𝗚𝗶𝗸𝗮𝗻 𝘀𝗮 𝗸𝗮𝗸𝘂𝗹𝗮𝗻𝗴… 𝗽𝗮𝗱𝘂𝗹𝗼𝗻𝗴 𝘀𝗮 𝗸𝗮𝗹𝗮𝗺𝗯𝘂𝗮𝗻! (Mula sa kakulangan… patungo sa kaunlaran!)

Dati, ang mga magsasaka sa Brgy. Siay, Siocon, Zamboanga del Norte tuwing may darating na bagyo, ay nakararanas ng matinding pinsala sa kanilang mga pananim na nagdudulot ng matinding pagkalugi. Pero mula nang itatag ang kanilang AMIA Village noong 2021, naging mas handa at matatag ang komunidad sa pagharap sa tumitinding epekto ng climate change.

Sa pamamagitan ng Adaptation and Mitigation Initiative in Agriculture (AMIA) program, ang Siay Integrated Farmers Association ay hindi na basta nagtatanim, gumagamit na sila ng climate-resilient practices gaya ng crop diversification at tamang water management. Dahil dito, mas napoprotektahan na ang kanilang mga tanim laban sa banta ng pagbaha, soil erosion, at tagtuyot.

Ang pinakamalaking pagbabago para sa mga magsasaka ay ang pagkakaroon ng access sa isa sa mga AMIA Decision Support Tool na Climate Information Services (CIS). Ayon kay Sancho Viloria, isang miyembro ng AMIA, malaki ang naitutulong ng mga weather forecast sa kanilang pagpaplano.

"Dati, wala kaming sapat na kaalaman sa lagay ng panahon. Ngayon, nababantayan na namin kung kailan dapat gawin ang mga aktibidad sa bukid para makaiwas sa panganib at matiyak ang maayos na ani," aniya.

Bukod dito, ang pagkakaroon ng mga makinarya tulad ng drying systems ay nagsisilbi ring proteksyon ng kanilang produksyon sa gitna ng climate risks na kanilang kinakaharap.

| Pagpapalakas ng Climate Resilience ng mga Magsasaka sa Monkayo 🌾🚜

Sa harap ng mga hamon ng klima tulad ng landslide, pagbaha, erosion, at matinding tagtuyot na nararanasan ng ating mga magsasaka ng Union Farmers Association sa Brgy. Union, Monkayo, Davao de Oro. Upang masuportahan ang layuning maging climate resilient ang komunidad na ito, kabilang sila sa mga naging benepisyaryo ng "Handog ng Pangulo: Serbisyong Sapat, Para sa Lahat,".

Itinatag bilang isang AMIA Village noong 2024, ang asosasyong ito na binubuo ng 79 na miyembro sa 64.79 ektaryang lupain ay aktibong nagpapatupad ng mga Climate-Resilient Agriculture (CRA) practices. Kabilang dito ang Integrated Rice Farming System, Small Farm Reservoir, at Communal Garden na makatutulong sa pagpapatatag ng kanilang produksyon ng bigas, gulay, at tilapia laban sa anumang sakunang pang-klima.

Bilang bahagi ng Handog ng Pangulo, pormal na iginawad sa Union Farmers Association ang isang rice combine harvester na may transport trailer (pinondohan sa ilalim ng AMIA Program). Matatandaang sa tulong ng AMIA program, nagbigay-daan din ito sa pakikipagtulungan sa iba't ibang ahensya upang palakasin ang kanilang kakayahan: ang DOLE para sa rice thresher at floating tiller, ang DSWD para sa Project LAWA at BINHI na nagpapatibay sa kanilang Small Farm Reservoir, at ang BFAR-NMC para sa tilapia fingerlings upang mapatatag naman ang kanilang aquaculture system.

Patunay ito na ang climate resilience building ay hindi lamang tungkulin ng kagawaran ng pagsasaka, kundi nangangailangan ng integrasyon ng teknolohiya, imprastraktura, at aktibong pagtutulungan ng iba’t ibang ahensya ng pamahalaan. Sa pagpapalakas ng ating mga CRA practices, sinisiguro nating mananatiling handa at matatag ang bawat sakahan sa Monkayo sa harap ng hamon ng climate change.

Farmers from across SOCCSKSARGEN gained access to digital tools, climate-resilient technologies, and market strategies during the 1st Regional AMIA Summit conducted by the Department of Agriculture – Regional Field Office XII (DA-RFO XII) through its Adaptation and Mitigation Initiatives in Agriculture and Mainstreaming Climate Resilient Agriculture (AMIA-MCRA) Program on September 3-4, 2026, in General Santos City.

The two-day summit brought together farmers from AMIA Villages, agricultural workers, researchers, local government units (LGUs), and government partners to exchange technologies, practices, and experiences that can help farming communities respond to climate risks, improve productivity, and expand market opportunities.

AMIA village in Zamboanga del Norte strengthen their Livelihood through Climate Resilient Agriculture✨

In Barangay Litolet, Siayan, Zamboanga del Norte, unpredictable weather and landslide risk have historically made farming a difficult and high-risk endeavor. To address these challenges, the Department of Agriculture's Adaptation and Mitigation Initiative in Agriculture (DA-AMIA) program assists our ka-AMIA's to build more stable, climate-resilient livelihoods.

Junmar Aloc, president of the Litolet AMIA village, explained that access to regular weather forecasts has changed how the community approaches farm management. Previously, sudden heavy rains and landslides often damaged crops or disrupted their field work. With timely weather forecasts from the program's Climate Information Service (CIS), farmers used the data to plan their activities and choose to postpone planting or maintenance during high-risk weather to protect their investments and ensure personal safety.

