FEDERAL FISCAL YEARS 2025 to 2028 (+2)
REVISION #3

The Hawaii Department of Transportation is providing an opportunity for the public to submit comments on the proposed STIP Revision #3, an amendment, to the Federal Fiscal Years (FFY) 2025 to 2028 (+2) Statewide Transportation Improvement Program (STIP). The STIP document identifies projects that are to be programmed for federal Highway or Transit funding.

The purpose of this revision is to address major changes to FHWA and FTA funded projects due to changes in purpose and need, shifts in project schedules, priorities, and significant cost estimate increases or decreases that occurred through the project development process. Some projects will be added to, and others deferred out of the STIP due to these changes. Other scheduling changes or funding restructuring were also necessary to fiscally balance the aforementioned changes.

STIP revision #2, the corresponding administrative modification, was slightly delayed and will be processed shortly. Please stay tuned for that notification.

Amendments to the Oahu portion of the STIP are concurrently being processed in parallel as Transportation Improvement Program (TIP) revisions by the Oahu Metropolitan Planning Organization (MPO). STIP Revision #3 correlates with Oahu TIP Revision #3.

DISCUSSION ON STATE HIGHWAY AND COUNTY ROAD CAPITAL IMPROVEMENT PROGRAM PROJECTS

Notice is hereby given that the HAWAII DEPARTMENT OF TRANSPORTATION (HDOT) will be holding its second and final round of virtual public informational meetings to discuss the FINAL DRAFT STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) for FEDERAL FISCAL YEARS 2025 – 2028 (+2).

The STIP is a four-year programming implementation document that identifies STATE and COUNTY transportation projects, statewide, to be funded, in part, with Federal Highway and Transit funds. HDOT is responsible for the development of the STIP programs for the islands of Hawaii and Kauai, and the islands of Molokai and Lanai. STIP projects on the islands of Oahu and Maui are programmed, in cooperation with, and through the Oahu Metropolitan Planning Organization (Oahu MPO) and Maui Metropolitan Planning Organization (Maui MPO) Transportation Improvement Program (TIP) processes. HDOT concluded its first round of virtual meetings in May 2024, which shared the STIP development process, discussed the fiscally unconstrained FFY 2025-2028 (+2) STIP, and solicited public input. Since then, HDOT has prioritized and fiscally constrained the STIP after evaluating technical and statewide priorities, fiscal requirements, and public input.

HDOT will be holding a last round of meetings to share the proposed fiscally constrained FFY 2025-2028 (+2) STIP that will be submitted to Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) for approval.
