🚛❌ FLY-TIPPER HIT WITH £1,000 FIXED PENALTY NOTICE ❌🚛

Thanks to the swift actions of a vigilant witness and the proactive work of our Environmental Crime Officers, a fly-tipping incident on Main Lane, near Kenyon Hall Farm, Warrington, Culcheth, Glazebury & Croft ward - has resulted in a £1,000 Fixed Penalty Notice being issued and paid in full.

A witness observed a van unloading household waste onto farmland before obtaining details of the vehicle and supporting enforcement action. Our officers quickly investigated the incident, identified the person responsible and took immediate action.

As a result of that prompt intervention, the offender was compelled to return to the scene and remove all of the waste, meaning there was no clean-up cost to the landowner and no cost to the taxpayer. ♻️👏

This case highlights not only the importance of public reporting but also the proactive approach taken by our Environmental Crime Officers. By acting quickly and decisively, officers were able to ensure the waste was removed and appropriate enforcement action was taken. 🚔🌳

Fly-tipping is not a victimless crime. It damages our environment, affects local communities and places an unnecessary burden on landowners. The £1,000 penalty serves as a significant financial deterrent and sends a clear message that those who dump waste illegally can expect to face the consequences. 💷⚠️

⚖️🚯 Fly-tipping investigation leads to conviction in court

In July 2026, Edward Brettle appeared before Warrington Magistrates’ Court following an investigation by Warrington Borough Council’s Environmental Crime Team into fly-tipped waste discovered on Woburn Road, Poplars and Hulme Ward.

Environmental Crime officers recovered evidence from within the waste linking it to Brettle and made repeated attempts to engage with him as part of their enquiries. Despite being contacted on multiple occasions, he failed to engage with the investigation.

Brettle subsequently pleaded guilty to failing in his household waste duty of care, contrary to Section 34 of the Environmental Protection Act 1990, resulting in a criminal conviction. He was fined by the court and ordered to pay costs and a victim surcharge.

This case highlights the importance of responsible waste disposal and demonstrates that those who fail to meet their legal duty of care for waste can face enforcement action and prosecution. 🌍👊

🚨 ASB Awareness Week – Working Together to Keep Our Communities Safe 🚨

As part of ASB Awareness Week, Cheshire Police and partner agencies have been actively engaging with young people, families, and local businesses to raise awareness, prevent antisocial behaviour, and strengthen community safety across Warrington.

✅ 👮 Warrington LPU ASB Coordinator PC Greenwood recently delivered an educational session with young people enrolled on The King’s Trust Team Programme with Cheshire Fire and Rescue Service, focusing on the safe and legal use of E-Bikes and E-Scooters. The King’s Trust Team Programme is a free, 12-week personal development course for young people aged 16–25, designed to help participants build confidence, develop new skills, gain qualifications, and access valuable work experience opportunities to support future education, training, and employment. During the session, attendees increased their knowledge of current E-Bike and E-Scooter legislation, road safety responsibilities, the impact of antisocial vehicle use on local communities, and the potential consequences of unsafe or illegal riding. The discussion encouraged young people to make informed decisions and highlighted the importance of being responsible road users.

✅ Warrington Central Police
As part of ongoing efforts to address youth-related antisocial behaviour, your Warrington Central beat team delivered 5 Parent Alert Letters to parents and guardians following ASB incidents. These letters are issued through partnership working between Cheshire Police and the Community Safety Partnership at Warrington Borough Council, helping to keep parents informed and encouraging early intervention to prevent further incidents.
Cheshire Police have also continued joint work alongside Cheshire Fire and Rescue Service and Warrington Borough Council, carrying out visits to licensed premises and residential properties to address community concerns, promote safety, and support those affected by antisocial behaviour.

✅ Warrington LPU Licencing officer PC Durkin met with partners from Warrington Borough Council, Warrington Borough Council Environmental Crime, Planning, Cheshire Fire and Rescue Service, Warrington Trading Standards, and other agencies came together to discuss issues affecting licensed premises across Warrington. The meeting focused on sharing intelligence, identifying emerging concerns, and strengthening partnership working to support responsible businesses. This collaborative approach plays an important role in preventing and tackling anti-social behaviour (ASB), helping to ensure that licensed premises operate safely and responsibly. By working together, agencies can identify risks early, take coordinated action where necessary, and help create safer environments for residents, visitors, and businesses alike.

ASB Awareness Week highlights the importance of prevention, education, and partnership working. By engaging with young people, supporting families, and working closely with partner agencies, we can help make Warrington a safer place for everyone.

The information you share helps us tackle dog fouling — and the most effective reports are the ones where you can let us know who is responsible.
If you know the person involved or where they live, (along with the date, time and location of the incident), please let us know via the link https://www.warrington.gov.uk/dog-fouling. This kind of detail makes the biggest difference.
When reporting, anything that helps us identify the individual is useful — a name, an address, a vehicle make/model/registration, the time you saw the offence, and a description of the dog.
Some residents also send footage, which can be helpful, but we still need to be able to identify the person from it.
The more detail we receive, the better we can target hotspot areas, identify repeat offenders, and take appropriate enforcement action. Even when we don’t have enough evidence for a Fixed Penalty Notice, we can still issue advisory or warning letters.

🚫🗑️ Fly-tipping conviction secured in Warrington 🗑️🚫

Warrington Borough Council’s Environmental Crime Team has successfully secured a conviction against Ms Dekarova following an investigation into fly-tipped waste discovered on communal land at Grasmere Avenue, Poplars & Hulme ward, Warrington.

The waste, which included large cardboard boxes and other discarded items, was found beside a communal bin area and identified through evidence linking it back to the offender. Despite multiple opportunities to engage with the investigation, including requests for contact and a formal interview under environmental legislation, Ms Dekarova failed to respond or attend.

⚖️ At Warrington Magistrates’ Court, Ms Dekarova pleaded guilty to both offences, including:
✅ Fly-tipping-related waste duty offences
✅ Failing to comply with legal requirements during the investigation

The Court imposed fines, costs and a victim surcharge as part of the sentence.

This result demonstrates that fly-tipping will not be tolerated in Warrington and that those responsible can expect to be held accountable for their actions. Illegal waste disposal blights neighbourhoods, impacts residents, and places an unnecessary burden on local communities and services.

✅ Positive result in court following environmental investigation.

A Warrington business owner has been ordered to pay a total of £3,496.24 after being found guilty at Warrington Magistrates’ Court on Friday 26 June 2026.

Following an investigation by the council’s Environmental Crime team, Kodo Zirer Ahmed, of Dubai Mini Market, Marsh House Lane, failed to provide legally required waste documentation and did not attend court, where the case was proven in his absence. The court issued a £1,100 fine and ordered payment of £2,396.24 in costs 💷

This is a great result for Environmental Crime and highlights the importance of businesses complying with their legal responsibilities. Action will always be taken where there is a failure to engage or meet required standards
