The Delaware City Refinery began using a backup pollution control process Thursday afternoon because of repairs, which will result in increased sulfur dioxide being emitted into the air. This backup pollution control is designed to reduce the emissions into the atmosphere. Due to the tall stack they are released through, emissions are dispersed and diluted in the atmosphere. Concern for public health impact is focused on whether there is a significant increase of sulfur dioxide at ground level. DNREC has two air monitors east and west of the refinery measuring sulfur dioxide at ground level.

This is a screenshot of the readings at a monitor located between the refinery and the residential area of Delaware City. The yellow line is the ambient air quality standard for sulfur dioxide of 75 parts per billion (ppb) when people with breathing-related health issues should consider reducing exertion outdoors. Since the refinery began using its backup pollution control, the highest hourly level has been 7 ppb, with most hours showing zero. In 2025, when the refinery experienced a similar issue for 17 days, the highest hourly level reached was 29 ppb, with readings of 2 ppb or less most of the time. Hourly readings from these two monitors (and others in Delaware) are continuously available at de.gov/airdata (select the Rt #9 or Lums Pond monitor on the left, and select SO2 at the bottom).

The refinery's current operation with increased emissions into the air is not good for the environment, is a violation of its air permits and will be assessed for potential penalties to the company. Public health concerns would come if there is significant increase of sulfur dioxide at ground level and that has not been seen so far.

Keep DE litter free, y’all.

After an investigation by Delaware Natural Resources Police, working with Delaware Department of Transportation (DelDOT) and the Delaware State Police, a Wilmington resident was arrested on multiple charges related to repeated illegal dumping of construction and household waste along Terminal Avenue and Interstate 495.

Since May 2025, DelDOT crews responded to 10 separate dumping incidents at the site, requiring more than 55 hours of cleanup time and costing more than $5,000 in landfill fees.

Illegal dumping remains a costly statewide issue. Last year alone, DelDOT and its partners collected 82,000 bags of trash and nearly 5,000 tires from Delaware roadsides — costing millions of dollars in cleanup and disposal that could otherwise be used for road maintenance and other priorities.
