EMS Officer/Captain Donald “Donnie” Harpell works his last shift today with the Concord Fire Department, concluding more than twenty-three years of dedicated service to the City of Concord. Captain Harpell was appointed on March 14, 2003, as a Firefighter/EMT and served in that role for nearly seven years before his promotion to Firefighter/Paramedic on February 6, 2010. He was promoted to Lieutenant on March 3, 2019, where he served as the Engine 5 officer on Battalion 3, and later advanced to EMS Lieutenant on April 25, 2021. On July 26, 2022, he was promoted to his current position as EMS Officer.

Throughout his career, Captain Harpell consistently demonstrated a commitment to professional growth and excellence, earning the respect and admiration of his officers and colleagues. He was known for his positive demeanor and could often be heard humming, whistling, or singing while on duty. In his most recent role as EMS Officer, he led the Department through the complex transition to updated EMS data standards mandated by the National Highway Traffic Safety Administration (NHTSA) and lead the research and procurement of next-generation cardiac monitors that will serve our community for years to come.

Please join us in congratulating Captain Harpell on a distinguished career and in wishing him a long, healthy, and well-deserved retirement.

EMS WEEK: MAY 17-23, 2026
Every EMS clinician carries one call with them forever, not for its heroism but for its humanity. A child whose breathing finally stabilized, a grandmother whose hand was held until her family reached her side, or a stranger who, despite fear and pain in their eyes, chose to trust them.

These moments seldom make headlines, yet they influence outcomes and change lives. These outcomes go beyond just vital signs. They include people returning home, families remaining united and communities feeling safer because someone was there when it mattered most.

Today’s EMS clinicians bring advanced skills and innovative tools to these moments: evolving models of care that serve patients in big cities, tribal lands, rural plains and everywhere in between: prehospital ultrasound, early stroke recognition, and whole blood transfusion. These advancements are creating a measurable difference well before the patient reaches the hospital.

Improving Outcomes, Together extends beyond medicine. It’s a collective responsibility that involves investing in the people behind the care with fair pay, safe staffing levels, mental health resources, leadership that listens and acts, and opportunities for professional growth.
