Delores Barr Weaver Policy Center Policy Center advances the rights of girls and women, especially those in the justice system.

The Delores Barr Weaver Policy Center provides cutting edge advocacy, research, training/technical assistance and model programming to bring about unprecedented systemic reform for girls and young women in or at risk of entering the juvenile justice and child welfare systems in Northeast Florida. We focus on girls already in the juvenile justice and foster care systems, and girls whose circumstances are likely to lead them into those systems. Our goal is to help all those who interact with girls-- from teacher and counselors to police officers and judges-- to see each girl in the context of her life and her lived experiences, and respond to her in a way that builds on her strengths and helps her flourish.

“Last week, our community was confronted with deeply troubling allegations arising from a girls’ volleyball game between Andrew Jackson High School and Fernandina Beach High School in Nassau County, Florida. Reports indicate that students engaged in racially offensive behavior directed toward members of the predominantly Black team from Andrew Jackson, including the display of a Black baby doll, the use of racial slurs, racist gestures, and mocking comments after a player was injured during the game.

As investigations continue and community leaders rightly condemn the alleged conduct, we must recognize that this incident is about more than a single sporting event..."

At the Delores Barr Weaver Policy Center, seeing the girl starts with listening to her. We center girls’ voices and lived experiences, provide resources and support, and advocate for policies and systems that protect girls rather than erase them. We work toward a future where girls are treated fairly, live free from violence and exploitation, and have every opportunity to thrive.
