The Ministry of the Interior has sensitised Private Security Organisations (PSOs), Cash-in-Transit (CIT) operators, Armoured Bullion Vehicle (ABV) importers and retrofitting companies on guidelines and standards governing the operation of ABVs in Ghana.
The one-day workshop, organised by the Ministry in collaboration with the Bank of Ghana and the Ghana Police Service at its National Police Headquarters in Accra, formed part of efforts to strengthen compliance, enhance the safety of CIT operations and protect lives and valuable assets.
Speaking at the workshop, Deputy Minister for the Interior, Hon. Ebenezer Okletey Terlabi, said strict compliance with the guidelines was critical to ensuring that every ABV operating in the country was safe, fit for purpose and capable of providing the required protection. He warned that retrofitting companies that converted vehicles into ABVs without the requisite permits and approvals from the Minister for the Interior would face the full extent of the law, including possible revocation of their operating licences.
The Deputy Minister said the guidelines, launched by the Minister for the Interior, Hon. Muntaka Mohammed-Mubarak, in December 2025, were introduced against the backdrop of armed attacks on CIT operations between 2021 and 2023, which resulted in the loss of lives, including police officers, and the theft of cash.
Hon. Terlabi commended the Bank of Ghana for its continued support and collaboration with the Ministry in strengthening the regulation and security of Cash-in-Transit operations in the country.
Also speaking at the workshop, COP Dr. Daniel Afriyie, Director-General of Private Security Organisations, said that the Ghana Police Service had established regional and district enforcement teams to monitor compliance with the guidelines. He said the Service had also intensified inspections and monitoring of ABV operations and removed soft-skinned CIT vehicles from operations nationwide.
He urged retrofitting companies and importers to adhere strictly to prescribed technical and safety requirements, stressing that the quality and integrity of ABVs had a direct bearing on the safety of police officers, CIT crews and the general public.
