Hawaii Community Development Authority Welcome to the official Hawaii Community Development Authority page.

The Hawaii Community Development Authority was established by the Hawaii State Legislature in 1976. The Authority has land use jurisdiction and oversight over the development of community development districts created by the Legislature. Since 1976, three community development districts have been created: Kakaako, Kalaeloa, and Heeia. Each district has its own development priorities, which can be

found under Hawaii Revised Statutes Chapter 206E. Once designated, the Authority works with the community to create plans and rules to implement statutory priorities. The Authority is comprised of a general board and separate boards for each of the community development districts. The Authority appoints a executive director, who is its chief executive officer, and serves at the pleasure of the Authority.

In the 2026 legislative session, which concluded on May 8, 2026, several significant bills were passed that directly expand HCDA's geographic jurisdiction and oversight responsibilities.

Key bills affecting HCDA:

•Establishment of Banyan Drive-Makaoku District (SB 2001): Establishes a new community development district and redevelopment agency under the HCDA for the Waiākea Peninsula in Hilo, including a dedicated special fund to support redevelopment efforts in the area.

•Stadium District Redesignation (SB 2599): Redesignates the Stadium Development District as the Halawa Community Development District (HCDD) and updates the HCDA’s composition and responsibilities for the district.

•Summer Streets Pilot Program: Authorizes HCDA to collaborate with certain counties to establish a pilot program repurposing roads for pedestrian use and community events.

•Complete Communities Planning (SB 3327): Requires HCDA to incorporate "quality of life" and complete community features into the planning and development of housing projects.

In addition, new housing and infrastructure measures support faster housing approvals, expanded affordable housing planning, and infrastructure financing tools to support future community development statewide.

These measures reflect Hawaiʻi’s continued investment in housing, infrastructure, and community-centered development. Mahalo to our legislators, partners, and community stakeholders for helping move these important initiatives forward. The bills now await Governor Josh Green’s consideration.

The HCDA anticipates the need for professional services for the Fiscal Year 2026-2027. Deadline to submit materials is no later than 2:00 p.m., June 1, 2026. Submittals will be accepted on a continual basis subsequent to June 1, 2026, but any submittals received after this date might receive limited consideration.

📣 Point Panic Ocean Access Stairway Reopened

The Point Panic ocean access stairway is officially reopened as of March 30th.

Over the past month, HCDA completed structural repairs and safety upgrades to restore this well-used shoreline access point and improve long-term durability in a coastal environment.
