Hawaii Community Development Authority Welcome to the official Hawaii Community Development Authority page.

The Hawaii Community Development Authority was established by the Hawaii State Legislature in 1976. The Authority has land use jurisdiction and oversight over the development of community development districts created by the Legislature. Since 1976, three community development districts have been created: Kakaako, Kalaeloa, and Heeia. Each district has its own development priorities, which can be found under Hawaii Revised Statutes Chapter 206E. Once designated, the Authority works with the community to create plans and rules to implement statutory priorities. The Authority is comprised of a general board and separate boards for each of the community development districts. The Authority appoints a executive director, who is its chief executive officer, and serves at the pleasure of the Authority.

Kaka'ako Road Work Notice.
Partially close lanes beginning Monday, September 14, 2026, by the City and County of Honolulu’s Department of Facility Maintenance (DFM), on Waimanu Street from Dreier Street to Ward Avenue, Kawaiaha‘o Street from Cooke Street to Ward Avenue, and Ilaniwai Street from Cooke Street to Kamani Street for necessary pavement repairs.
Weather and conditions permitting, the construction work will be conducted Monday through Friday from 8:30 a.m. to 3:30 p.m., excluding all observed State holidays. It is anticipated to be completed by November 13, 2026.

KOLOWALU DOG PARK CLOSURE NOTICE

Beginning Monday, August 31, 2026, the Kolowalu Small Dog Park will be CLOSED for installation of additional rock pavers. We anticipate reopening on Tuesday, September 8, 2026.

During the closure, all dogs are welcome to utilize the Large Dog Park at their owner’s discretion. Please be advised that small dogs may be able to slip through the aluminum fencing. Owners who choose to unleash their small dogs within the Large Dog Park do so at their own risk.

PUBLIC INVITED TO HELP SHAPE THE WAIĀKEA PENINSULA MASTER PLAN

The Hawaiʻi Community Development Authority (HCDA) invites the community to participate in the first open house for the Waiākea Peninsula Master Plan—a long-term vision that will help guide the future of Banyan Drive and the surrounding peninsula over the next 20–30 years.

WHAT: Public Open House for the Waiākea Peninsula Master Plan
WHEN: Monday, August 10, 2026, 5:00–7:30 p.m.
WHERE: Puʻuʻeo Community Center, 145 Wainaku St., Hilo

A new chapter begins for Banyan Drive.

Governor Josh Green has signed Senate Bill 2001 into law, establishing the Banyan Drive Community Development District under the HCDA.

This milestone positions HCDA to lead long-range planning and work alongside the Hilo community, Native Hawaiian organizations, lineal descendants, government agencies and other stakeholders to guide the future of Banyan Drive.

Together, we'll help preserve the area's rich cultural, historical and natural resources while planning for thoughtful revitalization, improved infrastructure and public spaces, and new opportunities that benefit residents, businesses and visitors alike.

Mahalo to everyone whose collaboration made this day possible.

We look forward to working with the community to shape the next chapter of Banyan Drive.

At its At-Large meeting on Wednesday, July 1, 2026, the HCDA Authority Members voted to appoint Mikiʻala Lidstone as Chairperson, following the departure of outgoing Chair Sterling Higa. Lidstone has served on the board as the Cultural Specialist Member since 2025.

The Authority Members also elected the officers for Fiscal Year 2026–2027:

• Chairperson: Mikiʻala Lidstone
• Vice Chairperson: Chason Ishii
• Secretary: Ipolani Duvauchelle
