Charleston Water System is a public water and wastewater utility serving the Greater Charleston area. Our clean water services protect public health and the environment, provide fire protection, and support the economy and quality of life. harleston Water System provides clean drinking water to more than 112,000 accounts. We operate one water treatment plant and 1,800 miles of water mains. We also provide sewer service (not stormwater drainage) to 52,000 accounts. Wastewater travels through 800 miles of pipes and 12 miles of deep tunnels to our Plum Island Wastewater Treatment Plant, which cleans an average of 19 million gallons of water a day and releases it into the Charleston Harbor. Charleston Water System is committed to preventing pollution and improving the environment. We are certified under ISO 14001, the international standard for environmental management. Formally known as the Commissioners of Public Works of the City of Charleston, SC, we are an independent utility governed by an elected Board of Commissioners.

Effective January 1, 2026, Charleston Water System is no longer the billing agent for city of Charleston stormwater fees. Customers with a City stormwater balance will no longer see that on their CWS bill. The debt has been moved to the City for collection.

Both show why backflow prevention matters. 💧

Backflow prevention devices keep contaminants from flowing backward into the drinking water system during pressure changes, helping protect public health and water quality.

After a backflow-related outbreak at the 1933 World's Fair sickened thousands, communities began placing greater emphasis on cross-connection control and backflow prevention.

Today, Charleston Water System tracks more than 24,000 backflow prevention assemblies, helping safeguard our community's drinking water every day.

Want to do your part? A low-cost hose bibb vacuum breaker can help prevent contaminated water from being siphoned back into your plumbing and the public water supply.

We may be a day late for Backflow Prevention Day, but protecting drinking water is worth talking about every day.
