We are excited to celebrate the opening of our ninth affordable housing property, New Hope Housing Dale Carnegie. As our community recovers and rebuilds from Hurricane Harvey and COVID-19, a small group of stakeholders came together last week for a ribbon-cutting ceremony. Masked and safe, attendees commemorated the opening of this much needed apartment community. It offers 170 homes for those on modest incomes, including formerly homeless individuals and veterans.

What We Do

Welcome to the official page of the City of Houston’s Housing and Community Development Department (HCDD). We are a team of over 200, led by Director Tom McCasland.

Our mission is simple: we are working to create a city where every Houstonian has a safe, affordable home in a community where they can thrive. From day-to-day, this means developing affordable housing projects, working to end homelessness, supporting community centers and amenities, organizing disaster relief assistance, and more. Our team is hard at work to improve quality of life in Houston for all residents and communities.

HCDD’s offers services across many divisions and handles over $200 million of federal, state, and local funds annually. We do work in the following areas:
