The Foreign-Assisted and Special Projects Service (FASPS) shall oversee, coordinate and facilitate the preparation, implementation and evaluation of the department's foreign assisted and special projects. It shall perform the following tasks:

Identify, prepare and promote investment project and program proposals for possible foreign and local assistance in coordination with other DENR operating

units, appropriate government agencies, including national, regional and international organizations/institutions;

Prepare a development framework plan, guidelines and strategies for the Department; prioritize programs and/or projects requiring foreign and local assistance; coordinate and/or take the lead in the conduct of feasibility studies and appraisal of project proposals;

Represent the department and/or provide technical assistance in negotiations for foreign loans/ grant assistance and other forms of assistance for identified priority programs/projects;

Provide technical assistance and/or staff support in the design, preparation, and facilitation of the implementation and management of foreign assisted and special projects;

Monitor and evaluate the progress and performance of foreign assisted and special projects, in coordination with representatives of the international community and oversight government agencies;

Document and disseminate lessons learned, experiences gained, and technologies generated from projects; and perform other functions that may be assigned by higher authority.

The Department of Environment and Natural Resources (DENR) has signed a fiveโ€‘year agreement with Rotterdamโ€‘based nonโ€‘profit The Ocean Cleanup to remove floating waste from the Pasig River and introduce innovative, lowโ€‘cost technologies for scientific data exchange.

This landmark partnership supports President Marcos Jr.โ€™s Pasig Bigyang Buhay Muli (PBBM) project, combining global expertise with local restoration programs to transform the Pasig River into a clean, navigable, and vibrant waterway. With support from the Philippine and Dutch embassies, Energies PH, and local authorities, the initiative will deploy solarโ€‘powered interceptors, strengthen accountability under the Extended Producer Responsibility Act, and equip local agencies with the skills to sustain longโ€‘term river management.

โ€œThis agreement brings together local leadership and global expertise to accelerate action in one of the worldโ€™s most important coastal regions,โ€ said Boyan Slat, Founder & CEO of The Ocean Cleanup.

In Santa Cruz, Occidental Mindoro, the Sitio Dapdap Tribong Kababaihan Association (SDTKA), a women-led Biodiversity-Friendly Enterprise (BDFE), is transforming local materials such as nito, uway (rattan), and tigbi into handcrafted baskets, woven products, bracelets, and necklaces that generate income while promoting environmental stewardship.

With support from the DENR-UNDP/GEF Biodiversity Corridor Project, the association has improved its production capacity, enterprise management, and documentation systems, enabling members to strengthen their livelihoods while practicing responsible resource use and conservation.
