The documents are also available for download from the ECN website at https://www.ecn.na/
All bids must be submitted by depositing them in the designated bid box located at the ECN Head Office on or before 26 June 2026 @ 11H00.

2025 REGIONAL COUNCIL AND LOCAL AUTHORITY COUNCIL ELECTION PERFORMANCE ASSESSMENT AND POST-ELECTION REPORT🗳️🗳️

WINDHOEK - The Commission has officially presented the Performance Assessment and Post-Election Report (PAPE) for the 2025 Regional Council and Local Authority Council (RCLA) elections to Honourable Fillipus Katamelo, Deputy Speaker of the National Assembly Parliament of the Republic of Namibia.

The PAPE report for the 2025 RCLA elections is prepared in accordance with Section 116 of the Electoral Act, which mandates a comprehensive evaluation of each electoral process. This statutory requirement entails publishing a detailed post-election report that assesses the conduct, outcomes, and overall performance of the elections.

The report provides a structured assessment of several key areas, including constitutional and electoral issues, logistics and infrastructure, the training and performance of electoral officials, voter education initiatives, voting operations, and results analysis. Additionally, it offers recommendations for legislative reform and may address any other relevant matters that enhance the integrity and effectiveness of electoral processes.

According to Section 116, the Chairperson of the Commission must submit this report to the National Assembly within six months after the election. The Speaker of the National Assembly is then responsible for tabling the report for parliamentary discussion, ensuring oversight of the electoral process.

The Speaker must also distribute copies of the report to the President, Chief Justice, Chairperson of the Electoral Court, Chairperson of the Magistrates Commission, and Chairperson of the Law Reform and Development Commission. Moreover, the report must be made available for public inspection to promote transparency and inclusivity.

In summary, Section 116 serves as a vital accountability mechanism that aims to foster public trust in the electoral process, enhance institutional integrity, and support Namibia's democratic governance.

For the Commission, wellness is more than just a concept; it's a vital part of our lives that significantly impacts our productivity, mental health, and sense of community.
