GOLD ALERT ISSUED FOR MISSING WILMINGTON MAN-JOSEPH IUBATTI

(Wilmington, DE 19808) The New Castle County Division of Police has issued a Gold Alert for 22-year-old Joseph Iubatti.

Joseph was last seen in the unit block of Solitude Way in Walden Townhouses, around 3:30 p.m. on Monday, June 22, 2026. Despite extensive efforts, Officers have been unable to locate or contact Joseph, and there is concern for his health and safety.

Joseph is described as a white male, 5’8” tall and 150 pounds, with brown hair and brown eyes. While his destination is unknown, he may be in the vicinity of Carousel Park.

Anyone with information regarding Joseph’s whereabouts is urged to contact the New Castle County Police Department at (302) 573-2800 or call 911 immediately.

PUBLIC'S ASSISTANCE LEADS TO ARREST IN WOODCREST BURGLARY AND E-BIKE THEFT CASE

(Wilmington, DE 19804) On Sunday, June 7, 2026, at approximately 8:40 p.m., Officers responded to the 600 block of Boxwood Road in the Woodcrest community for a burglary that had just occurred.

The investigation revealed that the victim had just finished riding an electric bicycle (E-Bike) and placed it inside an open garage at their residence. A short time later, the victim returned to the garage and discovered the E-Bike was missing. The victim also noticed a pair of sandals in the driveway that did not belong to anyone in the household.

As Detectives from the Division's Criminal Investigations Unit investigated the incident, they reviewed surveillance footage that showed an unknown suspect entering the garage shortly after the victim placed the E-Bike inside. The suspect then removed the E-Bike and fled the area. In the process, the suspect left behind a pair of sandals at the scene.

On June 11, 2026, the New Castle County Division of Police requested the public's assistance in identifying the suspect. Thanks to information provided by community members, Detectives identified the suspect as 21-year-old Jared Laub of Wilmington.

On June 16, 2026, Jared Laub turned himself in at New Castle County Police Headquarters, where he was charged with the following offenses:
• One felony count of Burglary First Degree
• One misdemeanor count of Theft Under $1,500

Laub was arraigned in Justice of the Peace Court 02 and released on $3,000 unsecured bail.

This past week, through our continued partnership with the Delaware Office of Highway Safety, 10 additional New Castle County Police Officers earned certification as Child Passenger Safety Technicians.

The newly certified technicians include Detectives from our Traffic Services Unit and officers from our Community Services Unit, expanding our ability to help keep children safe on our roadways.

Our certified technicians offer FREE car seat inspections and installations to ensure seats are properly installed and appropriate for your child's age and size.

Our Officers can help answer questions such as:
✅ Is my car seat installed correctly?
✅ Is my child's harness adjusted properly?
✅ Should my child be rear-facing or forward-facing?
✅ Is my child ready for the next type of safety seat?

DETECTIVES CHARGE SWIM SCHOOL MANAGER WITH UNLAWFUL SEXUAL CONTACT

Detectives with the New Castle County Division of Police have charged 46-year-old Todd Hill of Wilmington with multiple felony offenses following an investigation into the sexual assault of a juvenile that occurred in the unit block of South Cannon Drive in Wilmington.

During the investigation, Detectives determined that Todd Hill was a manager at Kids First Swim School in Aston, Pennsylvania, where the 16-year-old male victim was employed as a lifeguard.

Detectives further determined that the victim had stayed overnight at Hill’s residence on South Cannon Drive on multiple occasions. During the investigation, detectives discovered that Hill engaged in unlawful sexual contact with the 16-year-old victim while the victim was staying at his residence. Investigators also recovered and reviewed numerous concerning text message exchanges between Hill and the victim. Detectives further learned that, in January 2026, Hill traveled to Mexico with the victim.

Following a thorough investigation, Detectives obtained an arrest warrant for Hill. Detectives assigned to the Fugitive Apprehension and Surveillance Team were immediately notified and initiated efforts to locate him. On June 16, 2026, Hill was located at his residence and taken into custody without incident. He was subsequently transported to New Castle County Police Headquarters, where he was charged with the following offenses:

• Six felony counts of Unlawful Sexual Contact in the Second Degree
• One felony count of Enticement for Purposes of Sexual Conduct

Hill was arraigned at Justice of the Peace Court 2 and committed to the Howard R. Young Correctional Institution after failing to post $21,000 secured bail.

SILVERSIDE ROAD TRAFFIC STOP RESULTS IN STOLEN FIREARM ARREST

(Wilmington, DE 19809) On Saturday, June 13, 2026, at approximately 5:00 p.m., officers were on patrol in the area of Silverside Road when an officer observed a Dodge Durango commit a traffic violation at the intersection of Silverside Road and Carr Road. As a result of the violation, officers conducted a traffic stop and contacted the driver, identified as 19-year-old Deven Williams of Wilmington.

As the traffic stop progressed, officers located a loaded 9mm handgun inside the vehicle. The firearm was found to have scratched and altered serial numbers, but upon further inspection, officers were able to identify an additional serial number on the handgun. A subsequent records check revealed the firearm had been reported stolen from Pennsylvania.

Williams was transported to New Castle County Police Headquarters, where he was charged with:
• One felony count of Possession of a Weapon with an Obliterated Serial Number
• One felony count of Carrying a Concealed Deadly Weapon
• One felony count of Receiving a Stolen Firearm
• One traffic violation for Failure to Obey a Traffic Control Device

Williams was arraigned at Justice of the Peace Court 11 and released after posting $23,500 unsecured bail.

COLD CASE HOMICIDE: BRIAN DONOVAN (1986)

Victim: Brian J. Donovan, 27-year-old male
Date of Incident: June 15th, 1986
Location: Red Clay Creek in Marshallton

Investigation Details:
On June 15, 1986, the body of Brian J. Donovan, who lived on Liston Avenue in Kiamensi Gardens, was recovered from Red Clay Creek near the railroad bridge in Marshallton after a 14-year-old boy discovered the remains.

Donovan had been shot once in the upper body. He was last seen alive in mid-May 1986, several weeks before his body was recovered. At the time of his disappearance, police had also received reports from nearby residents of shots being fired in the area.
