Malugod na tinanggap ng National Commission on Indigenous Peoples (NCIP), sa pangunguna ni Secretary Nancy A. Catamco, si Māori Member of Parliament Dr. Shane Reti ng Aotearoa New Zealand, kasama sina Dr. Catherine McIntosh, New Zealand Ambassador to the Philippines, at David Pennycook, Second Secretary ng New Zealand Embassy in Manila. Kasama rin sa delegasyon sina Daniel Thompson, Ben Steele, Nathan Hotter, at Dyan Mabunga, International Development Programme Manager ng New Zealand Embassy in Manila.

Nakatuon ang talakayan sa pagpapalakas ng katutubong ekonomiya, pagnenegosyo, kalakalan, at kaunlarang pinangungunahan ng mga komunidad.

Ibinahagi ni Dr. Reti kung paano pinalakas ng mga komunidad ng Māori ang kanilang pakikilahok sa ekonomiya sa pamamagitan ng pagnenegosyo, kalakalan, responsableng pangangasiwa sa mga likas na yaman, at mga pamumuhunang pinangungunahan ng komunidad, habang pinangangalagaan ang kanilang kultura, pagkakakilanlan, at sama-samang kapakanan.

Tinalakay rin kung paano mapalalakas ng mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) sa Pilipinas ang kanilang mga negosyong pangkomunidad, madaragdagan ang halaga ng mga katutubong produkto, makauugnay sa mas malawak na merkado, at makikinabang nang patas mula sa kanilang tradisyunal na kaalaman at pagkamalikhain.

Binigyang-diin ni Secretary Nancy na ang pag-unlad ng ekonomiya ay dapat isulong ayon sa sariling pagpapasya ng mga katutubong pamayanan at nakaugat sa kanilang kultura, mga prayoridad, nakaugaliang paraan ng pagpapasya, at karapatang hubugin ang kanilang sariling kinabukasan.

Nagbukas din ang pagpupulong ng mga oportunidad para sa patuloy na ugnayan ng Pilipinas at Aotearoa New Zealand sa larangan ng katutubong kalakalan, pagnenegosyo, palitan ng kaalaman, at pagpapalawak ng koneksyon sa merkado.

Sa pamamagitan ng makabuluhang pakikipagtulungan, patuloy na isinusulong ng NCIP ang layunin nitong 𝗠𝗮𝘀𝗮𝗴𝗮𝗻𝗮𝗻𝗴 𝗞𝗮𝘁𝘂𝘁𝘂𝗯𝗼𝗻𝗴 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻: 𝗦𝗮𝗻𝗱𝗶𝗴𝗮𝗻 𝗻𝗴 𝗣𝗮𝗺𝗯𝗮𝗻𝘀𝗮𝗻𝗴 𝗞𝗮𝘂𝗻𝗹𝗮𝗿𝗮𝗻.

The National Commission on Indigenous Peoples (NCIP) warns the public against individuals, groups, or organizations that falsely claim authority to issue titles, certificates, or other documents purporting to establish indigenous status, ancestral ownership, customary authority, or similar rights.

The public is advised to be cautious of entities engaged in activities such as:

• Issuing purported Certificates of Native Title, ancestral domain or ancestral land titles, certificates of peerage, nobility, royalty, or similar instruments;
• Soliciting or collecting money, processing fees, donations, or other consideration for supposed ancestral domain or ancestral land titling, recognition, or certification;
• Falsely representing themselves as authorized Indigenous Political Structures, councils of elders, traditional authorities, or representatives of ICCs/IPs; and
• Using fabricated indigenous status or documents to facilitate land transactions, investments, resource claims, or dealings with government agencies.

Under Republic Act No. 8371, or the Indigenous Peoples’ Rights Act of 1997 (IPRA), the NCIP is the primary government agency mandated to recognize and protect the rights of Indigenous Cultural Communities/Indigenous Peoples. The law expressly authorizes the NCIP to issue Certificates of Ancestral Domain Title (CADTs) and Certificates of Ancestral Land Title (CALTs) through the processes prescribed by law.

Native Title refers to pre-conquest rights over ancestral lands and domains and is not a private certificate that may be created, sold, or issued by unauthorized organizations. Indigenous leadership and membership likewise arise from the customary laws and institutions of the ICC/IP concerned and cannot be manufactured through private titles or organizations.

The public is strongly advised to verify any claim of authority involving ancestral domain titling, indigenous certification, or related documents with the nearest NCIP office before paying any amount or entering into any transaction.

Suspected fraudulent activities should be immediately reported to the NCIP and the appropriate law-enforcement authorities. Preserve receipts, communications, documents, names, payment records, and other available evidence for investigation.

Inaprubahan ng Commission En Banc (CEB), sa pangunguna ni NCIP Chairperson Secretary Nancy A. Catamco, ang aplikasyon para sa Certificate of Ancestral Domain Title (CADT) ng ABBOS Ayta-Magbukun ICCs/IPs.

