The Pacific Islands Forum Fisheries Agency (FFA) and the Parties to the Nauru Agreement (PNA) Office have reaffirmed their commitment to sustainable fisheries management through the initialing of an addendum to their existing Memorandum of Understanding. Through the updated agreement, both organizations will work closely to advance priority areas under the East New Britain Initiative.

The 21st Annual Ministerial meeting of the Parties to the Nauru Agreement was held in Majuro, Marshall Islands from 10 to 12 June 2026. The Honourable Ministers from the Federated States of Micronesia, Marshall Islands, Kiribati, Solomon Islands, Tuvalu, Palau, and Vanuatu attended with their key fisheries officials. Papua New Guinea (PNG) and Naoero were represented, respectively, by a Senior Official and Board Director.

The Ministers were joined for the opening ceremony by H.E. President Dr. Hilda Heine, and welcomed by Mr. Farrend Zackious, Vice Chairman of the Council of Irooj (Chiefs), who was followed by a traditional Marshallese chant performed by Mr. Alson Kelen. The outgoing Chair, Honourable Minister Ribanataake Tiwau from Kiribati, then handed over to Honourable Minister Anthony Muller of Marshall Islands to chair the PNAMIN21 meeting.

Consultancy Opportunity - Initiating a FAD Buoy Recovery Programme

PNAO and the Tuvalu Fisheries Authority wrapped up the first workshop of the 2026 PNA Compliance Regime Training Programme, held 13 to 17 April in Funafuti.
Eighteen Tuvalu fisheries officials trained hands-on across the new PCCR system, the POA Debriefing Questionnaire, updated SOPs, and FIMS modules including VDS, the FAD Register, and e-Reporting.
Participants called the training "intensive and excellently delivered" and asked for more practical sessions and twice-yearly workshops.
Mr Sam Finikaso, Managing Director of the TFA, welcomed the boost to Tuvalu's compliance capacity as the Authority transitions from a Fisheries Department.
Tuvalu has set the pace. The programme rolls on across PNA members through 2026.

PNA hosted its first R Course training from 14 to 18 April 2026, a milestone for building institutional capacity across our member countries.
Typhoon Sinlaku disrupted flights and forced a shift from in-person to hybrid delivery. Ten participants joined on-site in Majuro with support from Policy Manager Brian Kumasi, and six joined virtually from FSM, Nauru, Tuvalu, and Solomon Islands. Dr. Brouwer led the sessions online.
Participants learned the basics of R and R Studio, worked with data structures, and practiced importing and manipulating data files. R is an open-source statistical tool used widely by scientists. It will help PNA members analyze their own data and engage more confidently with scientific analyses at regional meetings.
The R Course supports PNA's broader capacity-building work, strengthens the Vessel Day Scheme, and equips our members to make informed, data-driven decisions in fisheries management.

Information Technology Officers from across the Parties to the Nauru Agreement gathered in Majuro for a two week Drupal Training Workshop hosted at the PNA Office from March 23 to April 2. The workshop gave participants practical skills to build, manage, and secure websites using Drupal, a widely used content management system.
