The Delores Barr Weaver Policy Center provides cutting edge advocacy, research, training/technical assistance and model programming to bring about unprecedented systemic reform for girls and young women in or at risk of entering the juvenile justice and child welfare systems in Northeast Florida. We focus on girls already in the juvenile justice and foster care systems, and girls whose circumstanc

es are likely to lead them into those systems. Our goal is to help all those who interact with girls-- from teacher and counselors to police officers and judges-- to see each girl in the context of her life and her lived experiences, and respond to her in a way that builds on her strengths and helps her flourish.

“Every July, as we celebrate Independence Day, we are reminded of the freedoms that define our nation, the freedom to dream, to pursue opportunity, and to build a better future.

At the Delores Barr Weaver Policy Center, however, we know that freedom is about more than the rights outlined in our nation’s history. Freedom is also deeply personal. It is the freedom to complete an education, secure meaningful employment, provide for a family, freedom from violence, and envision a future filled with possibility rather than obstacles.

For the girls, young women, and families we are honored to serve, freedom is often found in opportunities that many of us take for granted.”

This month, we’d like to introduce you to Khelsea, Mental Health Professional for the Delores Barr Weaver Policy Center's See the Girl: In the Community program. A former graduate intern who has returned as a Licensed Clinical Social Worker and Certified Adolescent Trauma Professional, Khelsea brings a diverse clinical background and a deep passion for helping girls feel seen, heard, and supported. From community-based counseling to working with young women in detention centers, her commitment to meeting girls where they are is at the heart of everything she does. 💜

Florida has officially replaced the term “child pornography” with “child sexual abuse material (CSAM)” in state law.

This change doesn’t soften the language, it makes it clearer. It centers the harm experienced by children and calls these crimes what they truly are.

The law (HB 245) took effect July 1, 2026, updating over 50 Florida statutes. Thank you to Rep. Jessica Baker for sponsoring this important bill and for putting it plainly: the old term implied a “lawful form of pornography” when every instance is a crime against a child.

Using survivor-centered, accurate language helps create a culture that protects children, supports survivors, and holds offenders accountable.

This month, we're shining a light on the Delores Barr Weaver Policy Center, an organization advancing girls' rights and justice reform through research, advocacy, and girl-centered solutions. Their vision is simple but powerful: communities where girls are safe, respected, valued, and empowered to shape their own futures.

Through their See the Girl: Open Doors initiative, the Policy Center provides outreach, advocacy, and comprehensive support services for youth who have experienced or are at risk of exploitation and trafficking, and helps them access safety, healing, and opportunity.
Their work reminds us that lasting change starts with seeing girls fully, and meeting them where they are.
