Orleans Parish Communication District-OPCD

9-1-1 and 3-1-1 Public Safety Answering Point (PSAP) for the City of New Orleans, dispatching police, fire and emergency medical services.

The Orleans Parish Communication District (OPCD) was established in 1982 to provide 9-1-1 service in he City of New Orleans. OPCD's initial responsibility was providing infrastructure to equipment to answer 9-1-1 calls. Since Hurricane Katrina the primary responsibility now includes the purchasing and maintenance of the building and equipment. The District has 14 personnel who provide financial, a

dministrative, technical, training, public education and employee support to Police, Fire and EMS personnel. The District is governed by an 11 member Board of Commissioners.

True Leadership: OPCD's 911 Operations Director Gwen Johnson’s CPE success recognized!

Big congratulations are in order once again for OPCD 9-1-1 Operations Director Gwen Johnson! At this week's APCO International 2026 Annual Conference in San Antonio, Gwen's Emergency Communications peers from across the country recognized and applauded her hard work and achievements in graduating from the APCO International Certified Public-Safety Executive (CPE) Program, Class 19.

Gwen completed her CPE training in January of this year, capping off two intensive 12-week online courses followed by an intensive 10-day capstone seminar in Florida. And it should be no surprise to anyone who knows Gwen that she was also elected Class President by her classmates!

Please join us in thanking Gwen for representing OPCD and New Orleans at the highest levels, both in her day-to-day leadership and as a nationally-recognized top performer in everything she does.

Today we celebrate the graduation of our latest recruit class, who have spent the last six weeks in intensive classroom education & simulations in all aspects of 9-1-1 & emergency communications. Now, their roles shift to hands-on side-by-side training with CTOs (Certified Training Officers), processing actual, real-time 9-1-1 calls. Congratulations to you all and thank you for your service to our community!

What a nice thing to do! #24/7 Day is every July 7, a day for all First Responders, including our 9-1-1 *First* First Responders, to enjoy a free drink or snack at hundreds of convenience stores across America. 24/7 Day helps recognize the amazing work of America's First Responders working around the clock to keep our communities safe, 365 days a year.

Huge thanks to NENA - National Emergency Number Association and NACSThe National Association of Convenience Stores Foundation for this annual event honoring the work of millions of First Responders across our country.

We’re thankful to regularly provide tours of our New Orleans 9-1-1 facility to visitors from around our city, & from around the nation. This week, attendees from the National Association of Counties Annual Conference came by to see how our “Heroes Under the Headsets” provide critical emergency communications to our residents, visitors, and responders.

In anticipation of the weather conditions this week, sandbags are available to help Orleans Parish residents protect their homes & property. Distribution will begin 11am Monday, 7/20, at the locations below, & will continue until available supplies are exhausted. Residents are encouraged to bring their own shovels as there are a limited number on-site.

Stay weather aware, have multiple ways to receive warnings and avoid flooded roadways. Text NOLAREADY to 77295 for emergency alerts.

If you see water across a street or road: Turn around, don’t drown! When summer storms cause street flooding, you can check online to see which streets may be impassable.

If you walk though our 9-1-1 call center, you may hear our Emergency Communications Specialists giving CPR instructions over the phone to help save the life of a heart attack victim. This week, our class of recruits received their own CPR training & certifications, part of the the intensive months-long eduction to be one of the voices you’ll hear when calling New Orleans 9-1-1.

We were recently honored by a visit from members of the Kentucky State Police emergency communications team. OPCD hosts many such visits from our 9-1-1 colleagues worldwide. We value these opportunities to gain insights & compare lessons learned, as well as showcasing our Axon911 (Carbyne) Apex cloud-native telephony system and its’ inherent reliability, resiliency, and scalability.

Our thoughts and prayers are with everyone impacted by this weather event. New Orleans residents can continue to call 3-1-1 to report weather-related hazards (trees down, etc.) through 5 pm today (Thurs 6/18).

New Orleans 9-1-1 will continue our 24/7 operations as usual, before, during, and after any weather emergency. Stay safe everyone, and our deepest thanks for your ongoing support of all responders who prepare for and respond to emergencies like these, especially our "Heroes under the Headsets."

Wed 6/17: The Natl Weather service advises Trop Storm Arthur's heavy rains could bring a significant flooding threat to our area starting this evening. New Orleans 9-1-1 will continue our usual 24/7 operations throughout any weather emergency. New Orleans 3-1-1 will also be answered after-hours for the duration of this weather event for weather-related calls such as downed trees.
