𝗡𝗮𝗺𝗶𝗯𝗶𝗮 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝘀 𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗚𝗿𝗲𝗲𝗻 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆

Namibia is taking another important step towards redefining its energy future and industrialisation pathway through the proposed 𝗚𝗿𝗲𝗲𝗻 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆. The policy seeks to harness the country’s renewable energy resources, green hydrogen potential and other emerging energy solutions to support local economic development, investment and industrial growth.

The latest progress follows an inter-ministerial engagement that took place last week in Windhoek to review and refine the proposed policy. The Policy Focus Group is assessing how Namibia can build on its growing green hydrogen ambitions while ensuring that the country’s energy resources contribute meaningfully to a more diversified and industrialised economy.

Addressing officials during the engagement, John Titus, Director of Energy in the Ministry of Industries, Mines and Energy, said the inter-ministerial team had been tasked with finalising the policy within the next few months. Once finalised, the policy will be submitted to Cabinet before being presented to the public for broader national consultations.

He explained that Namibia is focusing on the potential of green hydrogen and its derivatives, including green ammonia, green methanol and sustainable aviation fuel, as emerging industries capable of reshaping the country’s economic landscape.

These industries could create new opportunities for manufacturing, value addition, skills development, job creation and investment, while strengthening the contribution of the secondary sector to the national economy.

The Policy Focus Group comprises representatives from the National Planning Commission; Ministry of Industries, Mines and Energy; Electricity Control Board; Upstream Petroleum Unit; Namibia Investment Promotion and Development Board; Office of the Attorney General; and Ministry of Agriculture, Fisheries, Water and Land Reform, among other key institutions.

The proposed policy represents an important step towards ensuring that Namibia’s renewable energy resources are not only exported, but also used to stimulate domestic industries, strengthen local value chains and create sustainable socio-economic opportunities for Namibians.

Last week, 𝗡𝗮𝗺𝗶𝗯𝗶𝗮 successfully hosted the Climate Investment Funds (CIF) Industry Decarbonisation Programme (IDP) Joint Mission in Windhoek and Walvis Bay, marking an important steps in preparation of the country’s 𝗦𝗲𝗰𝘁𝗼𝗿𝗮𝗹 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗣𝗹𝗮𝗻 (𝘀-𝗧𝗜𝗣).

The Joint Mission brought together key national and international partners to strengthen Namibia’s submission 𝘁𝗼 𝘁𝗵𝗲 𝗖𝗜𝗙 𝗜𝗗𝗣, 𝘄𝗶𝘁𝗵 𝗮 𝗳𝗼𝗰𝘂𝘀 𝗼𝗻 𝗿𝗲𝗳𝗶𝗻𝗶𝗻𝗴 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗰𝗼𝗺𝗽𝗼𝗻𝗲𝗻𝘁𝘀, 𝗮𝗹𝗶𝗴𝗻𝗶𝗻𝗴 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗿𝗼𝗹𝗲𝘀, 𝘃𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗻𝗴 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗿𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀, 𝗮𝗻𝗱 𝗶𝗱𝗲𝗻𝘁𝗶𝗳𝘆𝗶𝗻𝗴 𝘁𝗵𝗲 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗻𝗴 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲𝘀 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝘁𝗼 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗴𝗿𝗲𝗲𝗻 𝗶𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻.

The mission was led by the Government of the Republic of Namibia through the National Planning Commission of Namibia (NPC), under the leadership of the Director General Amb. Dr Kaire Mbuende. Key participating institutions included the Ministry of Finance; the Ministry of Industries, Mines and Energy (MIME); the Ministry of Environment, Forestry and Tourism, Ministry of Agriculture, Fisheries Water and Land Reform, Environmental Investment Fund of Namibia; strategic public enterprises; the CIF Secretariat; and Multilateral Development Banks, namely the African Development Bank Group (AfDB), the IFC - International Finance Corporation (IFC), and the The World Bank Group (WB).

Discussions in Windhoek focused on the technical, financial and institutional elements needed to advance Namibia’s s-TIP, while the Walvis Bay leg included a site visit to the 𝗡𝗮𝗺𝗰𝗼𝗿 𝗢𝗶𝗹 𝗦𝘁𝗼𝗿𝗮𝗴𝗲 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗝𝗲𝘁𝘁𝘆, providing partners with practical insight into the infrastructure, logistics and port-related opportunities that are central to Namibia’s green industrialisation pathway.

Following the Joint Mission, the next phase will focus on the preparation of the draft s-TIP by August 2026, with the target final submission to the CIF around October 2026.

This process represents a critical step in positioning Namibia to mobilise concessional climate finance, unlock private investment and accelerate the development of bankable green industrial projects that support national development priorities.

𝗚𝗼𝘃 𝗟𝗲𝗮𝗱𝘀 𝗖𝗜𝗙 𝗜𝗗𝗣 𝘀-𝗧𝗜𝗣 𝗦𝘁𝗮𝗸𝗲𝗵𝗼𝗹𝗱𝗲𝗿 𝗘𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗶𝗻 𝗟ü𝗱𝗲𝗿𝗶𝘁𝘇

The Government of the Republic of Namibia, through the Namibia Green Hydrogen Programme (NGH2P) under the leadership of the National Planning Commission of Namibia, hosted a regional stakeholder engagement in Lüderitz on Monday, 08 June 2026, as part of Namibia’s preparation of the CIF Industry Decarbonisation Programme Sectoral Transformation Investment Plan (CIF IDP s-TIP).

The engagement, held at the Lüderitz Waterfront Development Company Conference Centre, brought together regional leadership, traditional authorities, local authorities, state-owned enterprises, project developers, development partners, youth and women’s representatives, labour organisations, training institutions and community stakeholders. The session formed part of Namibia’s national effort to gather grounded regional inputs ahead of the country’s CIF Investment Plan submission, aimed at unlocking up to USD 250 million in concessional funding for green industrialisation and industry decarbonisation projects.

The workshop focused on regional readiness, infrastructure needs and stakeholder priorities, with particular attention to clean energy, green hydrogen and broader green industrialisation opportunities in the ||Kharas Region. Discussions covered Namibia’s national vision for clean energy and industrialisation, the overview of 78 shortlisted developers, common-user infrastructure requirements, community participation, labour readiness and local inclusion.

Delivering the keynote address, ||Kharas Governor Hon. Dawid Gertze said the region occupies a special place in Namibia’s emerging green industrial future. He noted that Namibia’s green industrialisation agenda “is no longer just a policy conversation in Windhoek or a topic discussed at international summits,” but has become a practical regional and local matter linked to livelihoods, jobs, skills, infrastructure and community trust.

The Chairperson of the ||Kharas Regional Council, Hon. Gerrit Witbooi, welcomed participants and emphasised the importance of ensuring that regional voices are reflected in the national process. He stated that the engagement was “not an ordinary consultation,” but part of Namibia’s preparations to unlock significant concessional financing for the country’s green industrialisation agenda.

Key sessions assessed enabling infrastructure such as port facilities, transmission corridors, desalination and bulk water supply, rail and road corridors, pipelines, storage and shared utilities for industrial zones. Stakeholders also discussed social licence, workforce development, inclusivity, local enterprise opportunities and community expectations.

Inputs gathered from Lüderitz will contribute to the development of a stronger, regionally informed and nationally relevant CIF IDP s-TIP that supports investment, job creation, industrial growth & long-term sustainable development.
