The Broome County Sheriff's Office was established in 1806. Broome County is located in south-central New York state. Currently, the office serves a population of approximately 197,000 people in an 850-mile patrol area. This area encompasses city, suburban and rural type settings. Sheriff Akshar, Undersheriff Davis joined Road Patrol Lieutenant and USMC veteran Josh Davidson in celebrating the 15th Anniversary of the Southern Tier Veterans Support Group.

Beginning 15 years ago when a group of Lockheed Martin employees getting together to provide aid and support to returning service members, the STVSG has grown to an organization serving 14 counties across New York, helping thousands of local veterans access benefits, housing, counseling and support, helping effectively end veteran homelessness in Binghamton and helping establish the dedicated Veterans Resource Center in our community.

"Too many times over the course of our nation's history were our veterans not given the respect, recognition and support they truly deserved," said Sheriff Fred Akshar. "But thanks to the work of so many dedicated community members, especially the veterans and heroes comprising the Southern Tier Veterans Support Group, that hasn't happened in our community these past 15 years. The work you do, the partnerships you've created and the difference you've made in the lives of so many of our veterans represents the very best in our community. You continue to inspire us all."

Our BCSO Team had a blast spending time, sharing ice cream and playing a few rounds of corn hole with our community's kids and families at the Children's Home of Wyoming Conference's annual ice cream social in Hillcrest last night.

Thank You to all who came out last night and a special Thank You to all the organizers, volunteers, staff and families for all the good and important work you do throughout the year on behalf of our community.

The Broome County Sheriff’s Office is currently looking for Paul Frost on an outstanding warrant and asking the residents of Broome County for assistance. Frost was last known to frequent the Susquehanna St. are of the City of Binghamton. Anyone with information on the location of Frost is asked to contact the Broome County Sheriff’s Office.

Kaylee N. Bowman, age 26 of Kirkwood, NY, was charged with Aggravated DWI (1st Offense) a Class E Felony, Driving While Intoxicated (1st Offense), a Misdemeanor, Operating a Motor Vehicle w/ BAC>.08 (1st Offense), a Misdemeanor, and two (2) counts of Child Endangerment, Class A Misdemeanors, following a DWI investigation in the Town of Windsor.

Deanna L. Ellis, age 33 of Binghamton, NY, was charged with Obstructing Governmental Administration, a Class A Misdemeanor, following an investigation into an order of protection violation in the City of Binghamton.

Spring A. Genovese, age 47 of Binghamton, NY, was charged with Tampering with Physical Evidence, a Class E Felony, Criminal Possession of a Controlled Substance in the 7th Degree, a Class A Misdemeanor, and Obstructing Governmental Administration in the 2nd Degree, a Class A Misdemeanor, following a traffic stop in the Town of Dickinson.

Abdual Q. Goodwin, age 20 of Endicott, NY, was charged with Operating a Motor Vehicle While Impaired by Drugs (1st Offense), a Misdemeanor, along with multiple traffic violations, following a traffic stop in the Town of Union.

Kylie M. Janas, age 19 of Binghamton, NY, was charged with Child Endangerment, a Class A Misdemeanor, Criminal Mischief in the 4th Degree, a Class A Misdemeanor and Harassment in the 2nd Degree, a Violation, following an investigation into a domestic dispute in the Town of Kirkwood.

Jeremy Martinez, age 30 of New York, NY, was charged with Robbery in the 2nd Degree, a Class C Felony, Child Endangerment, two (2) counts of Child Endangerment, Class A Misdemeanors, Criminal Obstruction of Breathing or Blood Circulation, a Class A Misdemeanor and False Personation, a Class B Misdemeanor, following an investigation into a domestic incident in the Town of Kirkwood.

Paul R. McLain, age 42 of Endicott, NY, was charged with Assault in the 3rd Degree and Criminal Mischief in the 4th Degree, Class A Misdemeanors, following an investigation into a physical altercation in the Town of Union.

Lauren L. Thomas, age 22 of the Town of Chenango, NY, was charged with Petit Larceny, a Class A Misdemeanor, following a larceny investigation in the Town of Chenango.

James S. Townsend, age 32 of Lisle, NY, was charged with Criminal Contempt in the 2nd Degree, a Class A Misdemeanor, following an investigation into an order of protection violation in the Town of Lisle.

Joshua M. Valenti, age 35 of Binghamton, NY, was charged with Aggravated Family Offense, a Class E Felony, Obstructing Governmental Administration in the 2nd Degree, a Class A Misdemeanor and Criminal Contempt in the 2nd Degree, a Class A Misdemeanor, following an investigation into an order of protection violation in the City of Binghamton.

Our BCSO Team had a great time closing out our final week at NYS Sheriff's Summer Camp!

