UniFAST

UniFAST is an attached agency of CHED that implements the major components of RA 10931 (FHE, TES-TDP)

The Unified Student Financial Assistance System for Tertiary Education, or UniFAST, also known as Republic Act No. 10687, was passed into law on 15 October 2015. The UniFAST is to be the legal instrument for national human resources development intended to promote social justice and to provide all citizens access to quality education to increase participation rate among all socio-economic classes in tertiary education, especially the poor but academically able and highly motivated students. Its specific objectives are:

" to allocate and utilize properly all government resources intended for students through effective beneficiary targeting;

" to ensure consistency, continuity, and efficient coordination of student financial assistance policies and programs;

" to ensure regional equity in the distribution of student financial assistance slots;

" to produce a pool of highly qualified graduates and technical experts who will contribute to the country's high level labor force through merit and talent-based scholarships;

" to facilitate access to quality education through grants-in-aid for students belonging to marginalized sectors; and

" to assist students with liquidity issues through student loans. The UniFAST consists of all existing modalities of StuFAPs for tertiary education and special purpose education assistance in both public and private institutions, including scholarships, grants-in-aid, student loans, and government programs in partnership with other stakeholders, among others, and which are nationally funded and/or implemented by national and local government agencies, branches, and instrumentalities. Following the passage of the Universal Access to Quality Tertiary Education Act (RA 10931) into law on August 3, 2017, the UniFAST has been mandated to promulgate its Implementing Rules and Regulations and ensure the efficient and effective implementation of the Act.

The UniFAST Secretariat starts the conduct of a series of activities for the drafting of the Implementing Rules and Regulations (IRR) of Republic Act No. 12325, with a preliminary meeting being held on September 16–17, 2026, at the CHED Auditorium. The two-day activity serves as an initial venue to discuss and align perspectives on the key provisions, implementing processes, and policy considerations that will guide the development of the IRR.

With UniFAST OIC Executive Director Septon A. De La Cruz, the preliminary meeting brings together UniFAST lead regional coordinators and key personnel from CHED Regional Offices in Regions I, V, VII, X, and XII, as well as the Cordillera Administrative Region (CAR), MIMAROPA, and BARMM B.

The UniFAST Policy Monitoring and Evaluation Division (PMED) facilitates the discussions and provides clarifications on frequently asked questions and considerations related to the IRR drafting guidelines. The activity also allows participants to raise concerns, share insights, and clarify technical and policy-related matters that may affect the implementation of the law.

The inputs and agreements to be generated during the activity will serve as reference points for the succeeding discussions and further development of the IRR, to establish clear, practical, and responsive implementing guidelines for the effective implementation of Republic Act No. 12325.

The Commission on Higher Education-National Capital Region and the UniFAST Secretariat joined the nationwide celebration of “𝗛𝗮𝗻𝗱𝗼𝗴 𝗻𝗴 𝗣𝗮𝗻𝗴𝘂𝗹𝗼: 𝗦𝗲𝗿𝗯𝗶𝘀𝘆𝗼𝗻𝗴 𝗦𝗮𝗽𝗮𝘁 𝗣𝗮𝗿𝗮 𝘀𝗮 𝗟𝗮𝗵𝗮𝘁” at the Quezon City M.I.C.E. Center on September 14, 2026.

Held simultaneously across more than 90 satellite locations nationwide, the activity brought essential government services and assistance closer to communities as part of the celebration of President Marcos' 69th birthday and as a gesture of gratitude and service to the Filipino people.

CHED NCR Regional Director Marco Cicero Domingo and UniFAST Advocacy Promotions and Career Guidance Division OIC Chief Precila Chan joined Quezon City Mayor Joy Belmonte and PAGCOR Chairman and CEO Alejandro Tengco during the ceremonial awarding of Tertiary Education Subsidy (TES) grants worth ₱6,888,200 for Quezon City University (QCU) and ₱1,172,610 for the Technological Institute of the Philippines (TIP) Quezon City campus.

Alamin ang paliwanag ni CHED at UniFAST Board Chairperson, Dr. Shirley Agrupis, sa naging panayam sa kanya kaninang umaga ni Alan Allanigue ng Radyo Pilipinas tungkol sa Republic Act No. 12325.

Ang RA 12325 ang bagong batas na nag-amyenda sa RA 10931, o ang Universal Access to Quality Tertiary Education Act, upang higit pang mapalakas ang mga programa ng pamahalaan para sa mga estudyanteng higit na nangangailangan ng tulong pinansyal sa kanilang pag-aaral sa kolehiyo.

The Commission on Audit-Performance Audit Office (COA-PAO), led by Audit Team Leader Czyrhinne Cabuco, concluded its series of meetings with the UniFAST Secretariat as part of its ongoing performance audit of programs implemented under Republic Act No. 10931, or the Universal Access to Quality Tertiary Education (UAQTE) Act.

The discussions focused on clarifications regarding the Audit Query Memoranda (AQMs) issued on UniFAST’s implementation of UAQTE programs and the fulfillment of its mandates under RA Nos. 10931 and 10687 (UniFAST Act). These discussions support COA’s assessment of UniFAST’s efficiency and effectiveness in implementing its mandates and programs.

In the Philippines, 9 out of 10 Filipinos aged 5 and over have basic literacy, while 7 out of 10 Filipinos aged 10 to 64 are functionally literate. These figures show that literacy is more than knowing how to read and write. It also means understanding information, thinking critically, and applying knowledge in everyday life.
