This week the EU took part in a joint visit to the Adjacency Zone between Belize and Guatemala with the “Group of Friends of Belize and Guatemala” hosted by the Organization of American States (OAS) Organización de los Estados Americanos (OEA) Secretary General Albert Ramdin. In addition to high level delegations by both Belize and Guatemala, among the 14 countries represented in the visit, there were four of our EU Member States, France, Germany, Italy and Spain signalling a strong commitment on the part of the EU and its Member States to the OAS special mandate in the Adjacency Zone.

The EU has been the most long-standing partner and donor funding the OAS peace-building mission in the Adjacency Zone. We have supported it consistently since 2012 because it plays a crucial role to promote dialogue, mediation and cooperation, and supports valuable community development and education initiatives for the communities living in the Adjacency Zone. EU Member States Ireland, Italy and Spain are also supporting the mission.

As Belize and Guatemala await the pending ruling of the International Court of Justice on the territorial differendum, the EU continues to call on the Group of Friends of Belize and Guatemala and the members of the OAS to step up the financial support to the OAS mission in the Adjacency Zone to ensure the continuity of its important preventive diplomacy work, promoting continuous dialogue, cooperation, stability and peace.

In Arenal village, women from the Belizean and Guatemalan sides of the community have used the Ta’Amay Centre’s facilities and their baking training to establish a community bakery, producing fresh bread and pastries for local residents. Their’s is the first bakery established in Arenal providing fresh bread and pastries daily.

Supported by the European Union, Italy and the OAS, initiatives like this go beyond learning a trade. They invest in people, help create livelihoods, strengthen local enterprise and build new opportunities in communities where economic options can be limited.

By the end of 2027 a total of 2000 people will have benefited from vocational training and skills development opportunities at the EU-supported Ta’Amay Centres inaugurated in 2022.

Since then numerous participants have been able to develop skills in areas such as customer service and entrepreneurship, motorbike repair, graphic design, cosmetology and so many more areas, giving them tools to find new jobs, better jobs or create their own businesses. This has been game changing already for hundreds of people and their families.

For Mariela from San Jose Succotz, the training she enrolled in helped her expand the services offered through her beauty business, growing her client base and income.

Across communities, the wider impact is stronger small enterprises, greater economic independence and more opportunities created locally.

An effective and strong justice system is key for any country and its people.

The European Union is supporting the transformation of the justice system in Belize. The goal? A justice system that is more efficient, responsive and centred on the people it serves.

In collaboration with UNDP Belize we have introduced approaches that help strengthen rehabilitation, reduce unnecessary reliance on incarceration and ease pressure on a justice system facing longstanding criminal case backlogs.

Among key initiatives, our support has included the "diversion" programme for youth, especially minors, who are first offenders or committed minor offenses. This is a way to ensure that youth get back on track by getting the necessary support through supervision, counselling, life skills and more.

One year ago Belize, Guatemala, and Mexico signed the Calakmul Declaration jointly committing to safeguard the Great Selva Maya.
Today Ambassador Dr. Erja Askola and Ambassador Johanna Karanko and teams joined regional partners including government, civil society and other stakeholders to mark the first anniversary of the Calakmul Declaration, a milestone for the protection of biodiversity and conservation efforts in the region.

The Selva Maya is one of the most critical ecosystems in the Americas. Unwavering regional teamwork will be key to ensure proper cross-border conservation of its 5.7 million hectares of forest and sustainable development for local communities across the three nations.

The European Union in recent years has provided significant financial support through various programmes to preserve and protect the Selva Maya. We remain committed to working with all three countries to turn the Calakmul Declaration's landmark regional vision into lasting impact on the ground for communities, local economies and conservation alike.
