Smallholder Agribusiness and Resilience Project - SARP

Smallholder Agribusiness and Resilience Project aims to address challenges made by climate change on 40,000 households of smallholder farmers or 180,000 persons whilst promoting farm commercialization in the six dry zone districts of Puttalum, Kurunegala, Matale, Anuradhapura, Vavuniya and Mannar by investing Rs. 30,000 million in the period of 2023-2027. The project is funded by International Fund for Agriculture Development (IFAD), The Government of Sri Lanka and other Funding Agencies.

නියං, ගංවතුර වැනි ආපදා තත්ත්වයන්ට දිවයිනේ වියළි කලාපීය ගොවින් නිරන්තරයෙන්ම මුහුණදෙති. ඉතා මහන්සියෙන් වගා කරගත් අස්වැන්න ව්නාශ වීම, වගාකළ නොහැකි තත්ත්වයන් උද්ගත වීම මෙන්ම ජීවිත හානි පවා ස්වභාවික ආපදා හේතුවෙන් ඇති වන අවස්ථා විරල නොවේ. ගොවින් මුහුණ දෙන මෙම අභියෝගය පිළිබඳ අවබෝධයෙන් පසුවීම මෙන්ම පෙර සූදානම හේතුවෙන් මෙම ස්වභාවික ආපදා හේතුවෙන් සිදුවන විනාශයන් යම් තරමකින් හෝ අවම කරගත හැකිය.
මේ හේතුවෙන් සාර්ප් ව්‍යාපෘතිය නිරන්තරයෙන් ව්‍යාපෘති ප්‍රදේශ වල සිටින ප්‍රතිලාභින් ස්වභාවික ආපදා සඳහා සාර්ථකව මුහුණපාන ආකාරය පිළිබඳ දැනුවත් කරනු ලබයි. මෙවන් එක් සාර්ථක වැඩසටහනක් ඉකුත් සැප්තැම්බර් 18 වන දින පුතුකාකම් ප්‍රදේශයේ ප්‍රතිලාභි ගොවි මහත්ම මහත්මින් සදහා පැවැත්විණ.

The training program of villagers for preparedness on drought and flood was conducted on 18th of September 2024 in Puthukkamam GN Division, Mannar Town DS division, lead by disaster management Assistant Director Mr.Thileepan and facilitated by social inclusion and gender facilitator Mr Noufer and Agro enterprise promoter Kirupthika Smallholders Agribusiness resilience project .

Participants gained insights on climate change, impact of climate change in future uni predictions, mitigation and adoptation measures on climate change.

වව්නියාව දිස්ත්‍රික්කයේ වැව් ප්‍රතිසංස්කරණ කටයුතු නිරීක්ෂණය කිරීම සඳහා ව්‍යපෘති අධ්‍යක්ෂතුමා ඇතුළු වයාපෘති කාර්යමණ්ඩලය ඉකුත් සැප්තැම්බර් 18 සහ 19 දිනවලදී ක්ෂේත්‍ර චාරිකාවක් සඳහා එක්වූහ. මේ වන විට වව්නියාව දිස්ත්‍රික්කයේ වැඩ ආරම්භ කරන ලද වැව්වල ප්‍රතිසංස්කරණ කටයුතු 75%ක් අවසන්ව තිබේ. මෙම නිරීක්ෂණ චාරිිිකාවේදී ප්‍රදේශවාසී ප්‍රතිලාභින් සමගද ඉදිරි කටයුතු සම්බන්ධයෙන් සාකච්ඡා කරල ලදී.

Vauniya District, September 20, 2024 – The Project Management Unit (PMU) recently conducted an on-site observation of ongoing tank renovation efforts in the Vavuniya District on September 18 and 19. Focusing on 12 parallel renovation projects, the team noted that several tanks have already achieved over 75% completion.

During the site visit, the Project Director highlighted the significance of incorporating tree planting into the renovation work, specifically advocating for the planting of Areca nut trees. This species was chosen for its high adaptability and economic potential, which could significantly enhance the livelihoods of individual beneficiaries and Farmers Organizations in the region.

The initiative was met with enthusiasm from Farmers Organizations managing the tanks, who expressed strong support, along with members of the Community Development Forum (CDF). Integrating tree planting into the renovation projects aligns with the project’s overarching sustainability objectives, providing an additional source of income for local farming communities.