Corrections Sgt. Celina Sunderlin and Corrections Officer Regina Andrews joined members of law enforcement from across New York to help our campers learn, play and grow this past week at beautiful Keuka Lake. Campers participated in archery, hiking, swimming, boating and more.

The Sheriff's Summer Camp is a completely free camp experience for children age 9-12 who, due to economic and other factors, would not be able to attend a summer camp or enjoy a summer vacation.

Thank you to the New York State Sheriffs' Institute & Summer Camp for organizing another outstanding year of activities and fun for our communities' children.

𝗗𝗶𝗱 𝗬𝗼𝘂 𝗞𝗻𝗼𝘄? 𝗖𝗼𝗿𝗿𝗲𝗰𝘁𝗶𝗼𝗻𝗮𝗹 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 𝗗𝗶𝘀𝗰𝗵𝗮𝗿𝗴𝗲 𝗧𝗲𝗮𝗺 𝗦𝗵𝗮𝗿𝗲𝘀 𝗙𝗶𝗿𝘀𝘁 𝗙𝘂𝗹𝗹 𝗬𝗲𝗮𝗿 𝗥𝗲𝗲𝗻𝘁𝗿𝘆 𝗦𝘁𝗮𝘁𝗶𝘀𝘁𝗶𝗰𝘀

The numbers are in from our first full year of tracking the newly overhauled Discharge Planning Team for those who find themselves incarcerated at the Broome County Correctional Facility.

Thanks to our many community partners like ACBC, VOICES Recovery, Mothers & Babies, YWCA, STAP, the Broome County Health Department, Department of Mental Health, Social Services, Visions Federal Credit Union, along with our own BCSO Discharge Team and other community volunteers, we’ve been able to connect more individuals with the services and assistance they need 𝗯𝗲𝗳𝗼𝗿𝗲 they are discharged. This helps pave a better path for success as they return to the community, putting them in a better position to not find themselves incarcerated again.

𝗪𝗼𝗿𝗸𝗶𝗻𝗴 𝗧𝗼𝗴𝗲𝘁𝗵𝗲𝗿 𝘁𝗼 𝗛𝗲𝗹𝗽 𝗘𝗻𝗱 𝘁𝗵𝗲 𝗖𝘆𝗰𝗹𝗲 𝗼𝗳 𝗜𝗻𝗰𝗮𝗿𝗰𝗲𝗿𝗮𝘁𝗶𝗼𝗻

Over 80% of releases are unscheduled, either from bail being posted or, more often, due to a judge ordering the release of an individual without advance notice. Unscheduled Releases are much more likely to decline having appointments set up by our Discharge team, but thanks to our team's tireless work, we've still had substantial success providing help.

Unscheduled releases are more likely to need transportation, as they don’t have a chance to plan to have a loved one pick them up. They are taken to the bus station and given a bus pass, as agency rides can’t be set up on short notice as there is no guarantee someone is available right at that moment.

Insurance and care management referrals often take time and unscheduled release clients are often unable to wait to do this at the facility. However, clients are always provided with contact information for insurance navigators and local DSS to reactivate their insurance post-release and resources for accessing care management services.

All clients receiving mental health medication while incarcerated are guaranteed a 5-day priority appointment as required by the Office of Mental Health (OMH) at one of their agencies to ensure continuity of care.

Client-centered care is utilized to take the client’s preference for agency into account, and our Discharge Team will schedule appointments at whichever agency the client chooses. Research shows that when clients are given a choice in their own treatment, they are more likely to follow through.

"Our community partnerships continue to pay off, and the continued investment of our team's time and resources into Responsible Reentry are helping ensure that time spent within the Correctional Facility is productive, leads to better outcomes, and helps build a stronger, safer community for our families." said Sheriff Fred Akshar. "So much credit for our continued success in Reentry Reform is thanks to our many community partners and volunteers who devote their time and service to help set our incarcerated individuals up for success when they leave our facility. The sad truth is that some individuals will likely find themselves incarcerated again, but we are making every collective effort to give those who find themselves incarcerated the opportunity to find a better path as they reintegrate. That is what a strong community working together toward positive change looks."

Great showing by our BCSO Community Engagement Team at this year’s Spiedie Cooking Contest. Deputy Becker m-Harris and Officer Andrews did a great job cooking in their first competition, and Officer Andrew’s delicious Caribbean Curry Chicken Spiedie recipe received rave reviews from community members who stopped by to try a bite!

Thank you to the organizers and all this year’s backyard cooks who participated in this year’s contest and our BCSO team members who stopped by briefly to cheer them on while helping ensure a safe, fun Spiediefest for everyone.

We’re proud to join in on community events that allow our men and women in uniform to showcase some of their many talents outside of protecting and serving the people of Broome County.

Scott M. Briggs, age 41 of Endicott, NY, was charged with Grand Larceny in the 4th Degree, a Class E Felony, following a larceny investigation in the Town of Dickinson.