In addition, the AMIA program provided the local farming association with practical resources to improve production. Members received fertilizer, crop seeds, fruit seedlings, and livestock.

Those resources supported the establishment of a communal pineapple farm. The association completed three successful pineapple harvests, generating a steady stream of income from sales.

Aloc encouraged other farmers in the region to learn from the association's practices. By combining timely weather data with climate-resilient agriculture practices, the community of Siayan adapted to the heightened effects of climate change. # #

CRAO Leads ADB-Funded Training, Partners with ATI to Train LGUs on Climate-Resilient Agricultural Planning

QUEZON CITY — The Department of Agriculture Climate Resilient Agriculture Office (DA-CRAO), under an Asian Development Bank (ADB) Technical Assistance program, met with regional planners and agricultural officers from the Visayas and Mindanao regions for a training workshop in Quezon City. Held from August 24 to 27, 2026, the second batch of the training of trainers (TOT) focused on integrating the AMIA Decision Support Tools (DSTs) into local agricultural and investment plans.

This capacity-building program is part of the project Accelerating Climate Resilience in Agriculture, Natural Resources, and Environment. Implemented alongside SEAMEO SEARCA, UPLBFI, and EcoSecurities, the project receives support from the ADB and the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR). For this batch, CRAO invited the Agricultural Training Institute (ATI) to participate as key training partners who will lead the local roll-out of these climate tools to local government units (LGUs).

Department of Agriculture Assistant Secretary for Operations and PRDP Scale-Up National Project Director U-Nichols A. Manalo addressed the participants during the opening sessions. Manalo discussed the importance of using science-based tools to guide local farmers and cooperatives through changing weather systems, such as monsoon transitions, El Niño, and La Niña.

To ensure support for farming communities during severe climate events, Asec. Manalo emphasized the need for close coordination with other government agencies. This includes partnering with the Department of Social Welfare and Development (DSWD) for social services, the Department of Labor and Employment (DOLE) for emergency employment programs like TUPAD, and international organizations such as the Food and Agriculture Organization (FAO) for cash-for-work initiatives. He noted that climate-resilient planning is a collaborative effort involving the national government, regional offices, LGUs, and the private sector.

DA-CRAO Director Agnes Catherine T. Miranda, CESO III, also emphasized the workshop's goal of shifting regional agricultural planning toward long-term climate responsiveness. Director Miranda explained that agricultural planning must look beyond crop selection to assess location suitability and investment viability over the long term.

During the workshop, participants practiced navigating vulnerability datasets, developing crop proposals, and drafting local resolutions to help LGUs adopt these decision-support tools in their planning. Regional and ATI representatives will serve as the core trainers responsible for rolling out these toolkits to municipal and provincial planners nationwide. # #

CRAO Leads ADB-Funded Training, Partners with ATI to Train LGUs on Climate-Resilient Agricultural Planning

QUEZON CITY — The Department of Agriculture Climate Resilient Agriculture Office (DA-CRAO) is leading a nationwide training of trainers (TOT) series under an Asian Development Bank (ADB) Technical Assistance program. To ensure these climate-resilient planning methods reach the grassroots level, CRAO has invited the Agricultural Training Institute (ATI) to serve as the core training partners who will eventually roll out these systems to municipal and provincial local government units (LGUs).

The training program, titled "Integrating AMIA Decision Support Tools (DSTs) in Development Planning," is a major component of the project Accelerating Climate Resilience in Agriculture, Natural Resources, and Environment (ANRE). This effort is implemented in partnership with SEAMEO SEARCA, UPLBFI, and EcoSecurities, with support from the Asian Development Bank (ADB) and the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR).

The training is divided into two separate sessions. Batch 1, representing the Luzon regions, will be held from August 17 to 20, 2026, in Quezon City. Meanwhile, Batch 2, which covers the Visayas and Mindanao regions, is scheduled on August 24 to 27, 2026.

The primary goal of this TOT is to equip agricultural planners and regional trainers from the DA and ATI with the knowledge and facilitation skills necessary to use climate datasets effectively. By learning how to navigate and interpret these tools, participants will be able to lead future capacity-building activities for local planners and decision-makers.

Key learning outcomes of the program focus on understanding the strategic direction of DA’s flagship climate program under CRAO, the Adaptation and Mitigation Initiative in Agriculture (AMIA). Participants also learn to use major decision support tools, such as the Climate Risk Vulnerability Assessment (CRVA), the National Color-Coded Agricultural Guide (NCCAG) map, and the Climate Information Service (CIS). Through these, trainers develop the skills necessary to run local planning workshops and translate vulnerability assessments into actionable investment proposals.

During the opening sessions, Dir. Agnes Catherine T. Miranda, CESO III, Director of DA-CRAO, explained that the program aims to shift local agricultural planning toward long-term climate responsiveness.

"It is no longer enough to ask what we should plant," Director Miranda told participants. "We must ask where we should plant, whether those locations remain suitable under changing climate conditions, and if our investments will remain viable over the long term."

The training design focuses on helping planners apply this climate lens across the entire agricultural value chain—from pre-production inputs to post-harvest processing and market delivery. This planning approach ensures that agricultural investments are structurally protected against climate risks.

The training program is structured to maximize practical learning, combining interactive lectures, hands-on planning workshops, and open Q&A sessions.

During the workshops, participants practice navigating CRVA outputs for selected provinces, developing crop proposals, and drafting local resolutions to help local government units (LGUs) adopt these tools. Following the training, these regional and ATI representatives will serve as the core trainers responsible for rolling out the decision support systems to municipal and provincial planners nationwide. # #
