Lead systems. Build partnerships. Change lives. We're looking for a strategic, collaborative leader to guide a groundbreaking behavioral health initiative serving a 16-county region in Nebraska.
In this role, you'll bring together courts, behavioral health providers, hospitals, and community partners to strengthen access to care, improve treatment engagement, reduce hospitalizations, and create lasting system-wide change for individuals living with serious mental illness and co-occurring substance use disorders. You will:
Lead a regional behavioral health initiative from strategy through implementation.
Manage grants, budgets, contracts, and program performance.
Use data and quality improvement to drive measurable outcomes.
Build strong cross-system partnerships and regional collaboration.
Identify service gaps and develop innovative, sustainable solutions.
Champion recovery-oriented, trauma-informed, evidence-based practices.

Region 5 Systems is honored to announce we have been awarded the Assisted Outpatient Treatment Program Grant from the federal Substance Abuse and Mental Health Services Administration. This is a 5-year grant beginning on 9/30/26, for a total of $3,749,985.00. The program will be called “Outpatient Navigation and Engagement” (ONE) and is designed to improve outcomes for individuals who have been ordered to outpatient community-based treatment by a Mental Health Board. This program will focus on increasing engagement in treatment by identifying and addressing barriers that may prevent individuals from successfully participating in services and complying with their Mental Health Board requirements.

Through collaboration with the courts, behavioral health providers, law enforcement, hospitals, community organizations, and other stakeholders, Region 5 Systems will coordinate community-based supports that promote recovery, increase treatment engagement, and reduce unnecessary involvement with emergency services, hospitalization, and the criminal justice system.

The Voluntary Crisis Response Center (VCRC) provides voluntary, short-term mental health crisis stabilization and respite for adults (19+) experiencing a behavioral health crisis.

Who can use the VCRC?✨Adults (19+) in Region 5's 16-county service area who are experiencing a mental health crisis and can safely receive care in a voluntary setting.

Referrals are accepted from:✨Law Enforcement✨Co-Responder Teams✨Mobile Crisis Response

The VCRC offers a safe, supportive alternative to hospitalization while connecting individuals with the care and resources they need.

The Nebraska Regional Behavioral Health Authorities and the Nebraska Department of Health and Human Services, Division of Behavioral Health, hosted the first ever Nebraska Summit on Navigating Acute Psychiatric Inpatient Admission Pathways at Nebraska Innovation Campus in Lincoln on June 30 and July 1, 2026. This Summit was funded by a grant received from SAMHSA’s GAINS Center for Behavioral Health and Justice Transformation. The funding from the grant allowed for the Summit to be provided at no cost for participants.

Approximately 120 participants from across Nebraska attended the Summit, including representatives from all three branches of state government, law enforcement, corrections, providers, probation, judges, county attorneys, public defenders, and public interest groups.

The Summit was facilitated by Shannon Bader, Ph.D., ABPP, and Mary Elizabeth (M.E.) Wood, Ph.D., ABPP, with Policy Research Associates, Inc. and focused on key intersections of the behavioral health and justice systems. This unique Summit focused on the needs of persons served with mental illness and co-occurring disorders, with an emphasis on the emergency behavioral health and competency restoration systems.

Jade Fowler (Region 5 Systems), Jane Gordon (Threshold CoC), and Linda Twomy (Siena Francis House) participated in Housing Hill Day to share perspectives on the importance of investing in housing solutions that support our unsheltered neighbors, address the housing needs of the missing middle, and strengthen homelessness prevention efforts.
