𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗗𝗜𝗟𝗚-𝗡𝗖𝗥 𝘀𝗵𝗮𝗿𝗽𝗲𝗻𝘀 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗿𝗲𝗽𝗼𝗿𝘁𝗶𝗻𝗴 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗘-𝗗𝗢𝗥𝗠𝗦 𝗿𝗲𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗶𝘁𝘀 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹

In line with the observance of National Disaster Resilience Month 2026, the Department of the Interior and Local Government–National Capital Region conducted the Retraining on the Enhanced Disaster Online Reporting and Monitoring Systems (EDORMS) on July 27, 2026, at the Matino Room, DILG-NCR Regional Office. The activity sought to strengthen the capability of the Disaster Risk Reduction and Management focal persons from the DILG-NCR Field Offices in effectively utilizing the system.

The participants were introduced to EDORMS Version 5.1 and revisited the four major components of the Critical Preparedness Actions: Get Organized, Alert Communities, Execute Plans, and Minimum Public Health Standards. These components guide LGUs in activating disaster management structures, disseminating warnings, implementing evacuation and response plans, and ensuring facility and health preparedness during emergencies.

DILG-NCR reaffirmed its commitment to continuous capability development, collaboration, and innovation in disaster risk governance. Through more capable DRRM focal persons and harmonized reporting mechanisms, the Department continues to advance a safer, more prepared, responsive, and disaster-resilient Metro Manila.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗗𝗜𝗟𝗚-𝗡𝗖𝗥 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗦𝘆𝘀𝘁𝗲𝗺 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗗𝗥𝗥𝗠-𝗣𝗨𝗟𝗦𝗘 𝗜𝗻𝘁𝗲𝗿𝗳𝗮𝗰𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽

As part of the observance of the National Disaster Resilience Month (NDRM) 2026, the Department of the Interior and Local Government – National Capital Region (DILG-NCR) convened its Regional Office personnel and Field Officers in an Interfacing Workshop for the Development of the Disaster Risk Reduction and Management – Plans, Understanding, Learning, Support, and Exercise (DRRM-PULSE), a strategic initiative that aims to strengthen disaster resilience through knowledge-driven governance and digital transformation, held on July 22, 2026 at the DILG Regional Office.

As part of the workshop proper, participants were oriented on the DRRM-PULSE templates, data requirements, and encoding procedures. The activity also served as a venue to identify existing data gaps, validate available records, and recommend enhancements to ensure that the system remains practical, responsive, and reflective of local realities.

The Interfacing Workshop for the Development of DRRM-PULSE reaffirmed DILG-NCR’s commitment to advancing innovation in disaster risk reduction and management through digital transformation and knowledge management. DRRM-PULSE seeks to empower local governments with reliable information that can guide better policies, stronger partnerships, and more resilient communities.

In a move to foster participatory local governance, the Department of the Interior and Local Government – National Capital Region (DILG-NCR) successfully conducted the 2026 Capability Building for CSO Desk Officers: Enhancing CSO Facilitation for Stronger CSO-LGU Collaboration on July 29, 2026 in Quezon City.

The activity gathered Civil Society Organization (CSO) Desk Officers representing all 17 local government units (LGUs) across NCR, alongside dedicated CSO focal persons from each DILG-NCR Field Office. Together, they engaged in sessions designed to reaffirm the roles and functions of CSO Desk Officers, enhance their coaching techniques for civil society organizations (CSOs) in local development planning and budgeting, and strengthen their skills in managing CSO-LGU relationships.

By investing in the capacities of CSO Desk Officers, DILG-NCR seeks to ensure that citizen participation in local special bodies remains meaningful, inclusive, and impactful.

As Metro Manila continues to navigate its complex urban landscape, DILG-NCR remains dedicated to institutionalizing meaningful civil society participation. By elevating the capabilities of CSO Desk Officers, the region ensures a smoother, more collaborative avenue for CSOs and LGUs to jointly develop innovative solutions to pressing local governance challenges.

𝗠𝗢𝗡𝗗𝗔𝗬 𝗠𝗢𝗢𝗗 𝗕𝗢𝗢𝗦𝗧

Sa huling Lunes ng Hulyo, ipinagdiriwang natin ang National Disaster Resilience Month, Nutrition Month, at ang ika-10 anibersaryo ng 2016 Arbitral Award on the West Philippine Sea.

Bagama’t magkakaiba ang mga ito, iisa ang mensahe: ang pagiging handa, malusog, matatag, at responsable. May isang aral akong natutunan: “We cannot control everything that will happen in our life, but we can control how we prepare.”

Napatunayan ko ito noong naranasan natin ang malalakas na bagyo at pagbaha, na nagpapaalala na ang paghahanda—tulad ng pagkakaroon ng emergency supplies at tamang mindset—ay mahalaga. Kasabay nito, ipinapaalala rin ng Nutrition Month na ang pag-aalaga sa ating kalusugan ay mahalaga upang makapagbigay tayo ng mas mahusay na serbisyo sa ating mga kababayan.

Ang isang matatag na komunidad ay nagsisimula sa mga taong malusog at handang harapin ang anumang hamon. Samantala, ang paggunita sa Arbitral Award ay nagpapaalala ng kahalagahan ng paninindigan sa batas, kapayapaan, at responsableng paglilingkod.

Sa huli, iisa ang mensaheng nais kong iwan: maghanda para sa kinabukasan, alagaan ang ating sarili, at laging panindigan ang tama. Sa paggawa nito, magiging mas mabuting lingkod-bayan, kasamahan, at mamamayang Pilipino tayo.
