National Foundation for India National Foundation for India is an independent grant-making organisation committed to deepening democracy and securing social justice at the grassroots.

NFI is a independent grant making organisation, with a core mandate to strengthen philanthropy in India for public welfare and social transformation. NFI was founded in 1992, by a group of eminent leaders such as Late Bharat Ratna C. Subramanium, Dr. M S Swaminathan, Dr. Kamla Chudhury, Late Shri S P Godrej, Late Dr. Verghese Kurien and Mr. Ratan Tata among others. NFI intervenes in seven thematic

areas i.e. Education, Health, Livelihood, Citizens and Society, Peace and Justice, Governance and Development Journalism. In the last 20 years, it has supported more than 200 grassroot organizations in 14 states. It has also supported more than 400 individual change makers through its annual fellowship for development Journalism and C Subramaniam Award for community leadership. NFI believes that India can develop meaningfully only when social equity and justice are guaranteed and a sense of respect for our fellow humans is achieved. NFI's distinct nature comes from being completely independent of corporate, religious or governmental control and our focus is nationwide. NFI has partnered with a number of Indian and international donor agencies and is a professionally managed and financially accountable foundation.

On this , let’s remember two Indian women, Hansa Jivraj Mehta and Lakshmi Menon, who played a key role in the formulation of the Universal Declaration for (UDHR).

, the Indian delegate to the UN Commission on Human Rights from 1947 to 1948, had insisted on rephrasing "All men are born Free and Equal" to "All human beings are born Free and Equal" in Article 1 of the Declaration.

, who was the Indian delegate to the UN General Assembly's Third Committee in 1948, had argued for incorporating "non-discrimination based on s*x" throughout the Declaration. She also strongly argued for the inclusion of the phrase "equal rights of men and women" in the preamble to the Declaration.

📣On this , NFI is happy to launch a Civil Society Resilience Fund (CSRF) to support civil society organisations in India, not only for immediate crises but also for challenges that small organisations are likely to face in the years to come.

To begin with, the focus will be on the impact of on frontline workers. To help and support them, we are launching the Civil Society Workers’ Assured Security & Health Fund (CSWASTH).

Under the Fund, an ex-gratia amount of Rs. 1 lakh will be provided in case of loss of life of a frontline worker, and up to Rs.50,000 for medical expenses for others. The period covered will be from March 2020 onwards.

It is a cross-sectoral initiative of more than 100 organisations that have came together. The CSWASTH will be managed by NFI with the support of an oversight group.

The oversight group is comprised of Annie Nimala (CSEI), Biraj Patnaik (NFI), Jagdeesh Rao Puppala (FES), Mazher Hussain (COVA), Meenakshi Batra (CAF), Sudhir Sahini (PRADAN), Usma Chakma (Wada Na Todo Abhiyan), Yogesh Kumar (Samarthan).

With great expectation we are approaching you citing details as below which if gets notified then in turn will provide relief to masses.

I noticed that in few banks, a customer has to opt for chargeable SMS alert facility in order to receive OTP for Internet Banking as there is no option in their system to pass OTP on registered email ID of the customer.

Internet Banking is given free of cost by all banks and most of them do not have any condition like these few banks that one needs to mandatorily have chargeable SMS alert facility in order to have net banking enabled in their account ?

For example, my banking relations with IDBI & ICICI Bank empowers me to get registered mobile no. for the purpose and they put my mobile no. under mandatory SMS alert only.

I trust you being leading journalist will take this seriously and extend your cooperation as requested above .

Subject : Classification / segregation of Bank charges

As we all know that Government is insisting to move towards digitization, be it in any sector whether it is Financial, Education or even for that matter Agriculture. Government has also asked to bring to their notice the issues being faced by general public so that genuine reforms can be initiated.

There are certain Reform matters which requires monitoring or issuance of only administrative orders which in turn will protect customers from hardships of policies which are framed and does not have any central regulations to protect the interest of general public particularly rural masses.

On of such issue is frequent increase in SMS alert charges by Banks and including mandatory SMS in chargeable category. There should be proper classification i.e. segregation of mandatory and non mandatory SMS and Internet Banking OTP should be part of Mandatory SMS and should not be chargeable

Further we also feel disturbed at the unfair treatment that bank customers suffer in the form of frequent, arbitrary and one-sided decision over bank charges and also not responding to our emails i.e. maintain either silence or acknowledge it with remarks that "response will be forwarded to you soon" but they never respond unless you chase them.

As you know there are so many types of charges out of which certain are considered as mandatory but these differs from Bank to Bank. For example for fund transfer i.e. for internet banking OTP gets generated and the same forwarded thru SMS and this service is free in most of the banks as it falls under mandatory category whereas there are banks who do not agree and they provide this facility only if customer opts for chargeable SMS services.

In view of above we request RBI - please classify the charges i.e. which will fall or considered mandatory as we emphasis on the importance of having mandatory SMS free of cost by all Banks on Financial and Non Financial transactions being done by their customers as this is important component in digitization move

Hence it is expected from RBI to make a policy around it clearly specifying which all SMSes are Mandatory (free of cost) and which all SMSes are Non Mandatory (can be made chargeable) and ask all the Banks to adhere to it. OTP SMS for Online Banking should form a part of Mandatory SMS.

In view of the above, RBI should issue fresh guidelines to all banks to upgrade their software on urgent basis and also put proper mechanism to monitor its rightly implementation i.e. a dedicated RBI department should start monitoring this up-gradation after fixing an agreed time frame.
