The Namibia Civil Aviation Authority hosted the ICAO Workshop on National Aviation Safety Plan Development from 17 to 21 August 2026 in Windhoek.
The five-day workshop brought together aviation safety professionals and stakeholders to strengthen national approaches to aviation safety and support States in developing effective National Aviation Safety Plans. The programme focused on key areas including the Global Aviation Safety Plan, the Regional Aviation Safety Plan for Africa and the Indian Ocean Region, operational safety risks, national safety priorities, safety goals, targets and indicators, Safety Enhancement Initiatives, and safety performance measurement.
The workshop also brought together distinguished aviation leaders and ICAO experts, including Mr. Thuto Toise, Chief Executive Officer of the Civil Aviation Authority of Botswana, and Ms. Toska Sem, Executive Director of the Namibia Civil Aviation Authority.
Representing Ms. Mbugua, ICAO ESAF Regional Director, was Mr. Zewdu Aregawi, Regional Officer, Safety Implementation, ICAO ESAF Regional Office. The workshop also featured Mr. Martin Maurino, Technical Officer, Global Aviation Safety at ICAO, and Ms. Lynette Ochollo, Team Assistant, ICAO ESAF.
Through technical presentations, practical exercises and the sharing of experiences between States, the workshop provided an important opportunity to strengthen national safety planning and contribute to safer and more effective aviation systems across the region.
