Alabama 9-1-1 Board We serve as the fiscal, certification, and technology agent for 9-1-1 in Alabama by partnering with local Emergency Communications Districts.

We administer a statewide 9-1-1 fee, certification program, and NG9-1-1 technology for a voice and data system. To work in partnership with Emergency Communication Districts of Alabama to facilitate and promote effective, efficient, and reliable 9-1-1 service statewide to the residents and visitors of Alabama.

Program update for our districts: the legacy cost reimbursement program is winding down.

AT&T has agreed to cease legacy charges after September 26, 2026. Our reimbursement program will continue through December 31, 2026.

Our team has been on the move, attending conferences and events, connecting with public safety professionals, and learning from others in the 911 community. From national events to right here at home, like the AAND Summit last week and the upcoming ACCA event next week, we’re always looking for opportunities to learn something new and bring it back home.

We’re grateful for the opportunity to represent our state and our people at these events and to be part of the conversations that help shape the future of 911 and public safety.

Following the Board meeting, we will release the draft administrative rule implementing Act 2026-371 and open the public comment period. If you have thoughts on how this rule should work in practice, this is the moment your input carries the most weight. We want to hear from ECD directors, telecommunicators, county leadership, and anyone else this touches.

Executive Director, Caleb Branch, will present "Advancing Implementation of Act 2026-371: Progress & Priorities", covering where the Readiness Measurement Rule stands, what the advisory working group has accomplished, and what ECDs should be doing ahead of the October 1 implementation date.

A quick note since the dates overlap: the Board events are at The Lodge at Gulf State Park in Gulf Shores, and the ACCA session is at Perdido Beach Resort in Orange Beach. Two different venues, in close proximity.
