Launched in 2024, the Youth Employment Program plays an important role in New York State’s Gun Involved Violence Elimination (GIVE) initiative, which operates in the 21 counties that receive GIVE funding, as provided by the New York State Division of Criminal Justice Services.

This funding is expected to provide paid work and training opportunities for at least 2,500 low-income youth across these areas of the state from September 2026 to June 2027.

Guinn joined NYS Department of Environmental Conservation Commissioner Amanda Lefton, and New York State Homes & Community Renewal Commissioner RuthAnne Visnauskas, on a panel at the New York State Association for Affordable Housing’s Annual Upstate New York Affordable Housing Conference, in Albany.

The discussion centered on Governor Kathy Hochul’s measures to create and preserve more affordable housing in New York State.

The Transformation of Long-Vacant Former Bayview Correctional Facility Will Create Over 130 Permanently Affordable Homes, Supportive Housing and Community Space in West Chelsea.
