Montgomery County DHHS Community Action Agency CAA advances social & econ mobility through services, partnerships, & advocacy using an equity lens.

On August 20, 1964, President Lyndon B Johnson signed into law, Senate Bill 2642, better known as the Economic Opportunity Act of 1964, declaring “unconditional war on poverty.” Title II of that law, provided for urban and rural communities to mobilize their resources to combat poverty through Community Action Programs (CAP’s). The most important provision of the Economic Opportunity Act was the

requirement that Community Action Programs be developed, conducted, and administered with the maximum participation of the residents of the area. The Community Action Agencies (CAA's) were established the following year. Since that time, the Montgomery County CAA and its Board have been charged with the organization of low-income communities, the development of leaders within low-income communities, and the development of systems to increase their self-sufficiency, self-esteem and gain more control over their own lives.

The Community Action Board and staff were excited to meet with Councilmember Kristin Mink yesterday at the East County Regional Services Center. This was a wonderful opportunity to discuss the Board’s key priorities and opportunities for collaboration. Community Action is proud to serve residents right in East County through the East County Coordination program, Paint Branch-Springbrook Cluster Project, and Navigation Team. The TESS Community Action Center office will be closed today, May 14th, and tomorrow, May 15th. While some staff members are attending a conference, others are teleworking and are available via email and phone. TESS will return to regular business hours on May 18th. Congratulations to the CAI class of 2026! Last night’s ceremony marked the 10th anniversary of the CAI and celebrated the graduation of 28 participants – our largest cohort so far! Community Action welcomes this year’s graduates to the CAI alumni network, where they will join the 167 graduates from the first nine years of the program. Thank you to all of our volunteers who made this program possible and thank you to our graduates for committing your time to learning advocacy skills so that you can advocate for your own communities! Thank you to the Community Action Board for your outstanding advocacy in support of the Working Families Income Supplement (WFIS) and thank you to the County Councilmembers who are champions of the WFIS. Board Vice Chair Timothy Robinson joined CASH Campaign CEO Robin McKinney (pictured here with Councilmember Kate Stewart) at the Government Operations and Fiscal Policy (GO) Committee work session this morning where the WFIS was reviewed. Thanks to the advocacy efforts of numerous residents and widespread support for the WFIS, the Committee strongly opposed eliminating the WFIS – a huge win for working families!