The PMU team emphasized the importance of collaboration among project stakeholders, Farmers Organizations, and individual beneficiaries to ensure the successful implementation of this initiative. This integrated approach promises to yield both environmental advantages and economic benefits for the communities involved, paving the way for a more sustainable future in Vavuniya.

අපගේ උත්සාහයන් මල්ඵල දරනු දැකීම අපගේ විශාලම සතුටයි..කුඩා පරිමාණ කෘෂි ව්‍යාපාරිකයන් නගා සිටුවීම සඳහා ව්‍යාපෘතිය විසින් දරන ලද තවත් එක් උත්සාහයක් එලෙස ඉතා සාර්ථකව මල් ඵල දරනු ලැබිණි. සාර්ප් ව්‍යාපෘතියේ සහයෝගයෙන් ඉකුත් මාර්තු මස 22 වන දින ලිඳවැව ප්‍රදේශයේ දුම්මින්නෑගම වැවෙහි තැන්පත් කරන ලද මත්ස්‍ය ඇගිලන්ගේ ප්‍රථම අස්වැන්න සැප්තැම්බර් 18 දින එම ප්‍රදේශයේ ධීවර ජනතාවට නෙලාගැනීමට අවස්ථාව උදාවිය. ප්‍රථම අස්වැන්න ලෙස කිලෝග්‍රෑම් 358ක මසුන් ප්‍රමාණයක් නෙලාගත හැකිවූ අතර තිලාපියන් සහ රෝහු යන මත්ස්‍ය වර්ග මීට අයත් විය.

On September 18, 2024, the first harvest of fish from Dhumminnegama Tank (Linda Wewa G.N.D) was successfully conducted. This tank had been stocked with fingerlings on March 22, 2024. The harvest yielded a total of 358 kg, featuring high quantities of Rohu and Tilapia.

The program has successfully provided affordable fish to the local community, with significant contributions to the local economy through sustainable aquaculture practices. The success of this first harvest is anticipated to positively impact future harvests, benefiting both farmers and villagers.

සාර්ප් ව්‍යාපෘතිය නිරන්තරයෙන්ම ග්‍රාමිය ගොවි සංවිධාන සමග එක්ව ව්‍යාපෘතිය දියත් කරනු ලබයි. ව්‍යාපෘතියට අදාළ සන්නිවේදන කටයුතු වඩා විධිමත්ම කඩිනමින් සිදුකිරීමට මෙන්ම ව්‍යාපෘතියට අවශ්‍ය තොරතුරු ලබාගැනීම සඳහා ගොවි සංවිධාන සාමාජිකයන්ගෙන් ලැබෙන්නේ නොමද සහයෝගයකි. එනිසා ගොවි සංවිධාන වල සාමාජිකයන් දක්ෂ කාර්යක්ෂම හා දැනුමෙන් යුතු පුද්ගලයන් විම වැදගත්ය.
මෙනිසා ඔවුන්ගේ කටයුතු කරගෙනයාමට අවශ්‍ය දැනුම මෙන්ම නායකත්ව පුහුණුව ව්‍යාපෘතිය සදහා තෝරාගත් ග්‍රාම නිලධාරි වසම්වල ගොවි සංවිධාන නියෝජිතයන් සඳහා ව්‍යාපෘතිය මගින් නිරන්තරයෙන්ම ලබාදෙනු ලබයි. එවන් එක් සාර්ථක පුහුණු වැඩමුළුවක් ඉකුත් සැප්තැම්බර් 06 සහ 07 දෙදින මැදවච්චිය ගොවි ජන සේවා මධ්‍යස්ථානයේදි ව්‍යාපෘතිය මඟින් පවත්වන ලදී.

On September 7th and 8th, SARP conducted a leadership training program for members of local farmer organizations in Madawachchiya. Recognizing the crucial support these organizations provide for project implementation, SARP is committed to equipping their members with the necessary skills and knowledge to lead effectively.
The training focused on essential leadership qualities, emphasizing teamwork and collaboration within the farming community. By investing in the development of these leaders, SARP aims to enhance the overall functioning and impact of farmer organizations, ultimately benefiting the agricultural sector.

