In the 2026 legislative session, which concluded on May 8, 2026, several significant bills were passed that directly expand HCDA's geographic jurisdiction and oversight responsibilities.
Key bills affecting HCDA:
•Establishment of Banyan Drive-Makaoku District (SB 2001): Establishes a new community development district and redevelopment agency under the HCDA for the Waiākea Peninsula in Hilo, including a dedicated special fund to support redevelopment efforts in the area.
•Stadium District Redesignation (SB 2599): Redesignates the Stadium Development District as the Halawa Community Development District (HCDD) and updates the HCDA’s composition and responsibilities for the district.
•Summer Streets Pilot Program: Authorizes HCDA to collaborate with certain counties to establish a pilot program repurposing roads for pedestrian use and community events.
•Complete Communities Planning (SB 3327): Requires HCDA to incorporate "quality of life" and complete community features into the planning and development of housing projects.
In addition, new housing and infrastructure measures support faster housing approvals, expanded affordable housing planning, and infrastructure financing tools to support future community development statewide.