Saklaw ng aplikasyon ang humigit-kumulang 14,977 ektarya ng lupaing ninuno sa Abucay, Bagac, Orani, Samal, at Balanga City, Bataan.

Mula nang ihain noong 2012, dumaan ang aplikasyon sa pangangalap at pagpapatunay ng mga ebidensya, survey, mapping, publication, at masusing technical review. Ang pag-aprubang ito ay isang mahalagang hakbang tungo sa pormal na pagkilala at pangangalaga sa karapatan ng komunidad sa kanilang lupaing ninuno.

Patuloy na titiyakin ng NCIP na ang bawat ancestral domain claim ay mapoproseso nang maayos at masusi, nang may buong paggalang sa karapatan, kasaysayan, at pagkakakilanlan ng mga ICCs/IPs.

The Foreign-Assisted and Special Projects Office (FASPO) joined the 14th World Bank Implementation Support Mission for Project SPLIT, as part of its continuing role as Co-Chairperson of the DAR–NCIP Technical Working Group. FASPO was represented by Director Reyzeljan DL Trinos and Chief Atty. Adrienne Regine Dunuan. Administrative Service Director Jihromarie Mariano also participated in the mission.

The engagement builds on the DAR–NCIP Memorandum of Agreement signed in June 2026, which seeks to harmonize policy and procedural gaps between the two agencies in the implementation of Project SPLIT. The continuing partnership is a step in the right direction toward stronger collaboration between the country’s two resource reform agencies, particularly in addressing areas where agrarian reform processes and ancestral domain rights intersect.

Dumalo ang National Commission on Indigenous Peoples (NCIP) sa House of Representatives Plenary Deliberations para sa FY 2027 General Appropriations Bill upang maipresenta at maipaliwanag ang mga programa, prayoridad, at pangangailangan ng ahensya para sa susunod na taon.

Pinangunahan ni NCIP Sec. Nancy A. Catamco ang delegasyon ng ahensya, kasama ang Executive Director, Ethnographic Commissioners, Regional Directors, Bureau Directors, at mga kawani ng NCIP, bilang bahagi ng patuloy na pagsusulong ng kinakailangang suporta para sa mga programa at serbisyong nakalaan sa mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Nagpasalamat ang NCIP kay Rep. Rodolfo “Ompong” Ordanes, budget sponsor ng ahensya, gayundin sa pamunuan at mga miyembro ng House of Representatives, sa pagkakataong mailahad ang mga prayoridad at pangangailangan ng Komisyon.

Para sa NCIP, ang bawat pondong inilalaan sa ahensya ay dapat maisalin sa serbisyong umaabot sa komunidad, karapatang napangangalagaan, at mga pagkakataong nagbubukas para sa mga ICCs/IPs.

Patuloy na isusulong ng NCIP ang sapat na suporta at pondo upang higit pang mapalakas ang paghahatid ng mga programa at serbisyong nararapat para sa mga katutubong pamayanan.

Bahagi ng nationwide caravan ang paghahatid ng iba't ibang serbisyo at tulong sa mga komunidad bilang handog ni Pangulong Ferdinand R. Marcos Jr. sa kanyang ika-69 na kaarawan.

Patuloy ang NCIP sa paghahatid at pagsuporta sa serbisyong abot sa mga komunidad.

The National Commission on Indigenous Peoples (NCIP) and the Department of Agriculture (DA), through the Kabuhayan at Kaunlaran para sa Kababayang Katutubo (DA-4K) Program, formally sealed their partnership through the signing of a Memorandum of Agreement (MOA) on 17 September 2026 at the NCIP Central Office Conference Room in Quezon City.

The ceremony commenced with the welcome remarks delivered on behalf of Executive Director Mervyn H. Espadero by Director Catherine Gayagay-Apaling, followed by the opening message of Director Adonis S. Gonzales of the Office on Socio-Economic Services and Special Concerns (OSESSC).

The ceremonial signing of the MOA were represented by NCIP Commissioner Alex A. Centena on behalf of the NCIP Secretary/Chairperson, and DA Undersecretary Engr. Roger V. Navarro, on behalf of the DA Secretary. In their respective messages, both officials reaffirmed their commitment to strengthening collaboration between the two agencies and ensuring the meaningful inclusion of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in agricultural development programs and initiatives.

The partnership aims to strengthen the delivery of agricultural support, livelihood opportunities, capacity-building, and other interventions for IP farmers within Ancestral Domains, while ensuring that these initiatives are responsive to their needs, circumstances, rights, and aspirations.

Also present during the event were DA-4K Program Director Gilbert V. Baltazar, who delivered the closing remarks; DA-4K Deputy Director Ronald A. Pamittan; and officials and representatives from various bureaus and offices of the NCIP Central Office and the Department of Agriculture.

This milestone marks another important step toward advancing inclusive, culturally responsive, and sustainable agricultural development for Indigenous communities. It further strengthens inter-agency collaboration in promoting the welfare, livelihoods, and economic empowerment of ICCs/IPs.
