) was established in 1960 to provide essential support services for the operations of state government. Since then, OGS has grown significantly in scope and complexity. Today, OGS is a diversified organization providing a broad spectrum of services to state agencies, local governments, schools and non-profits, and the public. Some of these services include:

• Ar

chitectural, engineering and construction management services for buildings statewide;
• Building management, energy saving operations, and maintenance services to 49 major office complexes and buildings statewide.
• Planning and implementing the most efficient use of state and privately-owned space for state agencies at best value.
• Developing and managing innovative, strategic procurement and contracting methods to provide customers with timely, cost effective, and efficient purchasing solutions.
• Administering a variety of support and distribution services including the state’s interagency mail and freight services, printing and copying services, disposal of surplus state equipment, and distribution of USDA surplus food supplies.
• Fleet management services for all Executive Branch agencies, including assigning state identification numbers for passenger vehicles and managing state fuel credit cards.
• Recruitment services to attract best-in-class talent to fill state agency staffing needs.
• Human resource and finance services for all Executive Branch agencies, including: including benefits administration, SFS support, time and attendance, travel and expense, purchasing, and accounts payable and receivable.
• Multimedia consultation & project implementation for state agencies including video, graphic design, exhibit design, branding and marketing, and website consultation and design.
• Educational tours, visitor assistance, art management, cultural interpretation, exhibits, community events, farmers markets, Summer at the Plaza festivals, and convention center management.

Traffic advisory:

Beginning Wednesday, August 12, 2026, one westbound lane of the Empire State Plaza’s arterial roadway will be closed for repairs.

During the closure, a temporary roadway will be used to bypass traffic beneath the Empire State Plaza.

For through traffic: Directional signage will guide traffic to the temporary roadway that will bypass parking levels and merge motorists back to the arterial and arterial loop.

For parking level and Swan Street access: Motorists seeking access to P1 North, P2 North, Visitor Parking (V-Lot), and Swan Street should use the reduced lane in the normal tunnel and follow signage.

Eastbound traffic will not be impacted during this period. Proceed as normal to enter P3, P2, and P1 South, and to Madison Avenue, East Garage, I-787, and Routes 9 & 20.

Motorists are reminded to please use caution when traveling through the work zone and be aware of temporary traffic controls and directional signage in place.

We had more than an OK time in for the NASPO REACH conference.

New York State Chief Procurement Officer Dhanraj Singh, and Contract Management Specialists Jessica Watson, Shannon Prica-Kast, and Dan Blake attended the conference last week in Oklahoma City.

Jessica Watson co-presented “Wrangling the Herd: Building an Effective Contract Administration Manual” with Brett Whitelaw, a procurement manager from Utah. They presented to more than 100 attendees, giving a detailed walk-through of what an effective contract administration manual should include.