On September 10, 2024, a successful drought and flood awareness program was conducted in Andiyapuliyankulam GND, Cheddikulam DSD. The program was led by Disaster Management Assistant Director Mr. Ratnaka and Dr. Ashraf, with facilitation from the social inclusion and gender facilitator.

The event saw active community participation and engagement from key stakeholders, including the Grama Niladari, Education Development Officer (EDO), Samurdhi Officer, and various Community-Based Organizations (CBOs). Together, they developed an actionable plan aimed at enhancing preparedness for droughts and floods.

The collaboration and enthusiasm of all participants played a crucial role in the program's overall success, fostering a sense of ownership and commitment to addressing these pressing environmental challenges.

This initiative highlights the importance of community involvement and multi-stakeholder engagement in disaster management and resilience planning.

On September 13, 2024, a transformative training workshop took place in the Muthaliyarkulam GN Division, bringing together participants from the neighboring communities of Periyapuliyalankulam, Sinnasippikulam, Neriyakulam, and Cheddikulam. This initiative, focused on adding value to plant residues, aimed to promote sustainable practices while creating new economic opportunities from agricultural waste.

During the workshop, participants learned innovative techniques to transform typically discarded plant materials, including banana stems, into valuable products. The hands-on activities sparked creativity as attendees crafted items using banana leaves and experimented with eco-friendly methods of producing natural wool, paper, and biodegradable plates.

The goal of the workshop was to equip local farmers with advanced techniques that could be seamlessly integrated into their agricultural practices. By fostering new entrepreneurship, the initiative seeks to nurture sustainable economic opportunities within these communities, turning waste into a resource.

As the participants engaged in learning and collaboration, it became clear that this workshop was not just about waste management; it was about empowering communities to envision a greener, more sustainable future.

The morning session focused on critical methods such as smoking, drying, and canning, addressing the common challenges associated with post-harvest fish losses, which can result in significant economic setbacks for local communities.

Participants gained practical experience aimed at reducing spoilage, extending shelf life, and improving the marketability of fish products. This training program not only boosts the profitability of local fisheries but also strengthens the economic resilience of the community. By equipping the fisheries committee and value addition enthusiasts with these essential skills, the initiative plays a vital role in fostering entrepreneurship, increasing income streams, and promoting sustainable practices in fish farming.

Additionally, this initiative aligns with broader goals of improving food security and supporting sustainable rural development in the hotspot area.

The Smallholder Agribusiness and Resilience Project (SARP) recently hosted a Knowledge Management discussion aimed at enhancing the expertise of subject specialists and the Monitoring and Evaluation (M&E) team. The session was facilitated by the Smallholder Agribusiness Partnership Program (SAPP) and led by Mr. Kapila Rasnayaka and Ms.Shanika Warnakulasooriya. Members from the International Fund for Agricultural Development (IFAD) also participated in the training, working alongside the SARP team to foster collaboration and knowledge sharing.

On September 10, 2024, a successful commercial-level backyard poultry training program was held for the Nahettikulama GND community in Galgamuwa DSD, Kurunegala District. The initiative aims to support families, particularly housewives , by enabling them to create additional income and fostering future entrepreneurs through small family businesses.

Food security and poverty reduction are key tasks of the Smallholder Agribusiness and Resilience Project (SARP). One of the significant challenges faced by the local community is the preparation of high-nutrition food at low cost. To address this issue, SARP initiated a nutrition program aimed at raising awareness within the community.
On September 3, 2024, a successful Nutrition Awareness Program was held at the Kottukachchiya Community Hall, specifically designed for pregnant mothers, mothers with children under five years, and newly married couples from Kottukachchya Colony 1 in the Puttalam district. The event brought together these families to learn about nutrition and its importance in their daily lives.
Through interactive sessions and informative discussions, participants gained valuable insights into preparing nutritious meals that are affordable and accessible. The program not only educated but also empowered the community to make healthier choices for themselves and their families, thereby advancing SARP's mission of promoting food security and reducing poverty.

