News Release: To***co compliance checks completed in Wahpeton.

To***co compliance checks were conducted in Wahpeton, North Dakota, on Tuesday, July 28, 2026. In total, 11 licensed to***co retailers were checked, and 10 successfully refused sales to underage purchasers, resulting in a 90.9% compliance rate.

The compliance checks were a cooperative effort between Richland County Health Department and Wahpeton Police Department. Richland County Health Department conducts to***co compliance checks to help ensure licensed to***co retailers are following North Dakota law, which prohibits the sale of to***co, ni****ne, and va**ng products to anyone under the age of 21.

A team of trained underage compliance testers, under the supervision of the Wahpeton Police Department, visited each licensed to***co retailer in Wahpeton and attempted to purchase to***co or ni****ne products. Retailers are encouraged to regularly review age-verification requirements and provide ongoing employee training to support consistent compliance with the law.

According to the Centers for Disease Control and Prevention (CDC) and the U.S. Surgeon General, nearly 90% of adult cigarette smokers begin before age 18, and approximately 99% begin before age 26. For all ni****ne products, including e-cigarettes and va**ng products, about 95% of adult ni****ne users begin before age 21.

This makes age 21 a critical point in prevention. If someone has not started using ni****ne by then, they are much less likely to ever begin. Local retailer compliance checks help prevent youth access to to***co and ni****ne products, reducing the risk of lifelong ni****ne addiction and helping create a healthier community.
