The Human Rights and Foreign Relations Committee of the National Assembly conducted a consultation meeting with representatives from the Judiciary, the Royal Bhutan Police (RBP), the Anti-Corruption Commission (ACC), the Royal Monetary Authority (RMA), and the Office of the Attorney General (OAG) on the Mutual Legal Assistance in Criminal Matters Bill 2026 as part of its legislative review process in preparation for the Sixth Session of the Fourth Parliament.

The consultation focused on seeking views from key stakeholder agencies on the proposed Bill. Participants engaged in constructive discussions and shared their observations, concerns, suggestions, and recommendations. The meeting provided a valuable platform for exchanging perspectives aimed at strengthening the Bill and ensuring that its provisions effectively facilitate international cooperation in criminal matters while addressing practical, legal, and institutional considerations.

The Committee will consider the comments and recommendations received during the consultation in the ongoing review and refinement of the Bill prior to its submission to Parliament.

The meeting was attended by two Drangpons and the Registrar from the Judiciary of Bhutan, senior officials from the Office of the Attorney General, the Anti-Corruption Commission, and the Royal Monetary Authority, as well as officers from the Royal Bhutan Police.

First Meeting of the Joint Committee on the Disputed Sections of the Cooperatives and Farmer Groups Bill of Bhutan, 2025
The Joint Committee on the Disputed Sections of the Cooperatives and Farmer Groups Bill of Bhutan, 2025 held its first meeting today to elect its Chairperson and Deputy Chairperson.

The Committee unanimously elected Hon’ble Harka Singh Tamang, Member of the National Assembly from Gelephu Constituency, as the Chairperson and Hon’ble Tshering Wangchen, Member of the National Council from Mongar Dzongkhag as the Deputy Chairperson.

Following the election, the Committee held preliminary discussions on the disputed provisions of the Bill and outlined its approach for the review process.

The Joint Committee was constituted pursuant to Section 384 of the Rules of Procedure of the National Assembly, which states: “Pursuant to the Constitution, a joint committee(s) of Parliament shall be established from time to time in order to review and resolve disputes between the two Houses on any Bill.”

The Committee comprises twelve members, with seven members from the National Assembly and five members from the National Council. It has been entrusted with reviewing and resolving the disputed provisions relating to the proposed amendments to the Cooperatives and Farmer Groups Bill of Bhutan, 2025, with the objective of facilitating consensus between the two Houses of Parliament.

3rd August, 2026: 𝐓𝐡𝐞 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐂𝐡𝐚𝐧𝐠𝐞 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐬𝐬𝐞𝐦𝐛𝐥𝐲 𝐡𝐨𝐥𝐝𝐬 𝐜𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐭𝐡𝐞 𝐌𝐨𝐯𝐚𝐛𝐥𝐞 𝐚𝐧𝐝 𝐈𝐦𝐦𝐨𝐯𝐚𝐛𝐥𝐞 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐀𝐜𝐭 𝟏𝟗𝟗𝟗

The Environment and Climate Change Committee of the National Assembly held a consultation meeting with the Financial Institution Association of Bhutan (FIAB), seeking a presentation on the issues under the Movable and Immovable Property Act, 1999, faced by them. The meeting was chaired by Hon. Ugyen Lama, Chairperson of the Committee and Member of Parliament for Dophuchen-Tading Constituency.

During the meeting, FIAB highlighted nine sections of the Movable and Immovable Property Act (MIPA), 1999, that have resulted in implementation challenges. They presented corresponding recommendations, including ensuring legal certainty, fair cost recovery, balanced access to finance, and modernization of the registration system, in line with the identified issues.

The Committee acknowledged the importance of addressing these concerns and noted that the MIPA, 1999 is due for amendment. However, the Committee requested FIAB to submit a comprehensive proposal outlining the proposed new section insertions and a suggested way forward to address the challenges currently faced by financial institutions.

3 August 2026: 𝐓𝐡𝐞 𝐏𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐜𝐨𝐮𝐧𝐭𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐏𝐀𝐂) 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 𝐡𝐚𝐬 𝐜𝐨𝐦𝐦𝐞𝐧𝐜𝐞𝐝 𝐜𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐦𝐞𝐞𝐭𝐢𝐧𝐠𝐬

The Public Accounts Committee (PAC) of the Parliament has commenced consultation meetings on two Performance Audit Reports tabled by the Royal Audit Authority (RAA), namely:

1. Performance Audit Report on the Commercial Agriculture and Resilient Livelihood Enhancement Programme (CARLEP) &
2. Performance Audit Report on the Waste Prevention and Management System.

On 27 July 2026, the Public Accounts Committee (PAC) of the Parliament of Bhutan convened consultation meetings with the management teams of the Agriculture Research and Development Centre (ARDC), RAMCO, Mongar Dzongkhag Administration, Lhuentse Dzongkhag Administration, and Trashigang Dzongkhag Administration. The Committee also conducted site visits to the beneficiaries of the CARLEP programme. The consultation meetings were attended by the respective Dzongdags and relevant officials.

Tomorrow, the PAC will hold consultation meetings with the Pemagatshel Dzongkhag Administration followed by Samdrup Jongkhar Dzongkhag and Thromde, Phuentsholing Thromde, and Paro Dzongkhag Administration, and will also conduct a site visit to the Samtse Industrial Area.

The PAC’s review reports on the two Performance Audit Reports will be deliberated during the upcoming winter session of the Parliament.

The Anti-Corruption Commission (ACC) presented the National Integrity Assessment (NIA) Report 2025 to the Good Governance Committee today.

