Bill Ricard is serving his first term as an Albany County Legislator representing the residents of the 17th Legislative District, wholly in the historic city of Cohoes. A local business owner, Bill is the sole owner of Citizen Helpers Inc., a member of an LLC, Complete Remodeling Services + MORE LLC where he serves as a Senio

r Advisor. Bill has lived in the city of Cohoes for the majority of his life, with ancestors who have lived in every ward that he represents. Bill is a member of the Church of the Holy Trinity in Cohoes, New York. Past President of the Cohoes Chamber of Commerce, Bill was instrumental in the successful merger with the Albany-Colonie Regional Chamber of Commerce, now known as the Capital Region Chamber. He has served on the Tech Valley Chamber Coalition, was a Vice-Chairperson on the Historic Preservation Commission in the City of Cohoes and was a member of the Character Counts Committee. Bill is a graduate of the State University of New York College at Brockport where he earned a Bachelor of Science degree in Business Administration and a minor in Interpersonal and Organizational Communication. He is a 1985 graduate of LaSalle Institute in Troy, NY. Bill lives in the City of Cohoes with his wife and has two children. 🇺🇸 Honored to attend the Albany County Veterans Recognition Ceremony at the Massry Center for the Arts.

Proud to join my colleague Legislator Maggie Alix and fellow Albany County Legislators in supporting the Edward T. Ruane Post 476 American Legion in Cohoes, as it received a $12,500 Albany County Veterans Service Organization grant to continue its important work supporting local veterans.

We also had the privilege of recognizing veterans from across Albany County through commemorative banners honoring their service and sacrifice to our nation.

🇺🇸 I was honored to attend the City of Cohoes Memorial Day Parade this evening with my colleague, Albany County Deputy Majority Leader Gil Ethier, as our community came together to remember and honor the brave men and women who made the ultimate sacrifice for our country.

It was especially meaningful to celebrate this year’s Grand Marshal, Arthur F. Murray — a true American hero, World War II veteran, lifelong Cohoes resident, and proud centenarian. At 100 years old, Art’s story of service, sacrifice, resilience, and devotion to family and community continues to inspire us all. Thank you to everyone who helped organize tonight’s parade and to all who came out to honor the true meaning of Memorial Day. May we always remember those who gave everything for the freedoms we enjoy today. 🇺🇸

Growing up on the Island, this area has always held a special place in my heart, which makes improvements like this especially meaningful.

Proud to have helped secure a $15,000 Albany County grant alongside Deputy Majority Leader Gil Ethier and Legislator Maggie Alix to support this improvement.

🏀 Update: Gil Ethier Albany County Athletic & Community Center
I wanted to provide a quick update on the Gil Ethier Albany County Athletic & Community Center, which was closed over the past two weeks.
The center has reopened and current hours are:
Monday – Friday: 9:00 AM – 7:00 PM
Saturday: 8:30 AM – 1:00 PM
✅ The cardio room is now open
💲 There is currently no cost to use the facility
🏊 Pool Update:
The pool is not open yet, but we are hopeful it will reopen later this summer. Before reopening, the pool must be drained, cleaned, and prepared for use.
📋 Spring/Summer 2026 registration-based programs are now available, including adult pickleball, adult co****le, youth comic book club, youth Dungeons & Dragons, barre, family nature programming, youth environmental day camp, and storybook adventures.

I was proud to work alongside my colleagues Gil Ethier and Maggie Alix, as well as County Executive Daniel P. McCoy and his team, to help make this community facility a reality for residents. The City of Cohoes citywide cleanup is up and running until 2:00 PM today. I stopped by and dropped off some junk myself, and the process was quick and seamless.
A big thank you to Mayor Keeler and his team for organizing another great community event. It’s always nice to see neighbors taking pride in keeping Cohoes clean.