Rondell V. Dowdell, age 37 of Endicott, NY, was charge dwith Assault in the 2nd Degree, a Class D Felony, following an investigation into a physical altercation in the Broome County Correctional Facility.

𝗣𝗥𝗘𝗦𝗦 𝗥𝗘𝗟𝗘𝗔𝗦𝗘: 𝗕𝗿𝗼𝗼𝗺𝗲 𝗖𝗼𝘂𝗻𝘁𝘆 𝗦𝗵𝗲𝗿𝗶𝗳𝗳, 𝗗𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗔𝘁𝘁𝗼𝗿𝗻𝗲𝘆, 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀, 𝗕𝗣𝗗, 𝗖𝗿𝗶𝗺𝗲 𝗩𝗶𝗰𝘁𝗶𝗺𝘀 𝗔𝗱𝘃𝗼𝗰𝗮𝘁𝗲𝘀, 𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝗣𝗿𝗼𝘃𝗶𝗱𝗲𝗿𝘀 𝗔𝗻𝗻𝗼𝘂𝗻𝗰𝗲 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗲𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝘁𝗼 𝗦𝘁𝗿𝗮𝗻𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝗰𝗶𝗱𝗲𝗻𝘁𝘀

(DICKINSON, NY) Multiple Broome County government, law enforcement and emergency services agencies, community organizations and health care providers have partnered on a coordinated, county-wide response to dangerous strangulation-related offenses occurring in domestic violence cases.

Members of the Broome County Sheriff’s Office, Crime Victims Assistance Center, Broome County Office of Emergency Services, Broome County District Attorney’s Office, Binghamton Police Department, Guthrie-Lourdes Hospital, and UHS Hospital assembled data, expertise, and experience to develop a first-of-its-kind protocol in Broome County involving multiple agencies and organizations to quickly identify, communicate and implement evidence-based practices and standard of care for victims who report strangulation.

Through this new protocol, Broome County aims to lead the way in response, treatment, victims services and prosecution to help end the cycle of Intimate Partner Violence (IPV) and save lives.

Strangulation and obstruction of breathing come in different forms, from applying pressure to a person’s throat/neck and blocking the nose/mouth, to wrapping hands or arms around a person’s neck. A person could be rendered unconscious in as little as 5-10 seconds by obstructing blood flow and oxygen to the brain. Respiration could stop altogether at approximately 62 seconds. Any obstruction of blood flow is highly likely to cause brain damage.

Strangulation is also a serious indicator of future murder in domestic violence situations. A history of IPV-related strangulation increases the risk of homicide by 750%, according to the Journal of Emergency Medicine.

𝗛𝗼𝘄 𝘁𝗵𝗲 𝗠𝘂𝗹𝘁𝗶-𝗔𝗴𝗲𝗻𝗰𝘆 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗣𝗿𝗼𝘁𝗼𝗰𝗼𝗹 𝗪𝗼𝗿𝗸𝘀

- The first step is a call/text received by the Broome County Office of Emergency Services Communication Center (dispatch), identifying an incident where someone may have been strangled. Dispatchers deploy Emergency Medical Services (EMS) while simultaneously dispatching law enforcement.

- Law enforcement has received advanced training in strangulation investigations to ensure not only the safety of the victim, but also medical treatment.

- EMS providers across the county have implemented detailed evaluations of potential strangulation victims, as not all injuries are visible or immediately present.

- Local hospital systems have enacted protocols and screening procedures to ensure victims received specific evaluation for potential injuries from strangulation.

- Victim advocates, who are notified on scene by law enforcement, are immediately connected with victims and, with advanced training and robust protocols, aid, guidance, and resources, including responding to hospitals.

- Prosecutors vigorously pursue prosecution on strangulation offenses, working with all the partners to build strong cases through awareness, advanced training and recognition, and evidence collection.

The Broome County Coordinated Community Response to Strangulations provides a consistent message and awareness from the moment a victim calls for help to arrive at the hospital and through prosecution and advocate support.

“This protocol is a testament to the commitment and cooperation of our local Public Safety and Healthcare system, as well as our victims’ advocates', all focused on the safety of Broome County residents,” said Sheriff Fred Akshar. “If you or someone you know has been strangled, even if there are no visible injuries, seek follow-up care from a medical provider as soon as possible because symptoms and serious complications may appear later. Unreported crimes and abuse only help perpetuate the cycle, and it will take all of us working together to end it.”

"Responding to strangulation cases takes more than any one agency working alone, it takes law enforcement, medical providers, victim advocates, and prosecutors all working from the same playbook," said District Attorney F. Paul Battisti. "One of the most important things for our community to understand is that a strangulation victim can look completely fine and still be facing a serious, even life-threatening injury. That is exactly why this coordinated county response is so meaningful.”

This collaboration represents what is possible when a community comes together to say that domestic violence—and particularly strangulation—will never be minimized or ignored."
