The law says employers must give workers a written contract that explains the job duties, pay, schedule, breaks, sick time, holidays, and any other benefits.

We are proud to announce that Stephen Simms is the newest recipient of the Department of Labor’s Excellence Award.

Stephen has been with the Office of Labor Standards (OLS) for 14 years, rising to Assistant Director. OLS ensures that workers on City contracts are paid what they are owed under prevailing wage laws. In his role, Stephen oversees the day-to-day operations of the team, supports staff, and ensures they have the resources they need to do their jobs. Previously, Stephen spent 17 years with the School District of Philadelphia.

Recently, Stephen helped get two years of back pay for a worker who worked on prevailing wage projects, including green infrastructure projects to reduce flooding. “I’m passionate about making sure that people get what they deserve for a job done.” Stephen said. “Getting someone money they didn’t know they were owed is joyful.”

“For the past 14 years, Steve has been a pillar of the Office of Labor Standards—sharing his knowledge, embracing every opportunity to learn, and always lifting those around him. A physician assistant in Philadelphia contacted our office after being let go by their employer and not receiving their final paycheck.

“My communication with the Worker Protections team was very pleasant. I didn’t understand the process at first, but they had a handle on things and regularly updated me.” – Complainant

Once we opened an investigation, the employer agreed to pay. The worker received everything they were owed, more than $4,800, within a month.

Attention Philly business owners and managers with tipped employees.

Employers with 10 or more employees must pay tipped workers $17.88 per hour for accrued sick leave. This is the rate from July 1, 2026 through June 30, 2027.
