The Parties to the Nauru Agreement (PNA) controls the world's largest sustainable tuna purse seine fishery. PNAO and the Tuvalu Fisheries Authority wrapped up the first workshop of the 2026 PNA Compliance Regime Training Programme, held 13 to 17 April in Funafuti.
Eighteen Tuvalu fisheries officials trained hands-on across the new PCCR system, the POA Debriefing Questionnaire, updated SOPs, and FIMS modules including VDS, the FAD Register, and e-Reporting.
Participants called the training "intensive and excellently delivered" and asked for more practical sessions and twice-yearly workshops.
Mr Sam Finikaso, Managing Director of the TFA, welcomed the boost to Tuvalu's compliance capacity as the Authority transitions from a Fisheries Department.
Tuvalu has set the pace. The programme rolls on across PNA members through 2026.

PNA hosted its first R Course training from 14 to 18 April 2026, a milestone for building institutional capacity across our member countries.
Typhoon Sinlaku disrupted flights and forced a shift from in-person to hybrid delivery. Ten participants joined on-site in Majuro with support from Policy Manager Brian Kumasi, and six joined virtually from FSM, Nauru, Tuvalu, and Solomon Islands. Dr. Brouwer led the sessions online.
Participants learned the basics of R and R Studio, worked with data structures, and practiced importing and manipulating data files. R is an open-source statistical tool used widely by scientists. It will help PNA members analyze their own data and engage more confidently with scientific analyses at regional meetings.
The R Course supports PNA's broader capacity-building work, strengthens the Vessel Day Scheme, and equips our members to make informed, data-driven decisions in fisheries management.

The 45th Annual Meeting of the Officials of the Parties to the Nauru Agreement (PNA), a weeklong meeting covering items relating to PNA and PNA subsidiary arrangements, concluded on March 13, 2026, at the PNA Headquarters in Majuro, Marshall Islands. Delegates from the Federated States of Micronesia, Kiribati, Marshall Islands, Nauru, Palau, Papua New Guinea, Solomon Islands, and Tuvalu took part in the event.

The annual PNA Observer Coordinators meeting was held on 4 February 2026 at the PNA Office in Majuro. Observer Coordinators worked together on key issues affecting observer operations on the FSMA and US Treaty fleets. In her opening statement, the PNA Office CEO referred to the observers as the “eyes and ears” of fisheries management who played a vital role in the success of the VDS, noting Parties’ pride in their observer program.

The Parties to the Nauru Agreement (PNA) Office successfully hosted a PNA MSC CoC Trainers’ Workshop in Majuro, Marshall Islands, from 2–3 February 2026, bringing together PNA MSC CoC trainers from national observer programmes across PNA member countries. The workshop aimed to strengthen regional training capacity, harmonise the delivery of MSC-related content, and support the continued success of the PNA MSC Programme, which plays a key role in promoting sustainable tuna fisheries and maintaining international certification standards. In her opening remarks, the PNAO CEO reiterated and thanked the members for their excellent and continued work in making the Programme a success.