කරවල වර්ග සහ ටින් කල මසුන් සදහා දිවයිනේ සෑම පළාතකම පාහේ විශාල ඉල්ලුමක් පවතිනවා. මිරිදිය මසුන් යොදාගෙන නිෂ්පාදනය කරනු ලබන කරවල වියළි කලාපයේ ඉතාම ප්‍රචලිත ආහාරයක්..ඒ වගේම අඛණ්ඩ ඉල්ලුමක්ද තිබෙනවා.. නමුත් මෙම මිරිදය මත්ස්‍ය නිෂ්පාදන වැඩි වශයෙන් වෙළදපොලට පැමිණෙන්නේ නැහැ.

එනිසාම මසුන් ඇසුරින් කල්තබාගත හැකි විවිධ ආහාර නිපදවීමට සාර්ප් ව්‍යාපෘතිය සහයෝගය ලබාදෙන්න තීරණය කළා. එනිසාම මසුන් ඇසුරින් විවිධ නිෂ්පාදන සිදු කරන ආකාරය පිළිබඳව සැප්තැම්බර් 05 දුම්මින්නෑගම වැව ධීවර සමිතියේ සාමාජික සාමාජිකාවන් සහ ගොවින් සඳහා පුහුණු වැඩමුලුවක් පැවත්වුණා. මෙහිදී තමන්ගේම මත්ස්‍ය නිෂ්පාදන ව්‍යාපාරයක් ආරම්භ කිරීමට අවශ්‍ය දැනුම පුහුණුලාභින්ට ලබාදෙනු ලැබුවා.

In Sri Lanka, the demand for fish products, particularly canned and dry fish, is on the rise. However, inland fish products are quite rare, with only a handful of producers in this niche market. Recognizing this gap, the Smallholder Agribusiness and Resilience Project (SARP) has embarked on an initiative to empower local communities through training in dry fish production.

On September 5, 2024, from 2:00 PM to 5:30 PM, a Value-Added Fish Processing Training session was held at Lindawewa. This event brought together members of the Dumminnegama Wewa Fisheries Committee and local farmers, all eager to learn and explore new avenues for enhancing their livelihoods.

During the session, participants engaged in practical training activities, gaining valuable skills in fish processing techniques. As the afternoon unfolded, enthusiasm filled the room, and ideas began to flow.

By the end of the training, four of the participants expressed a strong desire to start their own fish processing businesses. This initiative not only seeks to meet the increasing demand for inland fish products but also holds the promise of transforming the local economic landscape.

With the training complete, the seeds of entrepreneurship have been planted, setting the stage for a brighter future in fish processing and creating lasting benefits for the community.

එල්ලංගා පද්ධති කළමනාකරණය සාර්ප් ව්‍යාපෘතියේ ඉතා වැදගත්ම අංගයකි. මෙම කටයුත්තේදී අපගේ පාර්ශවකරුවන් වන රාජ්‍ය සහ රාජ්‍ය නොවන ආයතන මෙන්ම ප්‍රජාවගේ සහභාගත්වයද අවශ්‍යමය. ඔවුන්ගේ දායකත්වය ලබාගැනීමේදී එල්ලංගා පද්ධති කළමනාකරණය පිළිබඳ පාර්ශවකරුවන්ට ඒ සම්බන්ධයෙන් දැනුම පැවතීම අතිශයින්ම වැදගත් වේ.

මෙනිසා ඔවුන්ගේ දැනුම නිරත්තරයෙන් යාවත්කාලීන කරමින් අදහස් උදහස් මෙන්ම දැනුම හුවමාරු කිරීම සම්බන්ධයෙන් ව්‍යාපෘතිය විශේෂයෙන් අවධානය යොමු කරනු ලබයි. ‍‍

ඒ සඳහා පවත්වනු ලබන එල්ලංගා පද්ධති කළමණාකරණය පිළිබඳ පුහුණු වැඩමුළුවක් පසුගිය සැප්තැම්බර් 04 වන වව්නියාව කෝවිල්කුලම්හිදි සාර්ථකව පැවත්විණ. මෙහිදී එල්ලංගා පද්ධති කළමණාකරණ කමිටු පිහිටුවීමද සිදුකරන ලදී.

Cascade management is a key task of the Smallholder Agribusiness and Resilience Project (SARP). In this regard, SARP maintains constant communication with stakeholders, emphasizing the importance of their involvement and ensuring they possess a solid understanding of the Cascade Management System. To facilitate this, we have consistently conducted the formation and training of Cascade Management Committees.

