Across our organization, women contribute leadership, expertise, and innovation in housing development, homeownership programs, lending, community outreach, and policy work that helps expand access to safe and affordable housing.

We’re proud to have been recognized as one of the Best Places to Work for Women, reflecting our commitment to building a workplace where women can grow professionally, lead meaningful work, and help shape the future of housing in our state.

Throughout history, women have helped drive housing reform, expand opportunity, and advocate for stronger communities.

During the Civil Rights Movement, Vel Phillips became one of the nation’s most influential advocates for fair housing.

In the 1960s, Milwaukee was one of the most segregated cities in the United States. As the first woman and first Black alderwoman elected to the Milwaukee Common Council, Phillips introduced legislation to prohibit housing discrimination. For years, her proposal was repeatedly rejected.

Despite those setbacks, Phillips continued to push for change. Her leadership helped spark the Milwaukee Open Housing marches, a series of demonstrations that brought national attention to housing discrimination.

After years of advocacy, Milwaukee passed an open housing ordinance in 1968, the same year Congress enacted the Fair Housing Act, a landmark law that prohibits discrimination in housing based on race, religion, and national origin.

Vel Phillips’ persistence helped move housing equality from a local fight to a national civil rights issue.

Her work remains a powerful reminder that fair access to housing is essential to building strong and equitable communities.

Urban activist Jane Jacobs transformed the way planners think about cities.

In the 1960s, she challenged large urban renewal projects that displaced communities and replaced neighborhoods with highways and superblocks.

Jacobs advocated for walkable neighborhoods, mixed uses, and community-driven planning.

Her ideas still shape housing and planning conversations today.

In the late 1800s, housing reformer Octavia Hill pioneered one of the earliest models of social housing management.

Working in London’s overcrowded neighborhoods, Hill believed safe housing required both well-maintained homes and strong community support.

Her ideas helped shape early housing reform movements in both Europe and the United States.

Her legacy helped shift the conversation toward housing as a shared social responsibility.
