Wayne County Family & Children First Council The Wayne County Family and Children First Council began as the Children's Cluster in 1986 to coordinate services for individual children.

Wayne County Family & Children First Council's mission is to promote coordination and collaboration among local government, not for profit organizations, businesses, and parents for the It became the Wayne County Family and Children First Council in 1993 when our state leadership challenged state and local partners to coordinate services for children around the vision of "enabling every child to s

ucceed." At that time as a part of the Ohio Revised Code 121.37, the Ohio General Assembly created The Ohio Family and Children First cabinet to streamline and coordinate government services for families needing help for their children. The Ohio Family and Children First is a partnership of government agencies and community organizations committed to improving the well-being of children and families.