On September 4, 2024, a Cascade Management Committee (CMC) was formed, and a one-day training program was conducted at the Agrarian Service Center Auditorium in Kovilkulam, Vavuniya. The event, chaired by Mr. Nagalingam Kamalathasan, the Vavuniya Divisional Secretary, brought together members from Farmers' Organizations, government agencies, NGOs, Community-Based Organizations (CBOs), and academic institutions.

The program included discussions on the Cascade Management System, the role of the CMC, and the importance of village irrigation ecosystems. Experts from various fields, including Mr. A.K.M Anfas, Senior Project Engineer, and Dr. SHA. Ashraff, Area Coordinator for Anuradhapura, Vavuniya, and Mannar, contributed to the sessions. A panel discussion led by Prof. (Ms.) A. Nanthakumaran from the University of Vavuniya focused on building a Cascade Management Action Plan.

This event was a significant step towards sustainable water management and community involvement in the region.

කුරුණෑගල, පොල්පිතිගම ප්‍රදේශයේ මේ පිළිබඳ උනන්දු ප්‍රතිලාභින් සඳහා මෙම වැඩමුළුව පැවති අතර මෙහිදි කෙසෙල් ගසේ කොටස් භාවිතයෙන් ස්වභාවික කෙඳි, කඩදාසි සහ කෑම එතිමට භාවිතා කරන කල්තබාගත හැකි කෙසෙල් කොල නිෂ්පාදනය කිරීම පිළිබඳව ප්‍රතිලාභින් දැනුවත් කළා.

On September 4, 2024, a training workshop focused on value addition to plant residues took place at Niyadavana Viharaya in Polpithigama GND. The event aimed to empower local entrepreneurs by teaching them how to market natural products and monetize various plant parts.

Participants learned innovative techniques for utilizing waste plant materials, such as banana stems, to create valuable products. The workshop included hands-on activities, such as making items from banana leaves and producing natural wool and paper from banana stems. These skills are intended to help farmers incorporate advanced practices into their work.

Feedback from participants was collected, and there is optimism about developing several attendees into successful entrepreneurs through this initiative.

The Smallholder Agribusiness and Resilience Project (SARP) successfully conducted a comprehensive Mushroom Cultivation and Management Training Program for farmers from Prabodhagama and Kadawath Rambewa G.N. Divisions on August 30, 2024,. The initiative aimed to enhance agricultural practices and address the growing demand for mushrooms, a low-cost source of protein that is increasingly sought after in Sri Lanka.

The training program provided participants with practical skills in various aspects of mushroom farming, including substrate preparation, spawn inoculation, and effective pest management. Farmers engaged in hands-on activities that equipped them with the necessary knowledge to initiate and manage their own mushroom farms, thereby promoting sustainable agricultural practices.
Notably, the program witnessed active participation from women and young people, highlighting the inclusive approach towards empowering diverse segments of the farming community. By fostering these skills, the training not only aims to boost individual income opportunities but also supports the broader goal of enhancing food security and resilience within local communities.

A Farmer Field School (FFS) Training of Trainers program recently concluded, focusing on the creation of an activity calendar for the Maha season and the introduction of a draft curriculum for FFSs. Participants, including Agricultural Instructors (AIs) and Technical Assistants (TAs) from the Anuradhapura SARP areas, engaged in comprehensive training on crop management and agro-ecosystem analysis.

Over the course of two days, the program successfully equipped attendees with practical skills and strategies necessary for effective farmer training and engagement, enhancing their capacity to support local agricultural initiatives.

This program included a practical session as part of the post-harvest initiative, generously supported by the National Aquaculture Development Authority (NAQDA).

SARP conducted a Training of Trainers program for agriculture instructors and technicians from Vavuniya and Mannar on post-harvest management and value addition. The event took place at the National Institute of Post Harvest Management in Anuradhapura on August 22. Prof. Mahinda Wijerathne opened the program with introductory lectures, followed by sessions led by the NIPHM engineering unit.

We are thrilled to announce that a small-scale dairy production training program was successfully held for 26 enthusiastic dairy farmers from the Sangappalaya and Gampola GN divisions in the Kurunegala district! 🎉

On August 23, 2024, the training took place at the Wannigama DAPH farm in Withikuliya. The focus was on essential topics such as heifer calf management, cattle feeding, and implementing good management practices to improve dairy production.
