Congratulations to James Walsh on his appointment to the California Educational Facilities Authority (CEFA) Board.

As Chief Financial Officer and Executive Vice President for Finance and Operations at the University of the Pacific, James brings decades of leadership in higher education finance, operations, risk management, and strategic planning. His experience across leading institutions, combined with his extensive credentials will be a tremendous asset to CEFA as it supports California’s colleges and universities.

On Wednesday, July 29, California State Treasurer Fiona Ma convened government officials, financial institutions, regulators, labor representatives, business owners and cannabis industry leaders for Continuing the Conversation: Advancing Safe and Legal Banking for California’s Cannabis Industry.

The forum examined the persistent banking challenges facing California’s legal cannabis market, including limited access to conventional banking, lending and payment services. Participants discussed how these barriers can increase operating costs, complicate tax and regulatory compliance and create additional public safety concerns.

The four panels included The Current Landscape: A Decade Later; Banking, Compliance & Financial Innovation; Government Operations, Public Safety & Tax Administration; and Industry Perspectives & The Road Ahead.

As Associate Vice Chancellor for Budget and Institutional Analysis at UC Davis, Sarah brings extensive expertise in higher education finance, strategic budgeting, and institutional planning. With more than two decades of experience in both higher education and California state government, she offers a strong background in fiscal stewardship and public service that will help advance CEFA's mission of supporting educational institutions across the state.

The California Health Facilities Financing Authority (CHFFA) board, chaired by Treasurer Fiona Ma, CPA, approved today the ability for CHFFA to issue up to $1.6 billion in tax-exempt revenue bonds through the capital markets for Sutter Health.

The financing will support the construction of new medical campuses in Emeryville and Santa Clara, expanding access to care and modernizing Sutter medical facilities across Northern California, the investment in specialty care, including cancer, neuroscience, orthopedics, women's health, and heart services, and the refinancing of existing debt.
