Delores Barr Weaver Policy Center

Delores Barr Weaver Policy Center Policy Center advances the rights of girls and women, especially those in the justice system.

The Delores Barr Weaver Policy Center provides cutting edge advocacy, research, training/technical assistance and model programming to bring about unprecedented systemic reform for girls and young women in or at risk of entering the juvenile justice and child welfare systems in Northeast Florida. We focus on girls already in the juvenile justice and foster care systems, and girls whose circumstanc

es are likely to lead them into those systems. Our goal is to help all those who interact with girls-- from teacher and counselors to police officers and judges-- to see each girl in the context of her life and her lived experiences, and respond to her in a way that builds on her strengths and helps her flourish.

This month, we’d like to introduce you to Elena, an intern with See the Girl: In Elementary program who helps create safe, supportive spaces where girls feel seen, heard, and empowered. Through her work, Elena supports girls in building confidence, strengthening communication skills, and learning to advocate for themselves. Her story reflects the impact of trusted relationships and the importance of showing up consistently for young people.

The Policy Center is honored to receive a $125,000, two-year grant from Women’s Giving Alliance to develop and launch See the Girl: Preventing Online Exploitation and Violence Against Girls and Young Women — an innovative, 10-week curriculum designed to help prevent online exploitation and violence affecting girls.

This initiative will center girls’ experiences, voices, and safety while equipping communities with tools to better recognize, address, and prevent digital harms. The project will unfold across four intentional phases:

• Research & Problem Analysis
• Curriculum Development
• Curriculum Implementation & Testing
• Evaluation, Refinement & Knowledge Sharing

At every stage, See the Girl will be grounded in girl-centered principles, Relational–Cultural Theory, and trauma-informed, non-victim-blaming practices, ensuring approaches that prioritize connection, healing, and prevention.

This investment represents an important step toward creating evidence-informed strategies that protect girls and young women from online exploitation while building safer, more supportive environments for them to thrive.

We are grateful to Women's Giving Alliance for their partnership and commitment to advancing the wellbeing and safety of girls in our community.

We are thrilled to congratulate two special girls who are part of the Policy Center family. 💜

Congratulations to Marley Poole who has been a Policy Center intern for this past year through Genesys Works. Marley has provided invaluable support to the Development, Operations, and Programming teams. Her bubbly personality and willingness to learn has been a joy for us to experience. Marley is college bound and plans to be a lawyer. We wish her the very best in her next chapter.

Congratulations to Vivian, who first connected with the Policy Center through Girls Leadership Council and later through See the Girl: In the Community. Vivian has served as a featured speaker at several Policy Center events and has learned to use her voice to advocate for herself and others. We are proud of how far she’s come and her plans for the future. We wish her the best as she begins her college journey. Vivian will be a political science major, and is interested in the Peace Corps and law school after college.

We are so proud of you both! 👏

We are still celebrating the success of See the Girl: In Elementary girls and wishing them the best summer ever! 🌞

Thanks to the mothers and daughters of the National Charity League Jacksonville who provided the cake and decor for the event, as well as a group of committed community friends who provided the wonderful gift bags for each girl.

We are grateful for such strong community support and for the girls we’ve had the pleasure to serve this year at KIPP Voice Academy and Jacksonville Heights Elementary. 💜

This National Crime Victims’ Rights Week, the Delores Barr Weaver Policy Center stands with survivors and their families. We honor their strength, listen to their voices, and remain committed to walking alongside them on the path toward healing.

Everyone deserves to feel heard, supported, and treated with dignity. Together, we can create a more compassionate and responsive system for those impacted by crime.