The presentation highlighted the key findings of the sixth nationwide assessment conducted in collaboration with the National Statistics Bureau, which evaluates integrity across the public sector and Parliament to strengthen good governance and public trust. The presentation also outlined the assessment methodology, key integrity indicators, and trends, providing evidence-based insights to support informed policy discussions and institutional reforms aimed at enhancing transparency, accountability, and integrity.

During the discussion, the Committee welcomed the overall improvements but called for more specific and actionable recommendations to support effective implementation by agencies. Concerns were also raised on persistent issues of nepotism and favouritism, with Members stressing the need for practical measures to address these challenges and to better align public perception with institutional realities.

The ACC acknowledged the Committee's recommendations and noted that the report provides broad recommendations because it covers a large number of agencies. The Commission informed Members that it plans to engage central agencies to clarify findings, refine future survey questionnaires, and conduct deeper analysis of the data. The ACC also highlighted its ongoing efforts to strengthen systemic improvements, enhance public awareness through outreach in the Dzongkhags, and promote greater collaboration with the GGC and parliamentarians to improve public understanding of integrity and governance issues.

The Joint Committee on the Amendment of Bhutan's Reservation to the Convention on the Rights of Persons with Disabilities (CRPD) held its first meeting today and elected its Chairperson and Deputy Chairperson.

Hon’ble Lhaba Lhaba, Member of the National Assembly, was unanimously elected as the Chairperson of the Joint Committee, while Hon’ble Phub Dorji, Member of the National Council, was unanimously elected as the Deputy Chairperson through a show of hands by the members present.

Following the election, the Committee commenced discussions on the disputed clauses related to the proposed amendment of Bhutan's reservation to the Convention on the Rights of Persons with Disabilities (CRPD). Members exchanged views on the key issues under consideration and reviewed the implications of the proposed amendments.

The Committee agreed to continue its deliberations in subsequent meetings to thoroughly examine the outstanding issues and work towards a consensus-based recommendation for submission to Parliament.

The Joint Committee was constituted pursuant to Section 384 of the Rules of Procedure of the National Assembly, which states: "Pursuant to the Constitution, a Joint Committee(s) of Parliament shall be established from time to time in order to review and resolve disputes between the two Houses on any Bill." The Joint Committee comprises a total of 12 members, 7 members from the National Assembly and 5 members from the National Council and has been tasked with reviewing the disputed provisions concerning the proposed amendment of Bhutan's reservation to the CRPD.

27 July 2026: 𝐂𝐨𝐧𝐝𝐨𝐥𝐞𝐧𝐜𝐞 𝐌𝐞𝐬𝐬𝐚𝐠𝐞

The National Assembly of Bhutan offers its deepest condolences on the passing of Dasho Tshecho Wangdi of Kabjisa-Talo Constituency.

Dasho Tshecho Wangdi served as the Deputy Speaker of the National Assembly during the Third Parliament of Bhutan. His valuable contributions to the Parliament and the country will be remembered with deep respect and gratitude.

The National Assembly extends its heartfelt sympathies to his family, relatives, and loved ones during this difficult time. We pray for the eternal peace of his soul.

May he attain a favorable rebirth.

The Legislative Committee of the National Assembly held a consultation meeting with officials from the Ministry of Industry, Commerce and Employment (MoICE), led by the Chief Registrar of Company of Corporate Regulatory Authority (CRA), MoICE at Lhen-zom Khangzang.

The consultation was convened to enhance the Committee's understanding of the Insolvency and Rehabilitation Bill of Bhutan 2026, which is scheduled for deliberation during the upcoming Sixth Session of the Fourth Parliament.

During the meeting, MoICE delivered a comprehensive presentation on the key provisions of the Bill, highlighting its scope. The presentation also explained how the Bill seeks to modernize Bhutan's existing bankruptcy regime by introducing rehabilitation and business rescue mechanisms and aligning the legal framework with international best practices.

The meeting was attended by the Hon'ble Speaker of the National Assembly and other officials from the Ministry.

The consultation focused on examining the objectives, scope, and key provisions of the Bill, including its alignment with existing regional frameworks and its role in strengthening Bhutan’s legal framework for international cooperation in criminal matters. The review forms part of the Committee’s efforts to ensure that the Bill is comprehensive, responsive to national priorities, and conducive to effective international legal cooperation.

The meeting was attended by the Speaker of the National Assembly, the Home Minister, Director General and officials from the Department of Law and Order.

The Women, Children and Youth Committee of the National Assembly held a consultation with the National Commission for Women and Children (NCWC) on 3 July 2026 to discuss measures to strengthen child protection and ensure the safety and well-being of school children. NCWC informed the Committee that the Ministry of Education and Skills Development is leading the investigation into the recent school incident, while the Commission continues to coordinate and monitor child protection efforts. The Committee was briefed on existing child safeguarding frameworks, reporting procedures, and initiatives such as the training of protection officers, school leaders, and teachers, as well as the establishment of School Well-being Teams to support students.

During the discussion, Members raised concerns about school safety, underreporting of bullying and violence, and gaps in the implementation of child protection measures. They also highlighted broader issues affecting children’s well-being, including the impact of parental migration. The Committee requested NCWC to provide additional data, reports, and recommendations to support a comprehensive review of child protection policies and safeguarding frameworks. It reaffirmed its commitment to working closely with relevant agencies to strengthen child protection systems, improve reporting mechanisms, and ensure safe, inclusive, and supportive learning environments for all children in Bhutan.
