The National Youth Commission (NYC) invites all Sangguniang Kabataan (SK) Officials, Youth Organization Registration Program (YORP) Members, Local Youth Development Council (LYDC) Members, and Local Youth Development Officers (LYDOs) to participate in the BAGANI: Rising Leaders Development Program (RLDP) – Fellowship Track AGOS Cohort.

This fully funded leadership fellowship is designed to equip young leaders with the knowledge, skills, and values necessary to drive meaningful change in governance and public service. The program includes an intensive residency, mentorship opportunities, and the development of impactful Catalyst Projects.

This advisory is a response to the numerous complaints against SK Officials received by the Commission. It outlines the specific legal bases and authorities responsible for handling such matters at different levels of local government.

📢 CALL FOR APPLICATIONS: PROSPECTIVE REGIONAL LEAD ASSESSORS (RLA) FOR NEW BOOKKEEPING TRAINING FOR SK TREASURERS 📢

The National Youth Commission (NYC), in partnership with the Technical Education and Skills Development Authority (TESDA), is now accepting applications for Regional Lead Assessors (RLAs) for the Bookkeeping for Sangguniang Kabataan (SK) Financial Transactions NC II.

We are looking for qualified bookkeeping and SK finance practitioners who are willing to undergo a three-day Capability Building Program on September 22–24, 2026, in Batangas City, and help build the pool of competency assessors across the country.

As a Regional Lead Assessor, you will play a key role in:
✅ Developing Provincial Lead Assessors (PLAs) in your region;
✅ Assessing aspiring Provincial Lead Assessors;
✅ Supervising competency assessor applicants during their practice or "loading" period; and
✅ Serving as a Technical Expert during the inspection and accreditation of Assessment Centers.

Only two (2) applicants per region will be selected to participate in the training, where they will be mentored by TESDA National Experts on the standard conduct of competency assessments using Competency Assessment Tools (CATs).

🍽️ Meals and accommodation during the training will be provided by the organizers. Transportation and travel expenses shall be shouldered by the participants.

Beyond the capability-building program, selected and accredited Regional Lead Assessors (RLAs) will form part of the pool of assessors for the Bookkeeping for Sangguniang Kabataan (SK) Financial Transactions NC II. Accredited RLAs who are deployed to conduct competency assessments shall receive the corresponding assessment fees and other authorized compensation in accordance with applicable TESDA policies and guidelines.

📌 Minimum Qualifications

Applicants must:
• Have at least two (2) years of relevant experience in bookkeeping, particularly in SK Financial Transactions (including experience as an SK Treasurer);
• Demonstrate competence in bookkeeping, financial recording, report preparation, and fund management; and
• Be willing to complete the TESDA accreditation process and serve as a Regional Lead Assessor.

✔️ Certificate of Employment or equivalent proof of relevant experience
✔️ Certificates of relevant bookkeeping, accounting, or financial management training

The National Youth Commission (NYC) has issued SK Advisory No. 2026-NP008, inviting and encouraging Sangguniang Kabataan (SK) officials, Local Youth Development Council (LYDC) members, Local Youth Development Officers (LYDOs), and other youth representatives in the MIMAROPA Region to participate in the 2nd MIMAROPA Adolescent and Youth Health and Development (AYHD) Regional Summit.

The Summit serves as a regional platform that brings together youth leaders, government agencies, local government units, civil society organizations, academe, and other youth-serving institutions to strengthen collaboration in advancing adolescent and youth health and development. It will feature plenary sessions, youth engagement activities, research presentations, and youth-led competitions, all anchored on the theme: "Game On, Kabataan: Investing in Young People, Securing MIMAROPA's Demographic Dividend."

The Summit will be held on August 11–14, 2026, in Mamburao, Occidental Mindoro.

📢 MONITORING AND EVALUATION (M&E) 2027!

READ | In reference with the SK Advisory 2026-P008. The National Youth Commission, through the SK Web Portal, is opening the 2027 Monitoring and Evaluation (M&E) System for the implementation of the Local Youth Development Plan (LYDP), Comprehensive Barangay Youth Development Plan (CBYDP), and Annual Barangay Youth Investment Program (ABYIP).

As part of the preparation for the end-of-term submission and assessment of the current Sangguniang Kabataan administration, all SK-funded Programs, Projects, and Activities (PPAs) and General Administrative Programs (GAPs) implemented during 2024 (PPAs Only), 2025 (PPAs Only), and 2026 (PPAs and GAPs) must be encoded in the SK Web Portal, including those that were not previously submitted or were submitted late.

This serves as the official consolidation of accomplishments and will help ensure that every eligible activity undertaken during the current SK term is properly documented and reflected in the end-of-term monitoring and evaluation.

In addition, the 2027 M&E is now open for the encoding of PPAs and GAPs implemented from January 2026 onwards, allowing SK officials to record their accomplishments in real time until the completion of their term. Early encoding is highly encouraged to ensure accurate reporting, facilitate monitoring, and minimize delays during the final submission period.
