New Orleans Redevelopment Authority

New Orleans Redevelopment Authority NORA works with public and private partners to redevelop and revitalize New Orleans neighborhoods.

The New Orleans Redevelopment Authority (NORA), formerly called the Community Improvement Agency (CIA), was created in 1968 to eliminate and prevent the spread of slums and blight in the City of New Orleans.

More room to learn. More space to explore. 🌿

Exciting improvements are underway at The Little School Child Development Center, where owner Gena Stephens is adding a classroom to her infant center and creating new walking paths for children.

These enhancements will create even more opportunities for hands-on learning, outdoor exploration, and daily movement—helping young learners grow in an environment designed with their development in mind.

We can’t wait to see the finished space and the many memories that will be made there.

NORA Executive Director Brenda Breaux joined Mayor Helena Moreno, city leaders and community partners this week for the announcement of the Adjudicated Property Task Force, a collaborative effort focused on addressing barriers that have kept thousands of properties out of commerce and out of productive use.

During the press conference, Brenda spoke about the importance of creating pathways that help return these properties to productive use, support housing opportunities and strengthen neighborhoods across New Orleans.

We appreciate the opportunity to be part of an initiative that advances community revitalization and expands opportunities for residents citywide.

Big things are happening through the ECE Facilities Grant Program. ✨

We recently celebrated a major milestone with Phillis Santiago at Blessed Child Care and are excited to see her vision begin to take shape. While the work is just getting started, the impact is already clear: creating a stronger, more enriching environment where young children can learn, play, and thrive.

Planned improvements include replacing the front door, adding a canopy for student drop-off, installing new flooring, fresh interior painting, and upgrading both the bathrooms and kitchen—enhancements that will help create a safer, more welcoming, and functional space for children and staff.

Every improvement made today helps build brighter opportunities for the next generation of New Orleanians. Quality early learning environments help foster growth, curiosity, and a strong foundation for lifelong learning.

Stay tuned! We can’t wait to share the transformation and reveal the after photos.
